The celebration commenced with a wreath and floral offering at the Old City Hall, Cadiz City. Prof. Ulmamor T. Salutin delivered the Statement of Purpose, recognizing the contributions of Congressmen Hon. Armando C. Gustillo and Hon. Vicente F. Gustillo Sr., to the establishment of PNUV.

Kathrina Kaye L. Gustillo, representing Cadiz City Mayor Bading Escalante Jr., reaffirmed the city's support for PNU Visayas.
The program featured performances by the Makawiwili Dance Troupe (MDT) and the Dalawidaw Chorale, followed by the floral offering. Meanwhile, a student wellness activity was simultaneously conducted at the Drilon Covered Court, spearheaded by the PEMS HeAd. Afterwards, a Thanksgiving Mass was officiated by Rev. Fr.
