𝐋𝐎𝐎𝐊: 𝗖𝗡𝗨 𝗨-𝗖𝗢𝗠𝗘𝗟𝗘𝗖 𝗣𝗮𝘆𝘀 𝗖𝗼𝘂𝗿𝘁𝗲𝘀𝘆 𝗖𝗮𝗹𝗹 𝗼𝗻 𝗢𝗦𝗔𝗦 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿 𝗮𝗻𝗱 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻 𝗔𝗱𝘃𝗶𝘀𝗲𝗿

The 𝗖𝗲𝗯𝘂 𝗡𝗼𝗿𝗺𝗮𝗹 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆 𝗨𝗻𝗶𝗳𝗶𝗲𝗱 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻 𝗼𝗻 𝗘𝗹𝗲𝗰𝘁𝗶𝗼𝗻𝘀 (𝗖𝗡𝗨 𝗨-𝗖𝗢𝗠𝗘𝗟𝗘𝗖) paid a courtesy call on its 𝗻𝗲𝘄𝗹𝘆 𝗮𝗽𝗽𝗼𝗶𝗻𝘁𝗲𝗱 𝗔𝗱𝘃𝗶𝘀𝗲𝗿 𝗮𝗻𝗱 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿 𝗼𝗳 𝘁𝗵𝗲 𝗢𝗳𝗳𝗶𝗰𝗲 𝗼𝗳 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗔𝗳𝗳𝗮𝗶𝗿𝘀 𝗮𝗻𝗱 𝗦𝗲𝗿𝘃𝗶𝗰𝗲𝘀 (𝗢𝗦𝗔𝗦), 𝗗𝗿. 𝗠𝗮𝗿𝗶𝗻𝗼 𝗚𝗮𝗿𝗰𝗶𝗮, on August 5, 2026, at the OSAS Office.

The meeting was attended by the U-COMELEC En Banc and Officers. During the courtesy call, Chairperson Mico Opusa presented the roles and responsibilities of the Commission within the University. He also discussed the strategic plans, programs, and activities lined up by the Commission for the First and Second Semesters of Academic Year 2026–2027.

Meanwhile, Dr. Garcia emphasized the importance of the Commission being more proactive in fulfilling its mandate and engaging the studentry. In response, Chairperson Opusa highlighted the leadership training programs that the Commission plans to conduct during the First Semester. While the Commission’s plans and initiatives are being spearheaded by Director Jañala, Dr. Garcia underscored the importance of providing leadership training opportunities that are accessible to all students. He noted that such initiatives can help encourage more Normalites to actively participate in the university’s electoral process, whether as candidates or voters.

As the newly appointed Adviser of the CNU U-COMELEC, Dr. Garcia expressed his commitment to providing the Commission with the full support of the Office of Student Affairs and Services in carrying out its programs and activities.

The courtesy call marked an important step toward strengthening collaboration between the CNU U-COMELEC and OSAS, fostering a more proactive, inclusive, and meaningful student electoral experience at Cebu Normal University.

𝟐𝐍𝐃 𝐄𝐍 𝐁𝐀𝐍𝐂 𝐒𝐄𝐒𝐒𝐈𝐎𝐍 ⚖️

The 𝐂𝐞𝐛𝐮 𝐍𝐨𝐫𝐦𝐚𝐥 𝐔𝐧𝐢𝐯𝐞𝐫𝐬𝐢𝐭𝐲 𝐔𝐧𝐢𝐟𝐢𝐞𝐝 𝐂𝐨𝐦𝐦𝐢𝐬𝐬𝐢𝐨𝐧 𝐨𝐧 𝐄𝐥𝐞𝐜𝐭𝐢𝐨𝐧𝐬 (𝐂𝐍𝐔 𝐔-𝐂𝐎𝐌𝐄𝐋𝐄𝐂) 𝐄𝐧 𝐁𝐚𝐧𝐜 formally convened its 𝐒𝐞𝐜𝐨𝐧𝐝 𝐄𝐧 𝐁𝐚𝐧𝐜 𝐒𝐞𝐬𝐬𝐢𝐨𝐧 for Academic Year 2026–2027 on 𝐉𝐮𝐥𝐲 𝟑𝟎, 𝟐𝟎𝟐𝟔 at 𝐑𝐨𝐨𝐦 𝟐𝟎𝟖, 𝐂𝐨𝐥𝐥𝐞𝐠𝐞 𝐨𝐟 𝐓𝐞𝐚𝐜𝐡𝐞𝐫 𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧 𝐁𝐮𝐢𝐥𝐝𝐢𝐧𝐠, 𝐂𝐞𝐛𝐮 𝐍𝐨𝐫𝐦𝐚𝐥 𝐔𝐧𝐢𝐯𝐞𝐫𝐬𝐢𝐭𝐲.

Pursuant to its constitutional mandate, the En Banc deliberated on matters concerning the administration of student elections and the operational direction of the Commission for the current academic year.

Among the principal agenda items was the presentation and deliberation of resolutions relative to the results of the recently conducted 𝗽𝗹𝗲𝗯𝗶𝘀𝗰𝗶𝘁𝗲𝘀 𝗼𝗳 𝘁𝗵𝗲 𝗞𝗔𝗦𝗜𝗞𝗔𝗦 𝗮𝗻𝗱 𝘁𝗵𝗲 𝗘𝗱𝘂𝗰𝗮𝘁𝗼𝗿𝘀’ 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 𝗖𝗼𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻. The Commission likewise discussed the preparations for the forthcoming 𝟮𝟬𝟮𝟲 𝗦𝗽𝗲𝗰𝗶𝗮𝗹 𝗘𝗹𝗲𝗰𝘁𝗶𝗼𝗻𝘀, including the proposed Election Calendar, committee task assignments, and the formulation of the Updated Election Guidelines. The proposed revisions aim to ensure that all electoral processes remain consistent with the provisions of the existing Election Code and the Commission’s continuing commitment to conducting elections that are transparent, impartial, orderly, and credible.

The En Banc also received the 𝗥𝗲𝗰𝗿𝘂𝗶𝘁𝗺𝗲𝗻𝘁 𝗦𝗲𝗮𝘀𝗼𝗻 𝗣𝗿𝗼𝗴𝗿𝗲𝘀𝘀 𝗥𝗲𝗽𝗼𝗿𝘁, highlighting the current status of applications and the projected increase in applicants based on prevailing submission trends. The Commission acknowledged the continued interest of Normalites in public service and noted that the recruitment period 𝘀𝗵𝗮𝗹𝗹 𝗿𝗲𝗺𝗮𝗶𝗻 𝗼𝗽𝗲𝗻 𝘂𝗻𝘁𝗶𝗹 𝟭𝟰 𝗔𝘂𝗴𝘂𝘀𝘁 𝟮𝟬𝟮𝟲.

In furtherance of organizational development, the Commission presented its proposed 𝗠𝗲𝗺𝗯𝗲𝗿 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗮𝗻𝗱 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗣𝗹𝗮𝗻, outlining programs intended to strengthen the institutional competencies, operational readiness, and professional capacities of its members in the discharge of their electoral functions.

The session concluded with the consideration of additional matters and policy proposals endorsed by the members of the En Banc. The discussions and resolutions adopted during the session reaffirm the Commission’s commitment to principled electoral governance, institutional accountability, and the sustained advancement of democratic participation within the University.
