The Ilocos Sur Polytechnic State College (ISPSC) was created by virtue of RA 8547 authored by the then Congressman of the 2nd District of Ilocos Sur, Hon. Singson converting the then Ilocos Sur Polytechnic College (ISPC) into a state college. The charter was signed into law by President Fidel V. Ramos on February 24, 1998. so authored by then Congressman Eric D. Singson and signed into law on March 29, 1995. The law converted the then Ilocos Sur Agricultural College (ISAC) into a polytechnic college integrating into it seven vocational-technical and general academic secondary schools in the second district of Ilocos Sur namely: Narvacan School of Fisheries NASOF), Southern Ilocos Sur School of Fisheries (SISSOF), Ilocos Sur Experimental Station and Pilot School of Cottage Industries (ISESPSCI), Tagudin General Comprehensive High School (TGCHS), Cervantes National Agro-Industrial School (CNAIS), Suyo National High School and Salcedo National High School. After its conversion into a state college, two of the campuses, Suyo Campus and Salcedo Campus, were reverted back to the Department of Education. ISPSC is a comprehensive six-campus institution of higher learning mandated to give professional and technical training both in the undergraduate and graduate levels in the fields of economics, agriculture, fishery, trade, home industry, engineering, education, forest research and conservation, management, finance, accounting and business administration, public administration and other fields as may be relevant, besides providing for the promotion of scientific and technological researches which the College deems necessary in carrying out its objectives. The main campus is situated in Santa Maria, Ilocos Sur and the five other campuses are strategically located in Candon City and the municipalities of Narvacan, Santiago, Tagudin, and Cervantes, in the second district of Ilocos Sur. Today, ISPSC offers accredited graduate programs in the fields of Education and Agriculture. The college also offers the following accredited undergraduate programs: Elementary and Secondary Teacher Education, Agriculture, Home Technology Education, Information Technology, Industrial Technology and Hotel and Restaurant Management. The first College Administrator was Mr. Labuanan, who served as Officer-in-Charge from February 24, 1998 to July 15, 1999. He served as Technical-Vocational Schools Superintendent of the then ISAC. He laid down the groundwork of the integration of the Ilocos Sur Polytechnic College. The first President of ISPSC, Dr. Alejandro V. Directo, pursued the “SMILE” principle which stands for the values sincerity, morality, integrity, loyalty, efficiency and effectiveness. He began his term as President on July 16, 1999 and was extended for a second term in 2003. Dr. Directo instituted the campus identity through the designation of a flagship program for each campus. He initiated the accreditation of degree programs offered by ISPSC as a means of achieving quality and excellence. The second President, Dr. Rafael B. Querubin, re-engineered the college to become more relevant and responsive. His term in January 1, 2008 and championed the “CHARMED” paradigm, a 7-point development agenda which calls for: Community Capability Building and Responsive Networking; Human Resources Development and Character Building; Aggressive Academic Achievement; Resource Generation and Wise Allocation of Resources; Maximized Use of Resources ad Effective Maintenance Program; E-Governance and Management; and, Developing Physical Facilities and Building Structures. He worked out for the development of a Medium Term Development Plan of the College (2011-2015), and instituted a new set-up for the college. The new college set-up produced two campus clusters: the North Cluster – consisting of Santa Maria, Santiago and Narvacan, and the South Cluster – consisting of Tagudin, Candon City and Cervantes. He emphasized on the cultivation of a research and development culture with the creation of the Office of Vice President for Planning, Research, Extension and Training. He also aggressively pushed for physical plant development. The main campus of ISPSC is the Santa Maria Campus which has been identified as the Provincial Institute of Agriculture. Santa Maria campus had its early beginnings as a farm school in 1913, then evolved into the Santa Maria Agricultural High School. In 1963, SMAHS was converted into the Ilocos Sur Agricultural College by virtue of RA 3529 authored by Congressman Pablo C. Sanidad. Then in 1995, it was converted into the Ilocos Sur Polytechnic College which was the precursor of the present ISPSC. The Narvacan Campus is formerly the Narvacan School of Fisheries which was established in 1964 by virtue of RA 3476 authored by Cong. Pablo C. Sanidad which was signed into law in June 16, 1962. When it was integrated into ISPSC, the Narvacan Campus became the College of Fisheries and Marine Science. Today, it is identified as the Provincial Institute of Fisheries. The Santiago Campus was formerly known as the Ilocos Sur Experimental Station and Pilot School of Cottage Industries (ISESPSCI) which was established by virtue of RA 4430 signed into law on June 19, 1965. It is situated on a 3.5 hectare area along the national highway in the municipality of Santiago, Ilocos Sur. When it was integrated into ISPSC, it became the College of Engineering and Technology. At present, Santiago Campus houses the College of Technology. Tagudin Campus is the seat of governance in the South Cluster. It was known formerly as the Tagudin General Comprehensive High School established which started as the Tagudin High School and became a national high school by virtue of RA 4447 which was signed into law in June 19, 1965. After its integration into ISPSC, it became the College of Arts and Sciences. Today it houses the College of Teacher Education, the College of Business and Hospitality Management, the College of Arts and Sciences, and the College of Information Technology. Candon City Campus was formerly the Southern Ilocos Sur School of Fisheries (SISSOF) which evolved from a fishery demonstration farm (Ilocos Sur Marine Demonstration Farm). It is located in the coastal barangay of Darapidap, Candon City. With its integration into the ISPSC, it became the College of Commercial and Social Services. At present Candon City Campus houses the College of Business and Hospitality Management. Cervantes Campus was formerly the Cervantes National Agro-Industrial School (CNAIS) which evolved from the Cervantes National School of Arts and Trades established by virtue of RA 4424 signed into law in June 19, 1965. It is located in a scenic upland municipality which is also a gateway to the Cordillera provinces. When it was integrated into ISPSC, it became the College of Agro-Industrial Technology. Presently, Cervantes Campus offers teacher education, information technology and hotel and restaurant management courses. Since the chartering of ISPSC in 1998, much had been accomplished in terms of academic and technical pursuits, facilities and plant development, research and extension services, community involvement, administration and governance, linkaging and networking, faculty and staff development, and student development. Guided by its vision as “an institution for total human development,” it continues to be a beacon of hope to the people in the service area and together thread the path towards greater heights.

