The Commission on Higher Education mourns the passing of Atty. Lily Freida M. Milla, a stalwart of Philippine higher education whose quiet strength and steadfast dedication helped elevate our institutions on the international stage. Through her leadership in internationalization, she expanded partnerships and strengthened the international presence of Philippine higher education with dignity and purpose.

Gracious yet brave, she served with humility, resilience, and unwavering commitment to public service - like the lily of the valley, modest in bearing yet profound in influence. Her legacy lives on in the bridges she built for Filipino learners and scholars. Her presence will be sorely missed, but her influence will continue to guide the higher education community she so selflessly served.

Our OICN Director, Dr. Shiella C. Balbutin, represented Xavier University - Ateneo de Cagayan and Mindanao at the Philippines-Spain Networking Seminar yesterday. As one of only two Mindanao HEIs present, she gained valuable insights from Spanish university and enterprise representatives, opening up exciting opportunities for partnership and collaboration. Dr. Shiella is eager to build on these connections in the days ahead.
