The Visayas Technical and Vocational Education and Training Network, or VisTVET, in partnership with TESDA VII, held its two-day conference on April 23 and 24, 2026 at Summit Galleria, gathering around 200 participants from member technical-vocational institutions across the Visayas.
The conference aimed to strengthen TVET practices, build stronger institutional linkages, and promote benchmarking among technical-vocational institutions across various industries and training sectors in the region.
CITE Technical Institute President and Executive Director Dr. Jose Ramiro Carpio Jr. was invited as one of the resource speakers and panel discussants during the conference. He joined other stakeholders in discussions on strengthening quality and industry-responsive technical-vocational education and training.
Dr. Carpio discussed “Sustainable Financing Models for TVET: Innovations in Partnerships and Resource Mobilization,” highlighting the importance of sustainable partnerships and resource generation in supporting quality TVET programs.
Participants also took part in sessions on TESDA policy trends and updates, strategies to improve employability through industry partnerships and work-based learning, and innovations in partnership-building and resource mobilization.
This year’s conference carried the theme, “Building Resilient Skills Ecosystems in the Visayas Regions through Quality and Industry-Responsive TVET.”
Through the event, VisTVET and TESDA VII sought to further advance quality, responsive, and industry-aligned TVET programs that support skills development and workforce readiness in the Visayas. In attendance were Academic Formation Director Neil Agbay, IGCR Director Dariel Lauron, CITE Consultant Roy Zapata.

A coordination meeting was held with the Cebu Chamber of Commerce and Industry (CCCI) on April 14, 2026 in preparation for the culmination of the CCCI–CITE Special Project on the Seafood Production Technology Program.
The project involves 75 trained completers from CITE, with participation from eight partner companies, and is supported by AFOS and the Provincial Government of Negros Occidental.
The discussion also explored potential collaboration on chamber assessment and certification for CITE’s Asian Development Bank projects.
Present at the meeting with the CITE Business Research and Development Team was the Executive Director of CCCI, Ms. Joy Lorena A. Segismar.

The long journey and the blazing summer sun did little to thwart the determination of parents and students who traveled from the northern and southern parts of Cebu for the enrollment of Batch 1 and 2 diploma program students of CITE on April 18, 2026.
After months of waiting, from taking the admission tests to going through series of interviews, they finally reached the last step of the process: enrollment for School Year 2026–2027. For many families, the day marked the beginning of a new chapter filled with hope and opportunity.
A total of 179 students from Batch 1 and 2 are now officially enrolled and will be part of Batch 36 scholars.
During the enrollment, students were oriented on their respective programs and scholarship contracts, helping them better understand the path they are about to take as future CITE scholars. Requirements were also submitted to formalize their enrollment.
Students who were unable to attend the scheduled enrollment will be accommodated during the second scheduled enrollment on April 25, 2026, at 8:00 a.m. for Batch 3-5. Meanwhile, medical examinations are scheduled for April 27 and 28.
Because slots for this semester are limited, students who were absent during today’s enrollment are encouraged to contact this page as soon as possible to secure their slot. Otherwise, they may be replaced, as the acceptance of incoming students is still ongoing until all slots are filled.

Jay Bustamante is a Lead Systems Engineer at Lockheed Martin, the prime contractor for National Aeronautics and Space Administration (NASA) Orion Spacecraft for the Artemis Program. He is deeply honored to have contributed to Artemis II—NASA’s first crewed Artemis mission—which successfully carried four astronauts around the Moon and back. This milestone mission marks a crucial step toward humanity’s sustained return to the Moon and future exploration of Mars.
In his role, Jay is responsible for certifying the Orion spacecraft’s service module for flight. This module provides propulsion, electrical power, thermal control, and essential life-support capabilities required for deep-space travel. Orion serves as NASA’s next-generation spacecraft, designed to carry astronauts beyond low Earth orbit and safely return them to Earth.
Jay’s journey began in Cebu, where watching NASA missions sparked his passion for space exploration. His strong work ethics and character were shaped during his formative years at Don Bosco Technical High School and CITE Technical Institute, Inc., where he earned a Diploma in Electronics Technology in 1995 as part of Batch 2 of CITE graduates.
He later completed his degree in Electronics and Communications Engineering at Cebu Institute of Technology–University. Determined to pursue his dreams, Jay moved to the United States, where he faced the challenges of building a new life far from home. Through perseverance and continuous self-improvement, he went on to earn an advanced degree in Electrical Engineering—an achievement that ultimately paved the way for his career as a Systems Engineer in the space industry.
When asked for advice, Jay often says, “Dream big and aim for the moon. Even if you miss, you’ll land among the stars.” It’s a mindset that reflects both his personal outlook and the extraordinary work he has been part of throughout his career.
