WATCH | The Philippine flag flies at half-mast at QSU-C as our entire campus stands in deep sorrow.

Administration, faculty, staff, and students gathered yesterday not just to mourn the loss of our beloved Governor Dakila Carlo “Dax” Cua, but to remember a deeply cherished leader who shaped the very heart and home of our University.

His vision gave life to QSU, but his genuine compassion and unwavering dedication to our youth will forever remain woven into who we are.

Rest in peace, Gov. Dax. Your legacy lives on in every classroom and every dream you helped build.

The entire community of Quirino State University Cabarroguis Campus, mourns the profound loss of a visionary leader, public servant, and true champion of the people, our beloved Provincial Governor Dakila Carlo "Dax" E. Cua. Throughout his life in public service, Governor Dax embodied a rare brand of compassionate leadership, always placing the welfare of Quirino's people - the Kailyans at the forefront of every endeavor.

Governor Dax has made a remarkable impact, especially the entire university, as he is one of the key authors of the legislative framework that brought Quirino State University into existence. He paved the way for accessible, quality higher education right at our doorstep. He firmly believed in the potential of the youth, consistently channeling his attention into programs and opportunities that empowered students to excel, viewing every young Kailyans as a vital catalyst for global progress.

Beyond the governance milestones and halls of legislation, it was his warmth and genuine humility that endeared him to everyone he met. Whenever he stepped up to the podium facing the kailyans, his trademark, cheerful opening og "Hi. Hello" instantly bridged any distance and made everyone feel seen, welcomed, and valued.

As we bid farewell to a remarkable pillar of our community, the QSU Cabarroguis Campus extends its deepest condolences to his family, carrying forward his enduring vision with profound gratitude and eternal respect.

𝐐𝐒𝐔 𝐜𝐨-𝐡𝐨𝐬𝐭𝐬 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐒𝐞𝐦𝐢𝐧𝐚𝐫-𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 𝐨𝐧 𝐆𝐞𝐧𝐝𝐞𝐫 𝐑𝐞𝐬𝐞𝐚𝐫𝐜𝐡

The Regional Gender and Development Committee (RGADC) Region 2, through the Regional Gender and Development Research and Learning Center (RGAD-RLC), successfully conducted the Regional Seminar-Training on Gender Research from September 9 to 10, 2026, at the Claude Andrews Convention Center, Cagayan State University (CSU) –Andrews Campus in Tuguegarao City.

The activity was co-hosted by Quirino State University (QSU), other State Universities and Colleges (SUCs), and various GAD advocacy agencies in the region. It brought together 160 faculty members, researchers, extension leaders, government representatives, administrative personnel, community partners, and GAD focal persons.

The opening program commenced with welcome remarks from Dr. Arthur G. Ibañez, ASEAN Engineer, CESE, OIC-President of CSU. This was followed by the opening remarks of Dr. Virginia G. Bilgera, Chairperson of RGADC Region 2 and Regional Director of the Department of Science and Technology, delivered on her behalf by Ms. Ludivina M. Potot, OIC-Assistant Regional Director of the Department of Budget and Management Regional Office II (DBM RO2).

The two-day learning activity strengthened the participants’ knowledge and practical skills in integrating gender perspectives throughout the research process. This approach enables researchers to recognize gender inequalities, understand the experiences of women and marginalized sectors, and generate evidence that can guide inclusive policies, programs, and community-based interventions.

The initiative reinforced the principles of the Magna Carta of Women or Republic Act No. 9710, particularly its provisions on gender mainstreaming, gender-sensitive education, and capacity development. It also promoted the institutionalization of gender-responsive research within academic and government institutions to ensure that research findings contribute to scholarly discourse and evidence-based policymaking.

On the first day, Mr. Kim Harold T. Peji, Chief GAD Specialist of the Philippine Commission on Women, discussed “From Gender Gaps to Policy Action: The Magna Carta of Women as a Guide for Research Toward Inclusive Development.”

Ms. Sigrid Jan Sibug, Strategic Planning and Programme Analyst of UN Women Philippines, delivered the keynote address and emphasized the importance of advancing gender equality in governance, development, research, and policymaking.

The series of learning sessions was facilitated by distinguished experts in gender and development. Atty. Cecilia M. Lazaro, OIC-Regional Director of the Commission on Human Rights, discussed the legal foundations of gender research as part of the first day's activity. Further, Dr. Emma D. Aspiras, member of the Regional Pool of GAD Resource Persons and University GAD Director of QSU, provided an in-depth discussion of gender concepts and analytical frameworks in research. Moreover, Dr. Mary Grace O. Gumpal, Director of the Isabela State University Gender Resource Research and Development Center and RGAD-RLC, presented relevant research designs, methodologies, and emerging areas in gender inquiry. The participants subsequently applied their learning through a workshop that resulted in the formulation of gender-responsive research questions and working research titles.

The second day further developed the participants’ competencies in conducting, communicating, and publishing gender-responsive research. Prof. King David J. Agreda, member of the National GAD Resource Pool and Assistant Professor at Cavite State University, discussed appropriate methods for collecting and analyzing gender-related data. Following Prof. Agredas's talk, Dr. Florentina S. Dumlao, University Technical Consultant of CSU, shared strategies for translating research findings into policy recommendations and advocacy initiatives. In addition, Dr. Jonar I. Yago, Vice President for Research, Extension, and Training of Nueva Vizcaya State University, guided the participants in writing gender research using the journal-ready Introduction, Methods, Results, and Discussion (IMRAD) format.

Completing the series of learning sessions, Dr. Gilbert C. Magulod Jr., Director of CSU’s Knowledge and Technology Management Office, provided practical guidance on publishing gender-responsive studies in credible and reputable academic journals.

Before the commitment-signing ceremony, Mr. Jose C. Pamittan, RGADC Co-Chair and Acting Regional Director of the Department of Budget and Management, delivered the send-off message. He encouraged the participants to apply the knowledge and skills they had gained and to continue advancing gender-responsive research within their respective institutions and communities.

The activity concluded with a commitment-signing ceremony and the awarding of certificates. Through the pledge, the 160 participants affirmed their commitment to mainstreaming gender perspectives in research, strengthening interinstitutional collaboration, upholding ethical and equitable research practices, and transforming research findings into meaningful actions.
