As per Office of the president Memorandum Circular No.91, Negros Occidental is not included in the list of areas where classes and work are suapended.
No suspension of classes endorsed base on current weather condition, DEPED guidelines on suspension of classes based on rainfall warning and PAGASA weather forecast

SYNOPSIS: At 3:00 PM today, the center of Tropical Storm "DANTE" {FRANCISCO} was estimated based on all available data at 845 km East Northeast of Extreme Northern Luzon (22.1N, 129.9E), with maximum sustained winds of 65 km/h near the center and gustiness of up to 80 km/h. It is moving North Northwestward at 25 km/h. Meanwhile, at 3:00 PM, the center of Tropical Storm "EMONG" was estimated at 130 km West of Laoag City, Ilocos Norte (18.2N, 119.3E), with maximum sustained winds of 65 km/h near the center and gustiness of up to 80 km/h. Southwest Monsoon affecting Central and Southern Luzon, Visayas, and Mindanao.
LOCAL FORECAST: Negros Occidental will experience Cloudy skies with scattered rains and thunderstorms caused by Southwest Monsoon.
