𝐋𝐮𝐢𝐬𝐭𝐫𝐨, for securing 𝟑𝐫𝐝 𝐏𝐥𝐚𝐜𝐞 (𝐀𝐩𝐩𝐥𝐢𝐞𝐝 𝐑𝐞𝐬𝐞𝐚𝐫𝐜𝐡 𝐂𝐚𝐭𝐞𝐠𝐨𝐫𝐲) at the 𝐋𝐄𝐕𝐄𝐋 𝟐, 𝐂𝐥𝐮𝐬𝐭𝐞𝐫 𝟐, 𝐑𝐃𝐄 𝐑𝐞𝐯𝐢𝐞𝐰 held on September 16–17, 2026, at the University of Eastern Philippines, Catarman, Northern Samar.

Northwest Samar State University proudly celebrates the research accomplishment of Dr. Rolly L. Ortiz and Dr. Riz Rupert L. Ortiz, esteemed faculty members of the College of Computing and Information Sciences (CCIS), together with Dr. Francisco B. Bacamante, former Dean of the College of Computing and Information Sciences, on the successful publication of their research study titled:

𝑺𝒎𝒐𝒐𝒕𝒉𝒊𝒏𝒈 𝑴𝒆𝒕𝒉𝒐𝒅 𝑾𝒊𝒕𝒉 𝑷𝒂𝒓𝒕𝒊𝒄𝒍𝒆 𝑺𝒘𝒂𝒓𝒎 𝑶𝒑𝒕𝒊𝒎𝒊𝒛𝒂𝒕𝒊𝒐𝒏."

Published in the International Journal of Artificial Intelligence and Machine Learning, Vol. 6 No. 4s (2026), the study introduces an AI-enhanced forecasting model that combines Exponential Smoothing and Particle Swarm Optimization (PSO) to improve the accuracy of enrolment predictions. The findings provide higher education institutions with a reliable decision-support tool for strategic planning, resource optimization, and institutional development.

𝗩𝗶𝗖𝗔𝗥𝗣 𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝘀 𝗜𝗖𝗧 𝗟𝗶𝗻𝗸𝗮𝗴𝗲𝘀 𝗮𝘁 𝗡𝘄𝗦𝗦𝗨

The Visayas Consortium for Agriculture, Aquatic, and Natural Resources Program (ViCARP) conducted a checking and assessment visit at Northwest Samar State University (NwSSU) on August 25, 2026, as part of the project “𝙀𝙣𝙝𝙖𝙣𝙘𝙚𝙢𝙚𝙣𝙩 𝙤𝙛 𝙑𝙞𝘾𝘼𝙍𝙋 & 𝘾𝙈𝙄𝙨’ 𝙄𝘾𝙏 𝘾𝙤𝙣𝙣𝙚𝙘𝙩𝙞𝙫𝙞𝙩𝙮 𝙄𝙣𝙛𝙧𝙖𝙨𝙩𝙧𝙪𝙘𝙩𝙪𝙧𝙚.”

The ViCARP personnel were warmly welcomed by the Office of the Vice President for Research, Innovation, Extension, and External Affairs (OVP-RIEEA). The visit focused on checking the functionality and serviceability of the ICT equipment provided under the project.

Beyond providing brand-new and serviceable ICT equipment, the initiative also brought communication closer through the addition of a Voice over Internet Protocol (VoIP) phone, enabling more direct and convenient transactions between NwSSU and its Consortium Member Institutions (CMIs).

More than equipment, the project builds connections. More than connectivity, it creates opportunities for closer collaboration.

Funded by the Department of Science and Technology–Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD) and implemented by Visayas State University (VSU) through ViCARP, the project continues to strengthen digital linkages among partner institutions and support more efficient communication, coordination, and collaboration.

What if the key to a more sustainable future lies in
the hands of those who have long worked in the shadows?

Across the world, waste pickers quietly contribute to cleaner cities, healthier communities, and a more circular economy. Yet their invaluable role often remains underrepresented in scientific discourse. Bringing this vital contribution into the global research spotlight, Northwest Samar State University (NwSSU) proudly celebrates the publication of the study titled: "Trends in Waste Picking: A Bibliometric Analysis of Waste Pickers Impact on Solid Waste Management" authored by Dr. Novlloyd E. Celeste of the College of Criminal Justice and Sciences (CCJS) and published in the Jurnal Kesehatan Lingkungan: Journal of Environmental Health, Volume 18, No. 3, July 2026.

Rather than examining waste management solely from a technical perspective, this research takes a broader view by mapping the evolution of global scholarship on waste picking. Through bibliometric analysis, it uncovers emerging research themes, influential publications, and international collaborations while highlighting the indispensable role of waste pickers in resource recovery, environmental protection, and sustainable solid waste management.

Beyond documenting research trends, the study amplifies the importance of recognizing waste pickers as essential partners in building resilient and environmentally responsible communities. Its findings provide valuable evidence for researchers, policymakers, local government units, and environmental practitioners seeking more inclusive, people-centered approaches to waste management.

The publication reflects continuing efforts to produce research that responds to environmental challenges and contributes to the United Nations Sustainable Development Goals (SDGs). For NwSSU, the publication adds to the University’s growing body of research addressing environmental and community concerns through evidence-based inquiry.