Accordingly, there will be no classes and no office work on the said date.

𝗡𝗘𝗪𝗦 | ISPSC equips faculty, staff for higher-level AACCUP accreditation

The Ilocos Sur Polytechnic State College (ISPSC), through its Quality Assurance Office, strengthened its accreditation readiness by capacitating faculty and staff from various campuses on the new guidelines for Levels III and IV program accreditation issued by the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP) during an orientation program held at the Hostel Conference Room, ISPSC Main Campus, on August 20, 2026.

The event brought together academic program heads, faculty members, staff, and other key officials to deepen their understanding of the updated guidelines and increase the College’s capacity for higher-level program accreditation.

ISPSC President Mario P. Obrero graced the event and underscored that the College’s accreditation efforts go beyond achieving a particular accreditation status, emphasizing the need to develop academic programs that are responsive and capable of preparing graduates to contribute meaningfully to society.

“Our goal is not merely to achieve a particular accreditation status. More importantly, we seek to develop academic programs that are responsive, relevant, and capable of preparing our graduates to contribute meaningfully to society,” he said during his message.

Dr. Obrero further highlighted that this commitment is particularly significant as the College moves forward in its transition from the Ilocos Sur Polytechnic State College toward becoming the University of Ilocos Philippines.
“This transition calls for stronger academic programs, sound institutional systems, and a sustained pursuit of excellence in instruction, research, extension, innovation, and public service,” he added.

Meanwhile, Dr. Jonathan L. Dela Cruz, Vice President for Academic Affairs, highlighted that quality assurance, especially in the context of program accreditation, is a shared responsibility across the institution, stressing the need for collective commitment in sustaining and improving academic quality.

“Ang quality assurance ay hindi lang responsibilidad ng isang accreditation team, ng isang team, ng isang program chair, o ng isang opisina pero ito ay responsibilidad ng lahat. [Quality assurance is not solely the responsibility of the accreditation team, a team, a program chair, or an office; rather, it is the responsibility of everyone.]”, he said.

The orientation featured two resource speakers who tackled key aspects of the updated guidelines and requirements for AACCUP Level III and Level IV program accreditation.

Dr. Jeanno M. Manzano, Campus Director of Sta. Maria Campus, led the first session, “New Guidelines for Levels 3 and 4 Program (Part 1 and 2),” providing an in-depth view of the updated accreditation guidelines and key considerations for programs preparing for higher-level accreditation.

The second session, “Sample Documentation, Evidence, and Packaging,” was facilitated by Ms. Elena U. Ato, Director for Forest Advancement and Resources Management Research Center, who provided participants with practical guidance on organizing, presenting, and packaging documentary evidence in preparation for accreditation.

An open forum followed the presentations, allowing participants to raise questions, seek clarifications, and discuss concerns related to the implementation of the updated accreditation guidelines.

The orientation highlighted the importance of strengthening documentation, evidence management, and quality assurance practices in support of academic program accreditation.

The activity likewise showcased ISPSC’s continuing commitment to quality assurance, continuous improvement, and academic excellence as it advances its programs and supports the College’s ongoing transition toward universityhood. (PAJ)

𝗔𝗗𝗩𝗜𝗦𝗢𝗥𝗬 | The Ilocos Sur Polytechnic State College announces that the implementation of Work-from-Home (WFH) arrangements and asynchronous classes shall remain in effect on August 20, 2026, pursuant to Memorandum Circular No. 131, s. 2026, issued by Malacañang upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC), due to continuous heavy rainfall associated with the Southwest Monsoon (Habagat).

To ensure the continuity of essential services, a skeletal workforce shall be maintained in each unit or office. Concerned personnel are advised to report onsite as designated by their respective heads, while other employees shall continue their functions under the WFH arrangement.

