We extend our 𝐡𝐢𝐠𝐡𝐞𝐬𝐭 𝐫𝐞𝐜𝐨𝐠𝐧𝐢𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐜𝐨𝐧𝐠𝐫𝐚𝐭𝐮𝐥𝐚𝐭𝐢𝐨𝐧𝐬 to 𝑻𝒂𝒔𝒉𝒂 𝑲𝒉𝒂𝒓𝒚𝒍 𝑫. 𝑸𝒖𝒊𝒂𝒄𝒉𝒐𝒏 for her exemplary performance at the 𝑰𝒏𝒕𝒆𝒓𝒏𝒂𝒕𝒊𝒐𝒏𝒂𝒍 𝑪𝒐𝒏𝒇𝒆𝒓𝒆𝒏𝒄𝒆 𝒐𝒇 𝑵𝒖𝒓𝒔𝒆𝒔 𝟏𝟒 (𝑰𝑪𝑶𝑵𝑺 𝟏𝟒) held last 𝑵𝒐𝒗𝒆𝒎𝒃𝒆𝒓 𝟐𝟖–𝟐𝟗, 𝟐𝟎𝟐𝟓 𝒂𝒕 𝒕𝒉𝒆 𝑺𝒂𝒓𝒓𝒐𝒔𝒂 𝑰𝒏𝒕𝒆𝒓𝒏𝒂𝒕𝒊𝒐𝒏𝒂𝒍 𝑯𝒐𝒕𝒆𝒍 𝒂𝒏𝒅 𝑹𝒆𝒔𝒊𝒅𝒆𝒏𝒕𝒊𝒂𝒍 𝑺𝒖𝒊𝒕𝒆𝒔.

| APPEAL FOR THE RECONSIDERATION AND EXTENSION OF THE ACADEMIC BREAK

Today, November 6, 2025, at 8:42 PM, the USJ-R Supreme Student Council 44th Congress, together with the USJ-R Council of College Student Organizations, has formally submitted an appeal to the University Administration. This urgent appeal seeks the reconsideration and extension of the academic break until November 15, 2025, and the postponement of the academic continuity plan's finalization. The council is advocating for a humane and gradual transition to face-to-face classes, rather than an immediate shift, to ensure that the change remains beneficial to the students.

This joint submission is a matter of urgency, as students are awaiting an immediate and firm decision from the institution before weighing their next course of action. This decision was made in response to concerns raised by students and constituents after thorough consultations and assessing the gravity of the current situation.

The Council is committed to following up this appeal with a comprehensive report with its corresponding proposals for academic continuity for classes succeeding November 15, 2025. This proposal is being expedited as the Supreme Student Council continues to actively gather further responses regarding the preferred academic direction for the first semester.

In the aftermath of Typhoon Tino, the USJ-R Supreme Student Council (SSC), through the Committee on Student Affairs (COSA) and the Office of the President, is conducting the “Rapid Damage Assessment Survey” (Sensing Form) to understand the current situation, needs, and recovery of our fellow students.

The SSC would like to emphasize that this survey is part of the required administrative process. The University requires documented and verifiable information before considering proposals related to academic schedules, learning modalities, or assessment requirements. While we understand that this may take time and effort, your truthful responses are essential to ensure that our appeals genuinely reflect the realities of the student body.

For students who cannot access the Google Form, you may contact the Josenian Grievance Center directly. SSC officers will assist in collecting your responses, be it through traditional means. We will accept any format (text message, voice note, or photo)

| USJ-R SSC TO NEGOTIATE FOR

The USJ-R Supreme Student Council 44th Congress has communicated with the Vice President for Academics & Research, Rev. Fr. Persiuz Joseph M. Decena, OAR, requesting the declaration of an academic break following the severe effects of Typhoon Tino.

The typhoon has caused significant distress for Josenians, with numerous students and their families facing widespread flooding in Cebu and neighboring provinces, damaged homes, disrupted communication lines, and power interruptions affecting countless households, as confirmed by VECO. Due to these dangerous conditions, the Council believes the current environment is not conducive to academic activities, assessments, or classes. This urgent appeal aligns with the contingency provisions previously outlined in the request for a Hybrid Modality setup.

In light of this, the USJ-R SSC 44th Congress appeals for an official declaration of an academic break, which would involve suspending all academic activities for this week and the following week, or until the situation noticeably improves. Furthermore, the Council is immediately initiating a Rapid Damage Assessment to determine the full scope of affected Josenian students. This assessment will help in coordinating with the administration to establish appropriate academic continuity measures moving forward.

"Good morning, Father Persiuz!

In light of the impacts brought by Typhoon Tino, and aligned with the contingency provision in our earlier appeal for the Hybrid Modality, we respectfully raise our concern regarding the current situation. Many students are currently facing flooding in Cebu and nearby provinces, with several homes damaged, communication lines disrupted, and VECO confirming power interruptions affecting numerous households. Given these circumstances, the environment is no longer conducive for academic assessment or continuation.

With this, may we humbly appeal for the declaration of an academic break, suspending all forms of academic activities within this week and the following week, or until further notice should the situation persist. I sincerely apologize for communicating this through chat, as the current circumstance prevents us from formally delivering the request at the moment."

As of this writing, we are still awaiting a response from the University.

The USJ-R SSC 44th Congress is earnestly seeking the administration's compassion and consideration to implement a temporary suspension of all academic activities. This measure would give students and their families the necessary time to recover from the typhoon's impact and address their immediate needs. Well-being and recovery must be everyone's top priority right now, and the Council is making every effort to relieve students from their academic worries during this difficult time.
