Dr. Lourdes Dela Cruz Inspires Educators at Capas East PSDS Turnover Ceremony

Capas, Tarlac — In a simple yet meaningful and inspiring turnover ceremony for the Public Schools District Supervisor of Capas East District, Assiststant Schools Division Superintendent Dr. Lourdes Dela Cruz delivered a heartfelt message that resonated deeply with educators, school heads, and non teaching personnel in attendance.

Highlighting the vital role of educational leadership, Dr. Dela Cruz emphasized the importance of continuity, integrity, and service in ensuring quality education for every learner.

She commended the outgoing District Supervisor Sir Delfin J. Sibal for dedicated service and encouraged the incoming District Instructional Leader Dr. Carlos T. Hipolito to uphold the values of collaboration, innovation, and compassion.

Leadership Turnover Marks New Chapter for Capas East District

Capas, Tarlac — The Capas East District held a simple yet celebratory Turnover Ceremony honoring the dedicated service of outgoing Public Schools District Supervisor Sir Delfin J. Sibal and welcoming the leadership of incoming PSDS Sir Carlos T. Hipolito on April 21, 2026.

The event gathered ASDS Dr. Lourdes Dela Cruz, CESE, CID Chief Dr. Paulino De Pano, AO V Bernadette Moratillo, DPA, PSDS of Capas Central District Dr. Cecilia Guzman, school heads both from Capas East and Capas West Districts and selected Administrative Officers with Administrative Aide in a program that highlighted continuity of service and commitment to excellence.

Sir Delfin was recognized for his years of stewardship, guiding instructional leadership and strengthening collaboration across schools.

The ceremony concluded with symbolic rites, including the presentation of the Symbolic Key of Responsibility with Capas East District Seal to Dr. Carlos T. Hipolito underscoring the unity between past and future leadership.
