Last Tuesday (May 5,2026), Rev. Fr. Jose Salvador DC. Mallari, our CACES Superintendent, spent a meaningful day visiting St. Paul School of San Antonio Nueva Ecija Inc. (SPSSA) and San Agustin Diocesan Academy Inc. - The Sadanian's Page (SADA).

These visits are more than just a formal traditionโ€”they are a heartfelt commitment to our CACES family. Fr. Mallari's time at SPSSA and SADA focused on ensuring that member schools remain steadfast in the CACES mission: delivering excellence in Catholic education while providing facilities that are safe, modern, and inspiring for every learner.

Our deepest gratitude goes to Ms. Jovita P. Villas, School Director of SPSSA, and Ms. Irene C. Capinpin, School Director of SADA, for their warm welcome and shared vision. We are truly grateful for your leadership as we work together to build a brighter, better future for our schools!

The Cabanatuan Catholic Educational System (CACES) Technical Working Group for the Strengthened Senior High School Curriculum (S-SHS) Implementation Meeting last March 6, 2026, at Convento del Agustino, Divina Pastora College, Gapan City.

02/03/2026

CACES joins CEAP in supporting the Department of Education in the full implementation of the Strengthened Senior High School Program for Academic Year 2026โ€“2027.

The Strengthened Senior High School (SHS) Program represents a coherent, streamlined, and outcomes-driven reform designed to ensure that SHS fulfills its mandate of preparing learners for higher education, employment, entrepreneurship, and middle-level skills development. Private schools must therefore undertake a whole-of-institution realignment guided by clarity of pathways, constructive alignment, and sustainability.

1. Governance and Institutional Realignment

1.1 Conduct a comprehensive review of all SHS-related issuances and the SHS Shaping Paper to ensure policy alignment.

1.2 Align the Board of Trustees and Senior High School leadership around the revised two-track structure ensuring that they are strategically unified, policy-consistent, and decision-coherent:
โ€ข Academic Track
โ€ข Technical-Professional (TechPro) Track

1.3 Re-examine existing strand-based offerings in light of the shift to clustered electives.

1.4 Constitute a SHS Transition and Curriculum Realignment Committee with clearly defined roles, deliverables, and timelines.

1.5 Prepare institutional documentation and compliance mechanisms necessary for Government Recognition under the revised framework.

2. Curriculum Redesign and Coherence

2.1 Conduct a curriculum audit comparing current SHS strands with the revised structure composed of:
โ€ข Five (5) Core Subjects
โ€ข Academic Elective Clusters
โ€ข TechPro Elective Clusters

2.2 Redesign program offerings around elective clusters rather than rigid strands, ensuring flexibility and learner agency.

2.3 Eliminate redundancy by removing electives already mastered in Junior High School.

2.4 Ensure TechPro electives are aligned with current TESDA-recognized qualifications and industry standards.

2.5 Integrate the โ€œdoorway option,โ€ allowing learners to take one to two electives from the other track without shifting tracks.

2.6 Map elective clusters to the four curricular exits:
โ€ข Higher Education
โ€ข Employment
โ€ข Entrepreneurship
โ€ข Middle-Level Skills Development

3. Core Subjects and Transversal Skills Integration

The revised SHS structure centers on five integrative core subjects delivered with depth and coherence.

3.1 Ensure full implementation of the five core subjects:
โ€ข Effective Communication / Mabisang Komunikasyon
โ€ข General Mathematics
โ€ข General Science
โ€ข Life and Career Skills
โ€ข Pag-aaral ng Kasaysayan at Lipunang Pilipino

3.2 Deliver each core subject for 160 hours across the academic year to promote sustained engagement.

3.3 Embed transversal (21st-century) skills across all subjects, including:
โ€ข Critical thinking
โ€ข Communication
โ€ข Collaboration
โ€ข Creativity
โ€ข Digital literacy
โ€ข Ethical reasoning

3.4 Align instructional planning with the SHS Instructional Design Framework (IDF), ensuring constructive alignment among learning standards, instruction, and assessment.

4. Faculty Deployment and Capacity Building

The shift to clustered electives and expanded immersion requires strategic human resource planning.

4.1 Conduct a faculty qualification audit relative to revised core and elective requirements.

4.2 Identify teachers requiring upskilling, interdisciplinary preparation, or industry exposure.

4.3 Provide professional development on integrative teaching, transversal skills integration, and standards-based assessment.

4.4 Develop a transparent faculty loading and redeployment plan consistent with elective clustering.

4.5 Strengthen teacher preparation for supervision of extended work immersion (320โ€“640 hours).

5. Work Immersion and Field Experience Strengthening

The reform significantly expands immersion requirements to deepen workplace readiness.

5.1 Establish formal industry partnerships aligned with elective clusters and learner pathways.

5.2 Develop structured immersion plans with clear competency outcomes.

5.3 Ensure mandatory Work Immersion (minimum 320 hours) for TechPro learners.

5.4 Offer Field Experience electives, including Field Exposure, for Academic Track learners where appropriate.

5.5 Implement monitoring, mentoring, and performance evaluation systems for immersion placements.

6. Financial Sustainability and Program Viability

Streamlining requires sharper financial modeling and strategic prioritization.

6.1 Prepare a three-year financial projection under the two-track model.

6.2 Conduct cost-per-cluster and enrollment simulations to assess viability.

6.3 Review tuition structures and voucher implications in light of revised time allotments.

6.4 Rationalize elective offerings based on demand, institutional capacity, and regional labor market priorities.

6.5 Align program expansion or consolidation decisions with long-term institutional sustainability.

7. Instructional Delivery and Assessment Alignment

The Strengthened SHS emphasizes responsive, relevant, and reflective instruction.

7.1 Train faculty on the SHS Instructional Design Framework anchored on constructive alignment and ensure comprehensive training on content knowledge and pedagogy.

7.2 Strengthen formative and summative classroom assessment practices.

7.3 Align internal assessments with national standards, including the Grade 12 National Achievement Test domains.

7.4 Use assessment data for continuous improvement planning and evidence-based decision-making.

7.5 Establish internal quality assurance mechanisms consistent with DepEd reporting standards.

8. Communication and Stakeholder Engagement

Clear communication is essential to ensure stakeholder confidence and enrollment stability.

8.1 Develop clear explanatory materials on:
โ€ข The two-track structure
โ€ข Cluster-based electives
โ€ข The doorway option
โ€ข Extended work immersion

8.2 Conduct structured orientations for parents, students, and faculty.

8.3 Publish FAQs clarifying exit pathways, certification processes, and program implications.

8.4 Align institutional branding and marketing materials with the language and goals of the Strengthened SHS.
