Under DepEd Order No. 14, s. 2026, the Department of Education uses a four-level Learning Continuity Framework during emergencies. These levels—Hayo (Continue), Hinay (Ease-in), Hinga (Check-in), and Hinto (Stop)—allow schools to adjust instruction based on real-time safety, risk levels, and the well-being of students and teachers.
The Four Continuity Levels
Hayo (Continue): Normal in-person classes proceed under safe and stable conditions.
Hinay (Ease-in): Activated during minor or moderate disruptions. Learning shifts to a flexible, slower pace using modules or online formats with reduced requirements.
Hinga (Check-in): Used when emergencies cause high stress. Academic workloads drop heavily to focus on mental health and recovery.
Hinto (Stop): Declared during severe and unsafe conditions. All academic work pauses to prioritize basic needs and safety.

A School Learning Action Cell (SLAC) is a school-based group or community of practice where teachers regularly meet to collaborate, share knowledge, and solve shared instructional challenges.
Formalized in the Philippines under DepEd Order No. 35, s. 2016, SLAC serves as an ongoing, continuous professional development strategy led by school heads or designated teacher leaders.
The core purpose of a SLAC is to improve the quality of teaching and learning inside the classroom through collaborative problem-solving.
