TTLO is the ITSO Franchise of IPOPHL and the host of the IPTBM project (DOST-PCAARRD) and IMPACT project (DOST-PCIEERD). The Innovation and Technology Support Office (ITSO) at Caraga State University (CSU) in Butuan City was established under the Office of the President on October 19, 2012, by virtue of Special Order No. 315, s. 2012, signed by Dr. Joanna B. The office was officially launched on F
ebruary 4, 2014, with Director Carmen G. Peralta from the Bureau of Documentation of the Intellectual Property Office of the Philippines (IPOPHL) as the honorary guest. The event was led by Dr. Cuenca and Dr. Thelma M. Galliguez, the first ITSO General Manager, alongside university officials, faculty members, and distinguished guests. Following Dr. Cuenca’s retirement in March 2014, Dr. Anthony M. Penaso assumed leadership as the new University President, continuing CSU’s commitment to Intellectual Property (IP) protection and commercialization. Upon Dr. Galliguez’s retirement in June 2014, Dr. Tomas M. Austral, Jr. was appointed as the next ITSO Manager. In June 2015, Engr. Jeffrey T. Dellosa took over the role when Dr. Austral transitioned to lead another office. Subsequently, Dr. Jeffrey T. Dellosa served as the ITSO Manager until December 2022, after which Mr. Kenneth L. Ciudad succeeded him in 2023 and continues to hold the position to this day. During Dr. Dellosa’s tenure, with Mr. Ciudad as the Technical Expert, the ITSO Franchise was officially established as the Technology Transfer and Licensing Office (TTLO)—a milestone that solidified CSU’s role in intellectual property management, technology transfer, and commercialization. During this period, CSU secured funding from DOST-PCIEERD for the IMPACT (Innovation and IP Management Program for Academic and Community Transformation) and DOST-PCAARRD for the first IPTBM (IP Technology Business Management) project. These initiatives significantly strengthened CSU's technology transfer capabilities and positioned the university as a key player in IP commercialization. As a result, under Dr. Dellosa’s leadership, CSU TTLO/ITSO achieved three consecutive Platinum Awards—the highest form of recognition given by IPOPHL for excellence in IP management and technology transfer. This remarkable success continued under Mr. Ciudad, who further expanded CSU’s achievements by securing additional funding through the RAISE Program and winning even more Platinum Awards, demonstrating CSU’s sustained excellence in innovation and IP commercialization. Roles and Contributions of ITSO-TTLO at CSU
* IP Education & Advocacy – Leads Intellectual Property education programs, organizing seminars and workshops at CSU and across Caraga Region. Trained by IPOPHL and the World Intellectual Property Organization (WIPO), CSU’s technical experts conduct regional and national IP training sessions.
* Institutional & Industry Partnerships – Collaborates with government agencies such as the Department of Trade and Industry (DTI) and professional organizations like IECEP to conduct IP awareness seminars.
* Patent & Technology Commercialization Support – Assists faculty members, researchers, and stakeholders in conducting patent searches, drafting applications, and protecting research innovations. Supports university research outputs through patent, utility model, and industrial design applications.
* Funding & Innovation Project Development – Secured funding from DOST-PCIEERD for IMPACT, and DOST PCAARRD for IPTBM Projects and through the RAISE Program, ensuring sustained support for technology transfer and innovation.
* Capability Development & Training – Continuously strengthens CSU’s innovation ecosystem through WIPO Distance Learning (DL) Courses, national training programs, and advanced courses like “Successful Technology Licensing (STL) for Managers” and WIPO’s Advanced Training on Successful Technology Licensing. As a member of the ITSO Network established by IPOPHL, CSU’s ITSO-TTLO remains dedicated to expanding local institutional capacity for patent information access, research enhancement, and business development. With a strong foundation in IP management and commercialization, CSU continues to set benchmarks for excellence in technology transfer and innovation in the Caraga Region and beyond.
