This is just a position statement made this time of pandemic.
On Saturday, April 10, 2021, the Western Visayas Inter-Agency Task Force on Emerging Infectious Disease (WV_IATF_EID) with the Regional Task Force on COVID 19 issued a Resolution requesting to escalate the community quarantine of Negros Occidental from Modified General Community Quarantine (MGCQ) to General Community Quarantine (GCQ) for the reason that COVID 19 cases in the province has tripled for these past days as per recommendation coming from the Municipal and City Mayors in the province and from Gov. Lacson himself.
Prior to this development, Pres. Duterte already put the Greater Manila Area and nearby provinces in Enhanced Community Quarantine because of same reason.
How come? IATF only wants us to do very simple things...
1. DO NOT GET OUT NOT UNLESS NECESSARY. STAY HOME. STAY SAFE.
2. STAY WHERE YOU ARE AT THE MOMENT (PROVINCE/MUNICIPALITY/CITY) SO THAT YOU WILL NOT BECOME A CARRIER.
3. ALWAYS OBSERVE HEALTH PROTOCOLS (SOCIAL DISTANCING/WASHING/DISINFECTING/WEARING FACE MASK).
BUT THIS IS NOT MY POINT.
The point is food for the table is the issue especially in areas where ECQ/GCQ is implemented. Surely, blames will be on the government should food rations and food packs and the delivery of food supply will become scarce.
BUT THAT IS NOT MY POINT NEITHER...
The right of every Filipino to quality basic education is further emphasized in Republic Act 9155 or the Governance of Basic Education Act of 2001. Along with Republic Act 6655 or the Free Secondary Education Act, these laws reaffirm the policy of the State to protect and promote the rights of all Filipinos by providing children free and compulsory education in the elementary and high school level. This pertains to six years of free tuition fees for children aged 6 to 11, and free four years of secondary schooling for those aged 12 to 15. With the enactment of the K-12 reforms (Basic Education Act of 2013), secondary education was extended from four to six years and divided into two levels: four years of Junior High School (JHS) and two years of Senior High School (SHS), giving the basic education cycle a structure of K+6+4+2. All six years of secondary education are compulsory and free of charge at public schools.
Republic Act 10931 and has the full title An Act Promoting Universal Access to Quality Tertiary Education by Providing for Free Tuition and Other School Fees in State Universities and Colleges, Local Universities and Colleges and State-Run Technical Vocational Institutions.
EDUCATION IN THE PHILIPPINES IS FREE. The Philippine Government is making everything possible for every Filipino to gain access to education so that well-paid jobs can be acquired after graduation in order that each Filipino can PUT FOOD IN THE TABLE.
This COVID 19 is already here. Every Filipino must contribute to contain it. Let this be a WAKE UP CALL to everyone of us that when this pandemic may happen again, every Filipino is ready... SOCIALLY, POLITICALLY, and ECONOMICALLY.
That is why, i'm appealing to parents, whatever learning modality the school of your child is adapting, be serious in facilitating learning at home because one thing is certain, WE ARE PREPARING THEM TO SURVIVE WHEN WE ARE GONE.
