GLI is a unit of the Research and Social Outreach of Xavier University that was created to help build public sector capacity. Since it was established in 2007, it has been helping the national government and the local government units of Northern Mindanao in capacity building. With its pool of experts within the university and outside, it offers demand driven consultancy services for local leaders
