LOOK: In light of the recent incident, the Department of Education (DepEd) reiterates its call for heightened vigilance and stricter preventive measures against school violence and threats to learner safety.

All field offices are directed to intensify safety measures and violence prevention strategies, including the banning of deadly weapons and other prohibited items, the strengthening of anti-bullying and anti-violence reporting mechanisms, and the provision of mental health and learner support services.

DepEd urges all stakeholders to work together to ensure that schools remain safe, secure, and nurturing spaces for every learner.

Justina na pinamumunuan ni Punong Barangay Salve C. Libardo sa kanilang maagap na aksyon, at sa mga Barangay Tanod ng Sta. Justina, Buhi, Camarines Sur sa kanilang dedikasyon at suporta.

Sa kanilang presensya, mas napapangalagaan ang kaligtasan at kapakanan ng mga mag-aaral, at mas natitiyak ang mapayapa at ligtas na kapaligiran sa paaralan.

SUBJECT: EXTENSION OF SUSPENSION OF WORK IN ALL GOVERNMENT OFFICES AND CLASSES AT ALL LEVEL IN THE MUNICIPALITY OF BUHI

DATE: 24 JULY 2025

Work in all government offices, both national and local, as well as classes at all levels in the Municipality of Buhi, shall remain SUSPENDED on Friday, 25 July 2025, pursuant to the updated advisory issued by the Department of the Interior and Local Government (DILG), through Secretary Benjamin “Jonvic” Remulla. This suspension is prompted by the prevailing weather conditions that continue to enhance the Southwest Monsoon (Habagat), resulting in prolonged heavy rainfall and increased risks of flooding, landslides, and other weather-related hazards in affected areas, including the Province of Camarines Sur.

However, offices and departments responsible for basic, vital, and health services, including those involved in disaster preparedness and emergency response, shall continue to operate to ensure the uninterrupted delivery of essential public services.

Teachers may also resort to alternative learning modalities (e.g., online or modular instruction) as appropriate, while face-to-face classes remain suspended, in order to support the continuity of education.

The suspension of work in private offices and establishments within the Municipality of Buhi is encouraged, but shall remain subject to the discretion of their respective management or heads of office.

All concerned are hereby enjoined to take the necessary precautions and coordinate with their respective barangays and local authorities as needed.

This Memorandum takes effect immediately.

SUBJECT: IMPLEMENTATION OF MEMORANDUM CIRCULAR NO. 91 ISSUED BY THE OFFICE OF THE PRESIDENT, MALACAÑANG PALACE

DATE: 23 JULY 2025

Pursuant to Memorandum Circular No. 91 issued by the Office of the President, Malacañang Palace on 23 July 2025, and upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC), classes at all levels in the Municipality of Buhi are hereby suspended on 24 July 2025 due to the continuous heavy rainfall brought about by the Southwest Monsoon.

Agencies within the Municipality of Buhi which are responsible for basic, vital, and health services, preparedness and response duties shall continue to remain operational to ensure the continuity of essential government functions. Non-vital government employees shall not be required to physically report for work and shall instead be on alternate work arrangements, as determined by their respective heads, in accordance with applicable laws, rules, and regulations.

School heads and teaching personnel are hereby authorized to adopt alternative learning modalities, such as online or modular instruction, as they deem appropriate to ensure the uninterrupted delivery of education.

Private sector establishments are likewise encouraged to assess prevailing conditions and, in the interest of employee safety, consider the suspension of operations or the adoption of remote work arrangements for the said date.

This Memorandum takes effect immediately.
