Sa makabagong panahon, patuloy na nagbabago ang paraan ng pagkatuto, pananaliksik, at pagbabahagi ng kaalaman dahil sa mabilis na pag-unlad ng teknolohiya. Sa tulong ng Artificial Intelligence (AI), mas napapalawak ang ating kakayahang tumuklas, magsuri, at makapagbahagi ng impormasyon. Kasabay nito, nananatiling mahalaga ang wikang Filipino bilang daluyan ng kaalaman at pagkakakilanlan.

EDITORIAL | Priced Priorities

A national budget is more than a ledger of numbers; it is a mirror of a nation’s values. Every peso appropriated is a declaration of what the government chooses to protect, accelerate, or postpone, and every omission reveals what it is willing to leave behind.

The Marcos administration’s proposed ₱7.2-trillion National Expenditure Program (NEP) for 2027, approved by the Cabinet ahead of its submission to Congress, is the largest budget in Philippine history and is intended to support economic growth, social services, infrastructure, and climate resilience.Yet the true question is not how large the budget has become, but whether national priorities have become equally ambitious.

The first measure of any budget is whether it strengthens the foundations upon which long-term development depends. In recent national budgets, the largest allocations consistently went to social and infrastructure sectors: the Department of Education (DepEd) received ₱977.6 billion, the Department of Public Works and Highways (DPWH) obtained ₱900 billion, while the Department of Health (DOH) was allocated ₱297.6 billion, according to the Department of Budget and Management (DBM) budget briefer for FY 2025. The Department of the Interior and Local Government (DILG) received ₱278.4 billion, the Department of National Defense (DND) ₱256.1 billion, the Department of Social Welfare and Development (DSWD) ₱230.1 billion, and the Department of Agriculture (DA) ₱211.3 billion. (Wikipedia) These figures reveal that the government recognizes the importance of education, infrastructure, health, security, and social protection. However, allocation alone does not guarantee impact; a budget becomes meaningful only when every peso translates into classrooms that teach, roads that connect, hospitals that heal, and programs that genuinely uplift lives.

A government that pours billions into projects without ensuring accountability risks producing visible infrastructure but invisible progress. In an era of limited fiscal space and rising public expectations, waste is no longer merely inefficiency—it is a failure of governance.

Some may argue that a larger budget alone demonstrates a stronger commitment to development. To a certain extent, this is true: a growing economy requires increasing investments in education, healthcare, agriculture, infrastructure, digitalization, and climate adaptation. Yet equating size with success is a dangerous simplification. A budget that expands without clear priorities, measurable outcomes, and strict oversight can merely increase expenditures without improving lives. Public funds should not be judged by how much is allocated, but by how many problems are solved.

The implications extend far beyond accounting. A budget determines whether students learn in safe classrooms, whether farmers receive timely support, whether hospitals remain equipped, and whether communities become resilient against disasters. It shapes opportunities before citizens even realize they exist. In this sense, budgeting is not merely a fiscal exercise—it is a moral act, because it decides whose needs are answered first and whose concerns remain waiting. The national budget, therefore, is not simply about numbers on paper; it is about the kind of future those numbers are designed to build.

Congress must therefore subject the proposed 2027 budget to rigorous, transparent, and evidence-based scrutiny. Every major agency should be required to publish measurable targets, quarterly performance reports, and project outcomes accessible to the public, while oversight institutions must strengthen auditing mechanisms for high-value programs. Budget deliberations should focus not only on how much agencies receive, but on what results they commit to delivering within specific timelines. A budget that is transparent, accountable, and responsive transforms public funds into public trust.

A nation’s priorities are ultimately revealed not by speeches, but by spending. The proposed ₱7.2-trillion budget now awaits the judgment not only of lawmakers, but of history itself. For in every budget lies a choice: to merely distribute resources, or to deliberately shape the nation that future generations will inherit.
