Quezon City - September 24, 2026 - University President Prof. Diosdado P. Zulueta joined fellow presidents of State Universities and Colleges (SUCs) nationwide during the Affirmation and Compliance with the 2026 GAA on Free Higher Education Deficiency at the House of Representatives.

CHED Chairperson Dr. Shirley C. Agrupis opened the program with an overview and message on the governmentโ€™s efforts to address funding deficiencies under the Free Higher Education program. This was followed by the symbolic turnover of FHE funding for SUCs from Luzon, Visayas, and Mindanao, reprsented by the University of the Philippines System, Eastern Visayas State University, and the University of Southeastern Philippines.

The turnover was witnessed and led by key government and higher education officials, including House Speaker Faustino โ€œBojieโ€ G. Dy III, House Majority Leader Ferdinand Alexander โ€œSandroโ€ A. Marcos III, Senior Deputy Speaker Ferdinand โ€œDinandโ€ L. Hernandez, House Committee on Appropriations Chairperson Mikaela Angela โ€œMikaโ€ B. Suansing, CHED Chairperson, PASUC President Dr. Tirso A. Ronquillo, and UP President Atty. Angelo A. Jimenez.

The program also featured words of support and encouragement from Chairperson Suansing, followed by closing remarks from Dr. Ronquillo, highlighting the continued cooperation among Congress, CHED, and SUCs in sustaining Free Higher Education.

As part of the funding commitment, MarSU is set to receive funding for 2026 Free Higher Education deficiency. The funding will help the University recover costs previously absorbed in providing free tuition and other school fees to students and support the continued implementation of Free Higher Education.

The initiative covered โ‚ฑ9.753 billion in validated FHE funding deficiencies involving 108 SUCs for Academic Years 2022โ€“2023 to 2024โ€“2025. Of the total, โ‚ฑ6.42 billion had already been disbursed, while the remaining funding was undergoing processing.

FY 2027 SUC Budget Proposals Discussed in House Pre-Plenary Hearing

QUEZON CITY โ€” September 21, 2026 โ€” The Pre-Plenary Hearing on the FY 2027 Budget Proposals of State Universities and Colleges (SUCs) was held at the House of Representatives as part of the continuing deliberations on the proposed FY 2027 appropriations for public higher education.

Marinduque State University (MarSU) President Prof. Diosdado P. Zulueta, who also serves as PASUC National Auditor, participated in the hearing alongwith CHED Chairperson Dr. Shirley C. Agrupis, PASUC President Dr. Tirso A. Ronquillo, CHED Commissioners, and SUC Presidents from Regions I, II, III, IV-A, MIMAROPA, V, CAR, and NCR. PDPZ was accompanied by Assoc. Prof. Lenie P. Zulueta, Executive Assistant, and Dr. Alfredo M. Ofrecio III, Director for Financial Services and Chief of Staff.

Discussions centered on the SUCsโ€™ budget priorities, major programs and projects, physical accomplishments, budget utilization, and other matters relevant to their proposed FY 2027 appropriations. The hearing also provided an opportunity for the institutions to present their respective priorities and financial requirements before the Committee and members of the House of Representatives.

The proceedings were presided over by Rep. Arthur F. Celeste, Vice Chairperson of the House Committee on Appropriations, while other members of the Committee took part in the deliberations.

The College of Governance of Marinduque State University led todayโ€™s Flag Raising Ceremony, September 21, 2026, at the Boac Campus grounds, bringing together faculty, staff, and students in a meaningful start to the week.

The program was graced by Hon. Augusto Leo M. Livelo, Vice Mayor of Mogpog, who served as Guest of Honor. In his address, Vice Mayor Livelo underscored the celebration of Civil Service Commission (CSC) Month, recognizing the vital role of public servants in nation-building. He reflected on the transformation of MarSU through the years, noting that even as Marinduque is an island province, the University remains abreast with national and global trends in education and governance.

Vice Mayor Livelo also commended the dedication of MarSUโ€™s faculty members in anticipation of World Teachersโ€™ Day, honoring their commitment to shaping future leaders. He further expressed his hopes that the MarSU Extramural Study Center in Capayang, Mogpog will soon be elevated into a full-fledged MarSU Mogpog Campus, expanding access to quality education for more Marinduqueรฑos.

Mr. Arwin Jones Epa, who represented Principal Dr. Noel Palomares, of the COED Laboratory High School lauded the active participation of IHS students in Boy and Girl Scouts activities and the District School Press Conference, highlighting their engagement in leadership, service, and scholastic excellence.

Following this, Ms. Gemma A. Tirol, University Registrar, announced the new policy of the University regarding incomplete grades, ensuring academic accountability and clarity for students moving forward.

In his closing message, Vice President for Academic Affairs Dr. Leodegario M. Jalos, Jr. reminded the academic community of the upcoming midterm examinations this week and emphasized the final activities for the CSC Month celebration, including the Family Day, the Dangal ng MarSU Awards, and the observance of Kainang Pamilya Mahalaga Day. Dr. Jalos also proudly commended the recent successes of MarSU graduates in the Licensure Examinations for Social Work, Nursing, and Master Electrician, recognizing the outstanding performance of the College of Arts and Sciences, College of Allied Health Sciences, College of Engineering, and College of Industrial Technology.

Dr. Jalos further echoed the constant reminder of the University President, Prof. Diosdado P. Zulueta, to work together in harmony, underscoring unity as the foundation of MarSUโ€™s continuing transformation.

The ceremony concluded with the singing of the MarSU Hymn, a symbol of institutional pride and collective aspiration.

Marinduque State University (MarSU) celebrates the remarkable performance of the College of Allied Health Sciences (CAHS) in the Augustโ€“September 2026 Philippine Nurses Licensure Examination (PNLE).

With 32 out of 32 first-time takers successfully passing, MarSU achieved a 100% passing rate among first-time examinees, exceeding the 76.69% national passing rate.

This achievement reflects the hard work, perseverance, and commitment of our nursing graduates, together with the guidance of their faculty and clinical mentors.

The closing program of the Hybrid Accreditation Survey Visit by the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP) was held at the Admin Lounge and via Zoom on September 17, 2026, marking the culmination of three days of rigorous evaluation and collaborative engagement.

The program opened with impressions from AACCUP Survey Visit Coordinators, Prof. Nestor C. Competente and Prof. Dr. Ronnie N. Parica, who commended MarSUโ€™s commitment to quality assurance and highlighted the universityโ€™s readiness to sustain academic excellence. Beyond their commendations, they also offered valuable recommendations to further strengthen institutional systems, enhance program delivery, and sustain continuous improvement across the colleges.

This was followed by the presentation of certificates to the distinguished AACCUP Survey Team, recognizing their invaluable contributions to the accreditation process.

The deans of the eight colleges under survey then delivered messages of commitment and gratitude, each affirming their dedication to uphold standards of excellence and strengthen their respective programs in alignment with MarSUโ€™s vision and mission.

The program reached its highlight with a message from University President, Prof. Dr. Diosdado P. Zulueta, who expressed profound appreciation to the survey team and the entire MarSU community. He emphasized that accreditation is not merely a compliance exercise but a transformative journey toward institutional distinction and global competitiveness.

Finally, the closing remarks were delivered by Dr. Verna Liza L. Capina, Vice President for Student Services (VPSS), who encapsulated the spirit of the event by reminding everyone that students remain at the heart of MarSUโ€™s quality assurance journey.
