Dr. Dionisio C. Ledres, Jr. brings to this year’s commencement a distinguished record of public service, development planning, and transformative leadership. As Regional Director of the Department of Economy, Planning, and Development (DEPDev) Region II, he serves as Vice-Chairperson of the Regional Development Council and sits on the Board of Regents of Nueva Vizcaya State University and other state universities and colleges in the region.

A recipient of the prestigious 2025 Regional Gawad Pag-asa Award of the Civil Service Commission, Dr. Ledres has championed innovation and excellence in governance, leading initiatives that have strengthened planning systems, accelerated digital transformation, enhanced organizational performance, and advanced quality management across Region II.

His exemplary leadership and commitment to regional development continue to inspire public institutions and communities toward sustainable growth and meaningful progress.

As the Commencement Speaker for the 22nd Commencement Exercises of the graduates of Nueva Vizcaya State University–Bayombong Campus, Dr. Ledres brings to the graduating class a message grounded in excellence, innovation, and meaningful service—qualities that will guide them as they help shape the future of their communities and the nation.

Pursuant to Republic Act No. 7722, or the Higher Education Act of 1994, the Commission on Higher Education (CHED) marks its 32nd Anniversary with a month-long celebration that unites all Higher Education Institutions (HEIs) nationwide.

In line with CHED Memorandum Order No. 177, s. 2026, the Nueva Vizcaya State University (NVSU) joins the nationwide advocacy campaign in celebrating this milestone, highlighting the diverse stories of our students and strengthening inclusive education for all.

As part of the celebration, NVSU proudly supports the theme:

Today, we recognize the men and women of NVSU—both teaching and non-teaching personnel—whose daily work keeps the University moving forward.
