Honoring a Legacy of Leadership in Education and Public Service

With profound sorrow, the Department of Education – Schools Division Office of Quirino joins the Province of Quirino in mourning the passing of Hon. Dakila Carlo E. Cua, Governor of the Province of Quirino.

For the education sector, his passing is deeply felt—not only as the loss of a public servant, but of a leader whose work and support helped shape opportunities for our learners, teachers, and schools.

His leadership reminded us that education is a shared responsibility. Through meaningful collaboration with DepEd and other education stakeholders, his administration contributed to an environment where schools could continue to pursue better learning opportunities and where the welfare and development of learners remained an important part of public service. The province currently has 186 schools, reflecting the breadth of the education community he served alongside.

Beyond programs, projects, and accomplishments, what remains is the impact of leadership that reaches people—the learner given an opportunity, the teacher empowered to serve, the school strengthened to provide a better learning environment, and the community inspired to believe in the power of education.

Governor Dakila Carlo E. Cua leaves behind a legacy that will continue to live in the stories of the people he served and in the aspirations of the young generation of Quirino.

As we grieve his passing, we remember his service with honor, gratitude, and deep respect.

Maraming salamat, Gov. Dakila, for your service to Quirino and for standing with our education community. May your legacy of public service continue to inspire us to serve with the same dedication and love for our people.

KUMUSTAHAN SA IMPLEMENTASYON NG KURIKULUM AT TALAKAYAN NG PLANO | Strengthening Instructional Leadership, Collaboration, and Learning Outcomes

The “Kumustahan sa Implementasyon ng Kurikulum at Talakayan ng Plano” of the Curriculum Implementation Division (CID) of SDO Quirino continues to pave the way for meaningful conversations, collaborative reflection, and purposeful action toward better curriculum implementation.

Anchored on instructional monitoring and supervision, this initiative has become a significant quarterly gathering of instructional leaders—a venue where experiences are shared, challenges are discussed, good practices are strengthened, and strategic plans are refined. More importantly, it provides opportunities to collectively assess the implementation of programs and identify responsive ways to continuously improve teaching practices and, ultimately, learning outcomes.

As one of the frontline initiatives of SDOQ-CID, the program continues to yield meaningful results, particularly in the utilization of Project COMPASS 360 as a mechanism for strengthening school support, monitoring, and instructional improvement. Through this initiative, our instructional leaders are given a clearer avenue to collaborate, provide appropriate interventions, and ensure that curriculum implementation remains responsive to the needs of our schools, teachers, and learners.

With the leadership of Chief ES Mely M. Rubi, every “Kumustahan at Talakayan” becomes more than just a meeting—it becomes a meaningful engagement anchored on collaboration, openness, and a shared commitment to improving the quality of teaching and learning in the division.

Today’s episode was made even more meaningful through the gift of presence and blessings of SDS Madelyn Macalling , alongside ASDS Nelia Manayan Mabuti , whose presence and guidance continue to inspire our instructional leaders to remain focused, committed, and steadfast in delivering quality public service.

Today, September 14, 2026, the NEAP-D Conference Hall came alive with gratitude, inspiration, and unity as Project SQUARE Time celebrated Teacher’s Month. This special gathering served as a powerful tribute to the everyday heroism of our educators who shape the future with unwavering dedication.

The program opened with a joyful and empowering greeting from ASDS Nelia Manayan Mabuti , whose heartfelt words and natural generosity resonated deeply with all teachers and SDO Quirino personnel. Following this, functional division chiefs took the stage to share vital updates, milestones, and inspiring progress reports on various programs, activities, and projects currently being implemented across the division.

A defining highlight of the celebration was the moving message delivered by SDS Madelyn Macalling , who centered her thoughts on Empathy—the designated Value of the Month for September. Emphasizing the profound impact of educators, she shared:
"Teacher's role of being empathetic is vital and impactful. Focusing on the feeling of others in a deeper level involving perspective taking and the sharing of emotional experiences. Valuing the feeling of others without judgement."
