๐ฆ๐ถ๐น๐ถ๐ฐ๐ฎ is an international coalition designed to secure global artificial intelligence (AI) and semiconductor supply chains. The initiative seeks to counter Chinaโs near-monopolistic control over rare earth mineral refining and chip-making components.
Operating under the premise that advanced computing power is the primary currency of 21st-century geopolitics, the alliance coordinates partner nations across key supply chain bottlenecksโfrom critical minerals and high-end manufacturing to standards-setting and data infrastructure (Gonzales, 2026).
The coalition has rapidly expanded from its initial core membersโsuch as Japan, South Korea, Singapore, Australia, and the UAEโto at least 15 to 30 participating countries globally (Gonzales, 2026; Pacala, 2026; Presidential Communications Office [PCO], 2026).
For the Philippines, joining Pax Silica in ๐๐ฝ๐ฟ๐ถ๐น ๐ฎ๐ฌ๐ฎ๐ฒ presents a pivotal strategic shift. Historically limited to lower-tier chip assembly and packaging, the country aims to leverage its location and critical mineral reserves, such as nickel and copper, to move higher up the global value chain. Central to this push is a proposed ๐ญ,๐ฒ๐ญ๐ด-๐ต๐ฒ๐ฐ๐๐ฎ๐ฟ๐ฒ ๐ถ๐ป๐ฑ๐๐๐๐ฟ๐ถ๐ฎ๐น ๐ฒ๐๐๐ฎ๐๐ฒ in New Clark City, designated as an Economic Security Zone under the Luzon Economic Corridor (Gonzales, 2026; Pacala, 2026; PCO, 2026).
The infrastructure is set to be backed by Foxconn as an anchor tenant and funded heavily through the United States International Development Finance Corporation (DFC), with the Philippine government offering incentives like a two-year lease grace period for a dedicated Pax Silica Coordination Office (Pacala, 2026).
Economic projections surrounding the project have generated significant optimism within government circles. The Bases Conversion and Development Authority (BCDA) estimates that the hub could attract between $40 billion and $70 billion in direct investments, generate up to 190,000 high-quality jobs for local engineers and researchers, and potentially yield $200 billion in exports (Pacala, 2026; PCO, 2026).
Officials frame the initiative as a potential โbrain gainโ that will retain top-tier domestic tech talent rather than losing them to overseas markets (Pacala, 2026; PCO, 2026). Over 20 foreign companies have already signaled interest in investing within the corridor (Pacala, 2026).
Despite these promising projections, the project has drawn intense opposition from civil society, church groups, environmental advocates, and Indigenous Peoples' organizations (Pacala, 2026).
Critics argue that the framework risks trapping developing nations in a subordinate roleโexporting raw resources while foreign entities retain high-value intellectual property and profits (Gonzales, 2026). Major concerns have also been raised over the projectโs massive potential demand for power and water, potential displacement of agricultural and ancestral lands, and environmental degradation associated with upstream mineral extraction (Gonzales, 2026; Pacala, 2026; PCO, 2026).
Furthermore, the initiative carries significant geopolitical and legal implications. Early critics flagged concerns regarding sovereign overreach under proposed โjoint governanceโ frameworks, as well as the risk that hosting critical digital and industrial infrastructure could turn domestic sites into strategic military targets during regional conflicts (Gonzales, 2026). Activists and policy analysts have called for full transparency, broader public consultations, and rigorous scrutiny of the bilateral agreements being finalized between Washington and Manila (Gonzales, 2026; Pacala, 2026).
In response, Philippine authorities have actively moved to address public anxieties and clarify the hub's operational parameters. BCDA President Joshua Bingcang clarified that the development is strictly non-military, โpurely commercial,โ and focused on high-tech manufacturing rather than energy- and water-intensive data centers. To address ecological impact, officials proposed a surface water harvesting system with impounding dams to supply up to 120 million liters per day, avoiding groundwater extraction and offering surplus water to neighboring communities (Pacala, 2026; PCO, 2026).
