On August 14, 2026, students of Cebu Normal University peaceably assembled to protest OSAS Advisory No. 18 s. 2026 which reinforced anti-trans policies and practices on campus.

I learned of this through a social media post by a gay man who, ironically, was a cast member in a Cebu-based advocacy production that was promoting "community", "embracing the conversations that matter - HIV awareness, mental health, and safe spaces", and "issues of the LGBTQIA community".

On the surface, his statement seems to be a neutral call for compromise but no amount of rhetorical shielding and reframing can hide the clear underlying message: trans people should conform to discriminatory systems rather than advocate for change.

I was deeply disappointed by his sentiment and my poor judgement as I had assumed that he was an ally of the trans community. How wrong I was and how ironic given he worked alongside a trans person (or persons) for months in the production.

Gay cisgender men never experience the specific barriers that trans people do. Without lived experience of these barriers, solidarity requires listening to trans voices rather than speaking over them.

PS: I am grateful for my cisgender friends who actively listen, learn, and stand alongside the trans community.

PPS: Please don't claim to support the LGBTQIA community when you only support a small fraction of the alphabet.

This Pride Month, Akbayan Partylist filed the 𝗟𝗶𝘃𝗲𝗱 𝗜𝗱𝗲𝗻𝘁𝗶𝘁𝗶𝗲𝘀 𝗮𝗻𝗱 𝗥𝗲𝗰𝗼𝗴𝗻𝗶𝘁𝗶𝗼𝗻 𝗔𝗰𝘁 (𝗛𝗕 𝟵𝟵𝟮𝟵), also known as the 𝗦𝗵𝗮𝗿𝗺𝗮𝗶𝗻𝗲 𝗕𝗶𝗹𝗹. 🍊

"For many trans and intersex Filipinos, their names cause ridicule and discrimination. Madalas silang kinukutsa at pinagtatawanan dahil sa pangalan na nasa mga legal documents nila," Akbayan Rep. Perci Cendaña said.

"This is why we filed the Sharmaine Bill. Kung gets natin agad na Sharmaine ang gustong pangalan ng isang orange sa Tiktok, kayang-kaya rin natin i-extend ang ganitong pag-unawa sa mga trans at intersex nating kapatid. Deserve nilang kilalanin ng batas sa pangalang nakasanayan nila at sa kung sino talaga sila," he added.

The measure seeks to recognize the lived identities of transgender, intersex, and non-binary Filipinos through a simple and accessible administrative process. It will allow them to align their legal documents with their authentic selves, including their lived name and gender marker, without the need for lengthy and costly court proceedings.

Under the Clerical Error Law (RA 9048, as amended by RA 10172), a person may change their first name if it has been "𝘩𝘢𝘣𝘪𝘵𝘶𝘢𝘭𝘭𝘺 𝘢𝘯𝘥 𝘤𝘰𝘯𝘵𝘪𝘯𝘶𝘰𝘶𝘴𝘭𝘺 𝘶𝘴𝘦𝘥 𝘣𝘺 𝘵𝘩𝘦 𝘱𝘦𝘵𝘪𝘵𝘪𝘰𝘯𝘦𝘳 𝘢𝘯𝘥 𝘩𝘦 𝘩𝘢𝘴 𝘣𝘦𝘦𝘯 𝘱𝘶𝘣𝘭𝘪𝘤𝘭𝘺 𝘬𝘯𝘰𝘸𝘯 𝘣𝘺 𝘵𝘩𝘢𝘵 𝘣𝘺 𝘵𝘩𝘢𝘵 𝘧𝘪𝘳𝘴𝘵 𝘯𝘢𝘮𝘦 𝘰𝘳 𝘯𝘪𝘤𝘬𝘯𝘢𝘮𝘦[...]".

The bill also extends this to survivors of gender-based violence and child abuse who seek a name change for their safety and well-being.

Cebu Province officially lets LGBTQIA+ couples register as designated care partners giving you the right to:
- accompany & visit
- receive updates
- *participate* in discussions regarding patient care “when expressly authorized”
- be an emergency contact, etc

But there’s something glaringly missing. It falls short of the famous QC Right to Care Ordinance which designates you as a health care agent who can make critical health decisions for your partner when they’re incapacitated.

Cebu’s EO allows you to *participate* in discussions but not make healthcare decisions in case of incapacity.

It’s an amazing win for sure, but what do you think? Is it enough or does Cebu need to go all the way like QC? Let me know in the comments!
