SYNOPSIS: At 3:00 PM today, the center of Severe Tropical Storm "OPONG" {BUALOI} was estimated based on all available data at 245 km East of Guiuan, Eastern Samar (11.2°N, 128.0°E), with maximum sustained winds of 110 km/h near the center and gustiness up to 135 km/h. It is moving Westward at 15 km/h. Southwest Monsoon affecting Palawan, the rest of Visayas and Mindanao.
