Sa Memorandum Circular No. 131 na nilagdaan ni Executive Secretary Ralph G. Recto, ipinag-utos ng Malacañang ang pagpapatupad ng naaangkop na alternative work arrangements sa mga tanggapan ng pamahalaan at alternative learning modes at learning continuity measures sa mga pampubliko at pribadong paaralan bukas, Agosto 20, bilang paghahanda sa inaasahang patuloy na malakas na pag-ulan dulot ng habagat.

Ang hakbang ay alinsunod sa rekomendasyon ng National Disaster Risk Reduction and Management Council (NDRRMC) at dahil sa banta ng localized flooding at mga panganib sa paglalakbay dulot ng patuloy na pag-ulan.

Ipatutupad ang alternative work arrangements at alternative learning modes sa mga sumusunod na lugar:

* National Capital Region
* Abra
* Benguet
* Ilocos Norte
* Ilocos Sur
* La Union
* Pangasinan
* Bataan
* Bulacan
* Nueva Ecija
* Pampanga
* Tarlac
* Zambales
* Batangas
* Cavite
* Laguna
* Rizal
* Occidental Mindoro

Hindi sakop ng alternative work arrangements ang mga ahensyang may kinalaman sa pagbibigay ng basic at health services, paghahanda at pagtugon sa mga sakuna at kalamidad

Ang mga Contract of Service (COS) at Job Order (JO) workers na ilalagay sa alternative work arrangements ay patuloy na tatanggap ng kaukulang sahod o bayad, alinsunod sa umiiral na mga patakaran at regulasyon.

Ipinauubaya ng Malacanang sa mga Local Chief Executives ang kapangyarihang mag-pasiya kung kinakailangang suspendihin ang pasok sa mga lugar na kanilang nasasakupan na hindi napabilang sa memorandum circular.

Nasa diskresyon naman ng pamunuan ng pribadong sektor ang pagdeklara ng suspensyon sa trabaho.

Initial Institutional Discussion: Universitas Andalas and PhilCST

Universitas Andalas (UNAND), Padang, West Sumatra, Indonesia, and the Philippine College of Science and Technology (PhilCST), Philippines, recently held an initial online meeting as part of the continuing institutional engagement under their Memorandum of Understanding (MOU).

The meeting brought together Dr. Eng. Muhammad Makky, M. Si., Director of Partnership and Innovation, Directorate of Partnership and Research Commercialization of Universitas Andalas, and Dr. Jamaica Kim L. Mabanglo, Director of the International Relations Office and Accreditation Officer of the Philippine College of Science and Technology.

As an initial engagement, the discussion focused on introducing both institutions, sharing their respective areas of expertise and interests, and exploring possible areas of collaboration under the existing MOU. The conversation also provided an opportunity to identify potential initiatives that may support academic exchange, research collaboration, faculty and student engagement, knowledge sharing, and other mutually beneficial internationalization activities.

PhilCST sincerely appreciates Dr. Makky and Universitas Andalas for initiating this meaningful conversation and for the opportunity to begin translating the institutional partnership into possible collaborative initiatives.

This initial discussion marks a positive step toward strengthening the relationship between UNAND and PhilCST and opening opportunities for meaningful academic and institutional collaboration between Indonesia and the Philippines.
