LITERATURE HUNT ABOUT GENDER AND WOMEN in Disaster Contexts and Public Administration

Reyalene Ponce and Emiliza Cabanes, fourth-year student researchers, gathered their literature from the UP Center for Women's and Gender Studies, as well as the UP NCPAG Library for Public Administration and Policy contexts. This is for their thesis titled "Gender, Resilience, and Recovery: Women's Lived Experiences in Typhoon-Affected Communities."

We would like to thank the UP Center for Women's and Gender Studies Library, especially Sir De Jesus, for accommodating our student researchers and providing them with books written by UP CWGS; these publications will undoubtedly help them polish their literature review for their thesis.

SELECTED NEUST CPADM STUDENTS PRESENTED THEIR RESEARCH AT THE UP NATIONAL COLLEGE OF PUBLIC ADMINISTRATION AND GOVERNANCE CONFERENCE 2025

The research paper of our fourth-year students Sheecaina Gamit, Maria Victoria Pardilla, Princess Niña Jorduela, and Maureen Taguiam, titled “Community Awareness and Trust in Flood-Resilient School Infrastructure: A Case Study of Elevated Classrooms in Calagundian Elementary School, Cabanatuan City,” has been officially accepted and presented at the UP NCPAG ICARE 2025 – Interdisciplinary Conference on Accountability, Reform, and Engagement, held at the M.I.C.E Convention Center, Quezon City Hall Compound, Diliman yesterday.

They confidently presented their work before Professor Maria Faina Diola of UP NCPAG, alongside UP NCPAG student presenters and other academics from other universities.

This achievement marks the second time that students from NEUST CPADM have presented their research at a national conference, a proof of the growing research culture of CPADM. Guided by their thesis adviser, Sir Carlos Bryan G. Nolido, these students demonstrated rigor, resilience, and heart.

PAilaw 2025: SHINING TOGETHER FOR TRANSPARENT AND ACCOUNTABLE GOVERNANCE

More than a year-end celebration, PAilaw 2025 reminds us of our shared responsibility as a community of public administration and disaster management. WEBINAR RECAP: “Public Administration Without Border: A Knowledge Exchange and Policy Innovation Forum” In this webinar, key scholars and practitioners are gathered to address some of the most pressing governance and environmental challenges facing the Philippines today. Considering the country has always ranked within the top countries in the world that are prone to disasters, the ecosystem services and resilience session delivered by Dr. Jan Ramel Tumbaga underscores how forest, watershed, and coastal ecosystems act as life-support systems in reducing disaster risks and sustaining communities, hence integrating necessary scientific data into land-use planning, climate adaptation, and DRRM policies of LGUs and institutions.

Complementing it is Dr. John Rey Quiñones’ discussion on pollution control, waste management, and environmental awareness, framing the university as a microcosm of national issues and underlining the role of institutions such as NEUST in modeling compliance with environmental laws and promoting sustainable habits to institutionalize campuswide environmental governance. He highlighted the importance of waste segregation and said that it shouldn’t be taken for granted because for us to achieve genuine change in our environmental and sustainability initiatives.

Anchored by messages from CPADM leadership, the forum puts to the fore that sound public administration is indeed inseparable from environmental stewardship, while responding to the enormous climate risks, ongoing governance and sustainability gaps, and community vulnerabilities involves multisectoral cooperation, evidence-based policymaking, and renewed calls for transparency, accountability, and innovation in the Philippine setting.

The Philippine Society for Public Administration (PSPA) and the Eastern Regional Organization for Public Administration in Tacloban City have recognized the research done by CPADM students called "THE USE OF ICT IN PROVIDING PUBLIC SERVICE WITHIN LOCAL GOVERNMENTS: AN ASSESSMENT OF ICT USAGE OF LOCAL GOVERNMENT OF BONGABON IN NUEVA ECIJA."

Zyver Angeles, Natalie Marcelo, Princess Lansang, Rovielle Ann Madrid, and Jewelyn Mendoza under the supervision of their thesis adviser Sir Carlos Bryan Nolido were chosen to speak at the PSPA-EROPA International Conference in Tacloban City, Leyte.

This is the first time a paper has made it to PSPA, an organization that serves as the cornerstone of public administration in the Philippines and is attended by renowned local and foreign professionals. This accomplishment demonstrates the college's commitment to expanding its research efforts.

𝗖𝗣𝗔𝗗𝗠 𝗙𝗔𝗖𝗨𝗟𝗧𝗬 𝗨𝗣𝗗𝗔𝗧𝗘: Professors from the College of Public Administration and Disaster Management received loyalty awards at the recently concluded "NEUST Pagpupugay sa Natatanging Kawani" ceremony at the Mini Convention of NEUST Sumacab Campus on October 1, 2025. The honored faculty members include Dr. Eminiano P. Manuzon, Dr. Rosemarie R. Casimiro, Dr. Elizabeth S. Manuel, Dr. Manuel B. Manuel, Ma'am Jo-Ann F. Gomez, and the college dean, Dr. Olive Chester C. Antonio.

Sir Carlos Bryan G. Nolido and Dr. Maridel Z. Viernes presented at the highly regarded Philippine Society for Public Administration (PSPA) in partnership with the Eastern Regional Organization for Public Administration (EROPA) International Conference 2025, which was held in Tacloban City, Leyte, from October 1-3, 2025. Attended by the biggest names in Public Administration in the Philippines and their foreign partners from the USA, Canada, Japan, South Korea, Indonesia, Nepal, Myanmar, and China.

Today, the College of Public Administration and Disaster Management (CPADM) actively participated in the NSED 2025, highlighting our commitment to safety, preparedness, and resilience in times of disaster. A special recognition goes to Mr. John Renric L. Santos, our Local Student Government (LSG) Head of Disaster Risk Reduction (DRR), for taking the lead in guiding our college community during this drill. Your leadership and dedication remind us of the vital role of student leaders in promoting disaster awareness and preparedness. Earthquake drills like this are not just routines, they are lifesaving practices. By staying informed, prepared, and alert, we empower ourselves and our community to respond effectively in real situations.

To all CPADM students: let us take every drill seriously. Knowledge and preparedness today can save lives tomorrow.