The College has issued a corresponding Memorandum providing the specific guidelines and arrangements for the implementation of WFH, asynchronous classes, and the skeletal workforce.

𝗥𝗗𝗘 𝗜𝗡 𝗔𝗖𝗧𝗜𝗢𝗡 | Research excellence takes center stage as ISPSC earns multiple honors at UNIFFIED 2026

The Ilocos Sur Polytechnic State College (ISPSC) showcased its growing presence in the international research community as faculty and academic leaders from various campuses earned multiple awards at the UNIFFIED International Multidisciplinary Research Conference 2026, held on August 14–17, 2026, at Limketkai Luxe Hotel, Cagayan de Oro City.

Leading the ISPSC delegation were President Dr. Mario P. Obrero and Vice President for Research, Development, and Extension (VPRDE) Dr. Jocelyn Absolor, who participated in the international gathering and likewise received recognitions for their leadership, service, and contributions to research and innovation.

Dr. Obrero was conferred the Plaque of Commendation for Visionary Leadership in Higher Education while Dr. Absolor was recognized with the Excellence in Research and Innovation Award, highlighting their contributions to advancing research and innovation within the academic community.

ISPSC faculty members likewise demonstrated strong performance in the research presentation competitions, particularly the Graduate School faculty of the Tagudin Campus.

In the HUMSS Strand, the research paper of Dr. Femarie Capistrano, Dr. Delia Casilan, and Dr. Ranec Azarias earned 1st Place for Best Abstract and 3rd Place for Best Paper.

Representing the General Academic Strand, Dr. Maureen Sta. Ana secured 3rd Place for Best Abstract, 3rd Place for Best Presenter, and 2nd Place for Best Paper.
Meanwhile, the STEM B Strand team composed of Dr.Jonalyn Lacambra, Dr. Jacqueline G. Gumallaoi, and Dr. George Villanueva Jr. claimed 1st Place for Best Paper, further underscoring the quality of research outputs presented by ISPSC faculty.

Adding to the conference distinctions, Dr. Cynthia M. Cariño of the Sta. Maria Campus earned 2nd Best Presenter in the HUMSS Category, further expanding ISPSC’s list of recognitions across different campuses and research categories.

Members of the UNIFFIED Tagudin Chapter were also recognized for their service and active contributions to the organization. Service awardees included Dr. Imelda N. Binay-An, Dr. Maria Denise Lou Aguilan, Dr.Jacqueline G. Gumallaoi, Dr. Maureen Sta. Ana, and Dr. Jonalyn Lacambra. Meanwhile, Dr. Jocelyn Absolor and Dr. Maria Teresa T. Garcia of the Sta. Maria Campus was also recognized with a Service Award.

The multiple recognitions received by ISPSC representatives from multiple campuses reflect the College’s continuing commitment to cultivating a strong research culture, supporting faculty development, and creating opportunities for its academic community to engage in international scholarly platforms.

Through its participation in the UNIFFIED International Multidisciplinary Research Conference 2026, ISPSC continues to position its faculty and researchers in spaces that promote knowledge exchange and research excellence – further advancing the institution’s pursuit of academic distinction and international engagement.

ISPSC President Dr. Mario P. Obrero was conferred the Plaque of Commendation for Visionary Leadership in Higher Education during the 2026 UNIFIED International Educators’ Summit held on August 16, 2026, in Cagayan de Oro City.

The recognition honors Dr. Obrero’s commitment to visionary and transformative leadership in higher education and his continuing efforts to champion progressive and inclusive approaches to institutional governance and academic development. This reflects a continuing pursuit of quality education and responsive programs that address the needs of all stakeholders served by the College.

𝗟𝗢𝗢𝗞 | ISPSC Sta. Maria, Tagudin programs achieve Level III, IV re-accreditation

The Ilocos Sur Polytechnic State College continues to strengthen its commitment to academic excellence as two of its campuses’ programs earned AACCUP level IV and III re-accreditation statuses.

In Sta. Maria Campus, the Bachelor of Elementary Education (BEEd), Bachelor of Secondary Education (BSEd) with majors in English, Mathematics, and Science, and Bachelor of Technology and Livelihood Education (BTLEd) with majors in Home Economics and Agri-Fishery earned Level IV re-accredited status. The accreditation is valid from June 1, 2026 to May 31, 2031.

The Bachelor of Science in Forestry (BS Forestry) and Master of Arts in Education (MAEd) majors in English, General Education, General Science and Mathematics, and Technology and Livelihood Education, have also earned Level III re-accredited status, valid from June 1, 2026 to May 31, 2030.

Meanwhile, the Tagudin Campus’ Master of Arts in Education (MAEd) majors in English, General Education, General Science and Mathematics, earned Level III re-accredited status, with accreditation valid from June 1, 2026 to May 31, 2030.

ISPSC’s continuing pursuit of academic excellence and its commitment to providing quality, and responsive higher education programs, establishes its standards as it moves onwards to University of Ilocos Philippines.
