CHEDRO X kicked off its commemoration of the 32nd Founding Anniversary of CHED and the 6th National Higher Education Day through a series of meaningful activities headed by OIC Director Dr. Arlita Amapola B. Minguez.
Guided by this yearโs theme, โACHIEVE-ing Knowledge Economy Together for a Future-Ready Bagong Pilipinas,โ the occasion opened with a simple yet meaningful tribute to CHEDRO X personnel during the Service Awards last May 14, 2026, recognizing employees who have rendered five (5) years or more of service to the Commission. It served as a moment of gratitude for their dedication and contribution to public service.
The day also featured a Family and Wellness time for all employees, giving everyone an opportunity to pause, recharge, and strengthen camaraderie. Other activities are lined up in the coming days involving the Region X Higher Education Institutions (HEIs).
More than just a celebration, this milestone reflects the Officeโs shared commitment to the Commissionโs ACHIEVE Agenda and its continued efforts toward building a stronger and more future-ready higher education.

The Commission on Higher Education (CHED) was created on May 18, 1994, through Republic Act No. 7722, also known as the "Higher Education Act of 1994". This historic transition separated tertiary education from the broader Department of Education, Culture, and Sports, creating a dedicated governing body to steer the higher education system of the country toward growth, academic freedom, and structural excellence. And to honor the establishment of CHED and to celebrate the milestones, access, and victories of Philippine higher education, the National Higher Education Day was established through Republic Act No. 11522.

Pursuant to the enactment of Republic Act No. 12178, otherwise known as the National Education Support Personnel Day Act, the Commission on Higher Education International Affairs Service (CHED IAS) joins the Philippine higher education sector in celebrating the invaluable contributions of administrative, technical, and support staff across the nation. Signed into law on April 15, 2025, RA 12178 officially declares May 16 of every year as a Special Working Holiday dedicated to honoring non teaching and teaching related personnel.
This national legislation traces its roots to global advocacy, having been institutionalized in explicit recognition of World Education Support Personnel Day. This is an international movement championed by global education coalitions to highlight the unsung heroes of the academic ecosystem. Recognizing that academic quality relies heavily on the administrative foundation built behind the scenes, the Philippine government consolidated Senate Bill No. 2872 and House Bill No. 4896 to grant the support sector its permanent day of national gratitude.
For the CHED IAS, this celebration directly underscores the core drivers of internationalization. The success of global student and faculty mobility, the processing of international transnational agreements, and the meticulous document lifecycle management required for global institutional rankings are all powered by administrative and technical professionals. Through this announcement, the Commission expresses its deepest gratitude to the registrars, liaison officers, technical assistants, and administrative staff who serve as the vital backbone pushing Philippine higher education onto the global stage.

As part of the celebration of the CHED 32nd Founding Anniversary and the 6th Higher Education Celebration, CHED Region X, through the State Universities and Colleges Teacher Educatorsโ Association, Inc. (SUCTEA) โ Region X, successfully conducted the Enhancing Compliance of the Undergraduate Teacher Education Programs Cum Writeshop on the Self-Assessment Report (SAR) and the Outcomes-Based Education (OBE) Proof of Transformation on April 23โ24, 2025, at Loizaโs Pavilion, Malaybalay City, Bukidnon.
The activity aimed to promote a shared understanding of the SelfโAssessment Report (SAR) requirements among Undergraduate Teacher Education Institutions (TEIs) and to strengthen the implementation of Outcomes-Based Education.
Office-in-Charge, Office of the Director IV, Arlita Amapola Minguez, shared insights on the CHED ACHIEVE Agenda and explained how Teacher Education Programs align with its direction for higher education development. Meanwhile, OIC-Chief Education Program Specialist Daryl Glenn B. Pamplona guided the participants through the writeshop on preparing the SAR.
The Regional Quality Assessment Team also provided technical guidance on the Outcomes-Based Education Proof of Transformation, with support from Derren N. Gaylo, PhD; Sara O. Namoco, PhD; Charity Rose Pagara, PhD; Kathleen M. Mallorca, PhD; and Kriscentti Exzur P. Barcelona, PhD.
