His research titled “Pangayam: A Descriptive Movement Study of a Higaonon Ritual” highlights the richness of indigenous cultural practices and contributes to the advancement of academic research in the field.

In addition, Mr. Fajardo has also qualified as a 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐀𝐝𝐣𝐮𝐝𝐢𝐜𝐚𝐭𝐨𝐫 for the upcoming 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐂𝐮𝐥𝐭𝐮𝐫𝐞 𝐚𝐧𝐝 𝐀𝐫𝐭𝐬 𝐅𝐞𝐬𝐭𝐢𝐯𝐚𝐥 (𝐍𝐂𝐀𝐅) 𝟐𝟎𝟐𝟔 in 𝐈𝐥𝐨𝐢𝐥𝐨 𝐂𝐢𝐭𝐲, 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞𝐬, further demonstrating his commitment to promoting culture, arts, and scholarly excellence.

The Agusan del Norte Police Provincial Office (ADNPPO), in collaboration with the Caraga State University College of Education (CSU CEd), conducted a two-day 𝘐𝘚𝘖 𝘊𝘦𝘳𝘵𝘪𝘧𝘪𝘤𝘢𝘵𝘪𝘰𝘯 𝘖𝘳𝘪𝘦𝘯𝘵𝘢𝘵𝘪𝘰𝘯 𝘚𝘦𝘮𝘪𝘯𝘢𝘳 on February 23–24, 2026, at the HERO Learning Commons Auditorium of Caraga State University.

The capacity-strengthening initiative forms part of ADNPPO’s ongoing efforts to institutionalize quality management systems in preparation for ISO 9001:2015 certification.

PLTCOL Jude Cres G. Milan, Chief of the Provincial Police Strategy Management Unit (PPSMU), emphasized that every organizational milestone should be viewed as an opportunity for development.

"This initiative aligns with ADNPPO’s continuing efforts for quality management and reflects the forward-looking governance of our provincial director [PCOL April Mark C. Young], ensuring institutional readiness, operational efficiency, and excellence in public service delivery across Agusan del Norte," said PLTCOL Milan.

Dean Leo L. Codilla Jr., SCAFFOLD Caraga project lead, affirmed that the seminar complements ADNPPO’s guiding principles and reinforces institutional efficiency and transparency.

"I hope that this initiative would inspire PNP personnel to cultivate and sustain a culture of excellence within the organization," Dr. Codilla added.

Ms. Joy Mariz D. Otero, Head of the Quality Assurance and Management Unit of Caraga State University, introduced and discussed the fundamentals, principles, clauses, and requirements of ISO 9001:2015 toward ADNPPO’s development of an initial roadmap toward certification.

Opening the seminar, Ms. Otero stressed that a Quality Management System (QMS) is not a one-time compliance measure but a continuous process that demands commitment and consistent evaluation.

Education leaps forward in Caraga as the DSWD and partner state universities roll out the Tara, Basa! Tutoring Program. By deploying trained college students to support public school learners, the program seeks to ensure no child is left behind in reading and comprehension.

This certification equips our faculty to effectively handle subjects such as ST5: Innovation and Entrepreneurship and The Entrepreneurial Mind.

Through this program, they learned to apply technology and systems thinking to develop innovative solutions, launch startups, and address real-world challenges—preparing students to become career-ready and entrepreneurial leaders.

The journey was rigorous, but they persevered and succeeded!