100 𝑫𝒂𝒚𝒔 𝒐𝒇 𝑳𝒆𝒂𝒅𝒆𝒓𝒔𝒉𝒊𝒑, 𝑼𝒏𝒊𝒕𝒚, 𝒂𝒏𝒅 𝑴𝒐𝒗𝒊𝒏𝒈 𝑭𝒐𝒓𝒘𝒂𝒓𝒅

Northwest Samar State University marks the first 100 days of the Administration of University President 𝘼𝙏𝙏𝙔. 𝙇𝙊𝙍𝙀𝙇𝙄𝙀 𝙁𝘼𝘽𝙄𝙇𝙇𝘼𝙍 𝙏𝘼𝙉𝙂𝘼𝙍𝘼𝙉 a milestone defined by vision, commitment, and collective action.

In his message, the Vice President for Research, Innovation, Extension, and External Affairs, 𝘿𝙍. 𝙏𝙀𝙊𝘿𝙊𝙍𝙊 𝘼. 𝘼𝙈𝘼𝙏𝙊𝙎𝘼 𝙅𝙍., highlighted how the University continues to turn vision into meaningful progress. Guided by the enduring mantra, “𝙈𝙤𝙫𝙚 𝙁𝙤𝙧𝙬𝙖𝙧𝙙, 𝙉𝙤𝙧𝙬𝙚𝙨𝙞𝙖𝙣,” the celebration was a reminder that progress is not simply about moving on, but about moving forward with purpose and making something happen.

As the University looks ahead, these first 100 days stand as the beginning of a journey toward greater unity, stronger partnerships, meaningful accomplishments, and a more resilient institution.

The Research, Innovation, Extension, and External Affairs (RIEEA) Division conducted its Division Consultative Assembly on August 17, 2026, led by the Vice President for Research, Innovation, Extension, and External Affairs (VPRIEEA), Dr. Teodoro A. Amatosa Jr. The activity brought together RIEEA personnel from the Main Campus and San Jorge Campus, including the Research and Extension College Coordinators.

The assembly provided an opportunity to discuss the Division’s plans, priorities, and targets, as well as to share ideas and strengthen coordination among offices and colleges.

Key agenda items included Operational Planning and Monitoring for 2026, preparations for the International Conference 2026, the Research and Extension Agenda, and the Office Work Plans and Targets for Academic Year 2026–2027. The discussions focused on aligning plans and targets, improving coordination and monitoring, and ensuring that RIEEA initiatives support the University’s priorities and development goals.

More than a venue for planning, the assembly reaffirmed the importance of working together with a common vision, shared responsibility, and a clear sense of purpose in achieving RIEEA’s operational goals and supporting the University’s mission and programs.

Earlier today, August 4, 2026, Vice President for Research, Innovation, Extension, and External Affairs (RIEEA), Dr. Teodoro A. Amatosa Jr., visited the Department of Education – Schools Division of Calbayog City to personally meet with Schools Division Superintendent, Margarito A. Cadayona Jr., PhD, CESO VI.

The official visit aimed to secure DepEd's endorsement for a crucial baseline research study under the feasibility project for establishing the 𝐂𝐨𝐥𝐥𝐞𝐠𝐞 𝐨𝐟 𝐌𝐚𝐫𝐢𝐭𝐢𝐦𝐞, 𝐅𝐢𝐬𝐡𝐞𝐫𝐢𝐞𝐬, 𝐚𝐧𝐝 𝐀𝐥𝐥𝐢𝐞𝐝 𝐏𝐫𝐨𝐠𝐫𝐚𝐦𝐬 at NwSSU. This initiative seeks to explore offering key programs such as:
🔹 Bachelor of Science in Marine Transportation (BSMT)
🔹 Bachelor of Science in Naval Architecture and Marine Engineering (BSNAME)
🔹 Bachelor of Science in Customs Administration (BSCA)
🔹 Bachelor of Science in Fisheries (BSF)

By gathering insights from graduating Grade 12 Senior High School students across secondary schools in Calbayog City, NwSSU hopes to establish localized enrollment demand and lay the groundwork for expanding quality, tuition-free tertiary education in maritime and allied fields.

As part of the initial implementation of the project, "𝑬𝒎𝒑𝒐𝒘𝒆𝒓𝒊𝒏𝒈 𝑪𝒐𝒎𝒎𝒖𝒏𝒊𝒕𝒊𝒆𝒔 𝒂𝒏𝒅 𝑻𝒐𝒖𝒓𝒊𝒔𝒎 𝑷𝒓𝒐𝒇𝒆𝒔𝒔𝒊𝒐𝒏𝒂𝒍𝒔 𝒕𝒉𝒓𝒐𝒖𝒈𝒉 𝑬-𝑻𝒐𝒖𝒓𝒊𝒔𝒎 𝑪𝒂𝒑𝒂𝒄𝒊𝒕𝒚 𝑩𝒖𝒊𝒍𝒅𝒊𝒏𝒈," Northwest Samar State University (NwSSU), through the Center for Local Governance (CLG), formally received the endorsement of Hon. Raymund C. Uy, City Mayor, together with Mr. Ronald Ricafort, City Tourism Officer, reaffirming the City's support for the initiative and its commitment to strengthening sustainable tourism through E-Tourism capacity building.
