I. HOLD THE ADULTS ACCOUNTABLE — Not Only the Child
The root failure is not the child alone — it is the adult who was entrusted with government property and failed to secure it.

- Criminal liability for negligence — Charges must be filed against the firearm owner/custodian for reckless imprudence, gross neglect of duty, and dereliction of trust. Current penalties are too light

- Pass HB 11387 — the proposed Gun Safety Act — which criminalizes failure to secure a firearm where a minor may access it
- Make unauthorized access through negligence a distinct offense — with penalties that are non-bailable when a child is involved
- Require safe-storage certification before any license or permit to carry is renewed
III. PROTECT SCHOOLS — Layered Defense
