Question: Am I disqualified for promotion in Expanded Career progression having a single satisfactory rate in one of the indicators?

Answer: Yes — under the Expanded Career Progression (ECP) system for public school teachers in the Philippines, a single “Satisfactory” rating (or anything below “Very Satisfactory”) in any performance indicator can disqualify an applicant for promotion/reclassification.

What does the law & policy say

Executive Order 174 (s. 2022) establishes the Expanded Career Progression system.

The Implementing Rules and Regulations (IRR) of EO 174 spell out specific performance requirements. One of those is that an applicant for reclassification must have ratings of at least “Very Satisfactory” in the performance indicators over the required past rating periods.

DepEd Order No. 024, s. 2025, which implements parts of ECP, confirms that a teacher must meet performance standards (based on IPCRFs and PPST indicators) over the past three rating periods — and ratings in all indicators must be at least Very Satisfactory. If any indicator is rated lower (e.g., Satisfactory), then the requirement is not met.

What that means in practice

If, in any of the required rating periods, one indicator has a rating of Satisfactory, then the teacher does not meet the minimum performance requirement for reclassification.

So yes — even a single “Satisfactory” among numerous “Very Satisfactory” or “Outstanding” ratings can prevent the promotion or reclassification at that time. This is because the standards require consistency across all relevant indicators.
