Mahinay of City College of Cagayan de Oro, in collaboration with Rolly S. Ortiz, Jr., Freizie Hazil G. Naranjo, Roselyn A. Faciol, Julieta N. Dolero, and Jefferson C. Cena, esteemed educators and ALS practitioners from various DepEd divisions across Northern Mindanao.
The study examines the functional literacy status and learning gaps among non-enrolled individuals, particularly those with no grade completed, a sector often overlooked in both formal and non-formal education systems. Anchored on Bronfenbrennerโs Ecological Systems Theory, the research integrates data from the 2024 Functional Literacy, Education and Mass Media Survey (FLEMMS) and insights from ALS implementers across 342 Community Learning Centers (CLCs) in Region X.
Findings reveal a concerning realityโonly 10.8% of individuals in Northern Mindanao with no grade completed are functionally literate, highlighting persistent and deep learning deprivation. The study further identifies significant disparities in CLC design, resource allocation, support systems, and governance structures, all of which directly influence learner engagement and literacy outcomes.
Moreover, qualitative evidence underscores how systemic limitations affect instructional quality and learner progression. The research emphasizes that addressing functional illiteracy requires more than expanding accessโit calls for strategic, systemic improvements in program delivery. Key recommendations include upgrading CLCs to Type 3 standards, establishing offline digital learning hubs, strengthening LGUโDepEdโNGO partnerships, and integrating culturally responsive and formative assessment practices within ALS implementation.
This publication highlights the urgent need to strengthen alternative education systems and reinforces the vital role of inclusive, community-based learning approaches in addressing educational inequities.

Students of the City College of Cagayan de Oro took part in a whole-day training on disaster preparedness and safety during the Project LIGTAS event held on April 16, 2026, at the AVR of the college.
The activity is part of the National Service Training Program (NSTP) and aims to prepare students to respond to emergencies in their communities.
In his welcome remarks, Dr. Ray Butch D. Mahinay encouraged students to take the training seriously. He said the program is not only a school requirement but also an opportunity to learn how to help others during disasters.
He also shared that students may soon become part of the National Service Reserve Corps (NSRC), a group that helps in emergency situations along with other rescue organizations.
The training included sessions on first aid, bandaging, and hands-only CPR. These were led by invited speakers from the City Disaster Risk Reduction and Management Office (CDRRO), who guided the students through both discussions and hands-on activities.
Students were also asked to perform return demonstrations to show what they learned.
One of the participants, Catherine June P. Libres, said the training helped her understand the importance of learning more than one lifesaving skill.
โIn real situations, you donโt just use one skill. You may need to do CPR and bandaging at the same time,โ she shared.
She added that the experience taught her to stay calm and think quickly during emergencies.
The event ended with closing remarks, a photo opportunity, and submission of outputs from the participants.
Through Project LIGTAS, students gained not only knowledge but also the confidence to respond and serve their community in times of need. (RDC/ONP)
