The City Government of Cabanatuan has officially implemented the new Tricycle Fare Matrix Ordinance effective July 2, 2026, introducing updated fare rates, operational regulations, and penalties for violations to promote a more standardized and transparent public transportation system.

Under Section 3 of the ordinance, the minimum "rapok" or pick-up fare is set at โฑ35.00 per passenger for the first three kilometers (3km), or any fraction thereof, from the point of origin within Cabanatuan City.
Students, senior citizens, and persons with disabilities (PWDs) continue to receive the mandatory 20% fare discount, bringing the minimum fare down to โฑ28.00 per passenger. Meanwhile, passengers requesting a special or solo trip will be charged the equivalent of two passenger fares at โฑ70.00, while discounted special trips for qualified passengers amount to โฑ56.00.

Pursuant to Section 4, an additional โฑ5.00 per passenger shall be charged for every succeeding one (1) kilometer, or fraction beyond the initial three-kilometer distance.
The ordinance also limits every "Tricycle-for-Hire" to a maximum capacity of three (3) passengers per trip to ensure passenger safety and compliance with local transportation regulations.

To protect commuters and uphold fair public transport practices, the ordinance prohibits the following acts:
โข Overcharging or collecting fares beyond the approved matrix;
โข Refusal to convey passengers to their destination;
โข Failure to display the approved fare matrix;
โข Subcontracting or selectively choosing passengers; and
โข Overloading beyond the prescribed passenger capacity.
Violators shall face the following penalties:
โข First Offense: โฑ500.00 fine or one (1)-day impoundment of the tricycle unit;
โข Second Offense: โฑ1,000.00 fine or seven (7)-day impoundment; and
โข Third Offense: Cancellation and revocation of the Motorized Tricycle Operator's Permit (MTOP) in accordance with applicable laws and administrative procedures.
The implementation of the ordinance seeks to provide commuters with a standardized fare system while strengthening accountability among tricycle operators and drivers throughout Cabanatuan City.
