The second day focused on themes of leadership, governance, and well-being. Hon. Rogelio D. Capoquian, the SK Chairperson of Brgy. Malidong, Gamay in Northern Samar, and a 4th-year Public Administration student, commenced the talks with a message about student leadership that is founded on compassion and responsibility, emphasizing to the audience that genuine leadership revolves around guiding others and allowing them the freedom to share their perspectives.
Following him, Hon. Yankee N. Mendola, a Sangguniang Bayan Member of Northern Samar, engaged in a candid dialogue regarding the legal and ethical principles of public service. He encouraged students to maintain high ethical standards, emphasizing that public service should prioritize the common good above individual interests.
The talks concluded with Ms. Marcelyn V. Marino, a mental health advocate and engaged participant in IGOR emphasized the significance of mental health and wellness as essential factors in readiness for a career in public service.

โThe Public Administration program of the College of Arts and Communication at the University of Eastern Philippines officially kicked off its much-anticipated PubAd Days โ26 with a vibrant and meaningful opening program held on April 22, 2026, at the UEP Farmers Training Center..

โThe program was smoothly hosted by Cathlyn Cajusay and Darwin Ramirez, who guided the audience through the ceremony with energy and professionalism.

โThe event began with a solemn prayer, followed by the singing of the Philippine National Anthem, UEP Hymn, and CAC Hymn through audio-visual presentations, setting a formal and patriotic tone for the occasion.

โMs. Ma. Mercedes G. Sosa, DPA, adviser of the PubAd Society, delivered the opening remarks, warmly welcoming students, faculty, and guests. She emphasized the importance of unity, academic excellence, and active participation throughout the celebration.

โThe audience was then introduced to the guest of honor and speaker by Dr. Jerald C. Erivera, Chair of the Social Sciences Department. This was followed by an inspirational message from Atty. Rico L. Delorino, who encouraged students to pursue integrity, professionalism, and service in their future careers.

โOne of the highlights of the program was the awarding of tokens and certificates, recognizing the contributions of distinguished guests and participants. Dr. Cherry I. Ultra, President of UEP, delivered a heartfelt message of support and commitment, reaffirming the universityโs dedication to nurturing future leaders.

โThe program also featured intermission numbers that showcased the talents of students, adding energy and entertainment to the formal proceedings. Another message of support was delivered by Atty. Jayvee Wilfred C. Baya, Dean of the College of Arts and Communication, who inspired attendees to maximize the learning opportunities offered during the event.

๐๐ข๐ข๐ || The SK of Bgy. Malidong, Gamay Northern Samar, led by SK Chairperson Rogelio Capoquian Jr., a Senior Public Administration Student from UEP Main Campus, passed an ordinance regulating the operation and use of Internet Cafรฉs and WiFi Vendo Businesses in the barangay to establish the safety and protection of minors.
The ordinance aims to protect the youth from excessive internet use, which may result in poor health, lack of focus in school, family-related problems, and especially the increase in teenage pregnancy cases in the barangay.
The ordinance provides exceptions for minors who can present proof that internet use is necessary for important purposes. It also specifies the allowable hours during which they may use the internet. Violations will result in penalties for both the minor and the parents or guardians.
Operators of internet cafรฉs and WiFi vendo businesses who fail to comply will also face corresponding penalties.
