The 𝕷𝖊𝖌𝖎𝖘𝖑𝖆𝖙𝖎𝖛𝖊 𝖆𝖓𝖉 𝕵𝖚𝖉𝖎𝖈𝖎𝖆𝖗𝖞 𝕭𝖗𝖆𝖓𝖈𝖍𝖊𝖘 together uphold the organization’s system of checks, balances, and fair governance. The Legislative Branch, composed of curricular representatives led by their elected Senate President, serves as the main policy-making body responsible for deliberating on concerns from each department, crafting resolutions, legislating measures that safeguard student welfare, and reviewing the annual budget with transparency and accountability. Supported by structured committees, it ensures that all proposals follow due process and align with the organization’s Constitution and By-Laws. Complementing this is the Judiciary Branch, which exercises judicial authority through impartial justices chosen from the student body. It is tasked with interpreting the Constitution and By-Laws, resolving cases involving organizational infractions, and conducting investigations when necessary. Together, the Legislative and Judiciary Branches strengthen organizational integrity by ensuring that laws are soundly crafted, fairly implemented, and consistently upheld for the good of the entire student community.

After the Magnitude 6.7 earthquake that struck Cebu last September 30, 2025, many of our fellow Cebuanos are now in urgent need of help.

In response, the 𝐒𝐮𝐩𝐫𝐞𝐦𝐞 𝐒𝐭𝐮𝐝𝐞𝐧𝐭 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 (𝐒𝐒𝐆) 𝐨𝐟 𝐂𝐓𝐔-𝐂𝐚𝐫𝐦𝐞𝐧 𝐂𝐚𝐦𝐩𝐮𝐬, in partnership with 𝐨𝐭𝐡𝐞𝐫 𝐫𝐞𝐜𝐨𝐠𝐧𝐢𝐳𝐞𝐝 𝐬𝐭𝐮𝐝𝐞𝐧𝐭 𝐨𝐫𝐠𝐚𝐧𝐢𝐳𝐚𝐭𝐢𝐨𝐧𝐬, is launching the 𝘽𝙖𝙣𝙜𝙤𝙣 𝙎𝙪𝙜𝙗𝙤 𝘿𝙤𝙣𝙖𝙩𝙞𝙤𝙣 𝘿𝙧𝙞𝙫𝙚 to extend immediate relief to the affected communities.

We’re thrilled to share our team's groundbreaking work in CLDS-YOLO: Corn Leaf Disease Detection and Severity Evaluation Using YOLOv9, recently published in the 𝗝𝗼𝘂𝗿𝗻𝗮𝗹 𝗼𝗳 𝗜𝗺𝗮𝗴𝗲 𝗮𝗻𝗱 𝗚𝗿𝗮𝗽𝗵𝗶𝗰𝘀, 𝗮 𝗤𝟮 𝗦𝗰𝗼𝗽𝘂𝘀-𝗶𝗻𝗱𝗲𝘅𝗲𝗱 𝗷𝗼𝘂𝗿𝗻𝗮𝗹.

Led by Sir Elmo Ranolo, Dr. Ken Gorro, Mr. Lawrence Roble, Ms. Christia Mae Camay, Mr. Rue Nicole Santillan, Dr. Anthony S. Ilano, Mr. Deofel Balijon, Dr. Daniel Ariaso Sr., and supported by Future Science and Technology Leaders of the Philippines – Carmen Campus (FSTLP), this study was made possible through a meaningful collaboration with Cebu Normal University (CNU), who provided valuable corn leaf datasets sourced from the farm of co-author Sir Deofel Balijon. Their contribution greatly strengthened the accuracy and reliability of the system.

This study delivers a game-changing system that:

- Harnesses YOLOv9 instance segmentation for accurate detection of corn leaf diseases, including blight, gray leaf spot, and rust.
- Utilizes fuzzy logic and Relative Leaf Area (RLA) to assess disease severity, assigning health categories from mild to critical.
- Achieves 80% overall accuracy, with recalls of 85% for diseased regions, 80% for healthy leaf areas, and 75% for background, alongside strong precision in segmenting leaves.
- Paves the way for real-time, indoor crop health monitoring systems, improving resilience against storms and environmental stresses through rapid detection and response.

This publication stands as a testament to our commitment to merging technology, agriculture, and sustainability—empowering smarter crop protection and fostering innovation in agri-tech.

The Cebu Technological University (CTU) – Carmen Campus, together with the Future Science and Technology Leaders of the Philippines (FSTLP), campus organizations, academic departments, and the dedicated teaching and non-teaching staff, proudly joined the 174th Carmen Fiesta Civic Parade on August 27, 2025.

Marching side by side, the CTU Carmen community showcased the true essence of unity, leadership, and school pride. From the energetic students and passionate organization officers to the supportive faculty and staff, everyone carried with them the vibrant spirit of camaraderie and service.

The streets of Carmen were filled with colors, music, and the joy of celebration as CTU Carmen’s contingent walked proudly, symbolizing not only their commitment to academic excellence but also their role as partners in culture, progress, and community development.

This collective participation serves as a reminder that CTU Carmen is more than an institution—it is a family, working hand in hand to nurture future leaders, honor traditions, and serve the community with pride.

At the esteemed Courtesy Call, Oath-Taking, and Turn Over Ceremony held today, August 13, 2025, the Future Science and Technology Leaders of the Philippines (FSTLP) at CTU Carmen vowed to serve the university and the student body with distinction and determination during the 2025–2026 academic year.

The ceremony was graced by the presence of several esteemed officials: Dean of Instruction, Dr. Ana Marie Niez; Chairperson of the Campus Students Organisation, Mrs. Fatima Norliza Pantonial; and FSTLP's former adviser, Dr. Marriane Batiquin. In an inspiring address, the newly appointed adviser, Mr. Ken Gorro, underscored the crucial importance of research and science-related events as the backbone of the organization’s mission.

Following the address, a warm appreciation was extended to the outgoing officers through the presentation of plaques — symbols of gratitude for their service, leadership, and the enduring foundation they have laid. Their accomplishments illuminated the path ahead and set a high standard for those stepping into leadership roles.

Congratulations to all newly elected officers! This ceremony honours their solemn commitment to upholding integrity, creativity, and service—it goes beyond tradition. May leadership as a whole spark impactful transformation and sustain excellence throughout the year. "Puslan man nga nabasa nata, manabon ug manyampo nalang," says Jethrel Bolhot, the recently elected president of the FSTLP, reminding us to be proactive and steadfast even in the face of uncertainty.

As the FSTLP embarks on another year of service, this milestone marks not just a change of officers, but a renewed promise to champion science, technology, and leadership for the betterment of the CTU - Carmen community. With passion as their compass and collaboration as their strength, the new officers are ready to turn visions into reality—proving that when purpose meets action, excellence follows.
