The first conduct of the USSC Special Election and Plebiscite was held on September 3, 2025, at the VSU Gymnasium. However, the required number of student voters needed to meet the quorum was not reached, hence, the USSC Special Election and Plebiscite were declared null and void.
The Board initially convened on September 30, 2025, to discuss and reschedule the activity, deciding to conduct it online to allow students to participate and vote while managing their academic responsibilities.
However, several unforeseen events including the recent earthquake and the aftermath of typhoons that greatly affected our community resulted in four consecutive postponements of the USSC Special Election and Plebiscite. Given these circumstances, the Board unanimously agreed to pursue an online voting system, citing the unavailability of safe physical venues for face-to-face conduct and the series of class suspensions and disruptions experienced by the University.
In line with this decision, the Student Election Board (SEB) has resolved to conduct the USSC Special Election and Plebiscite through an online voting system utilizing Google Forms as the official platform. The USSC Special Election and Plebiscite will take place on December 12, 2025, from 8:00 AM to 10:00 PM, with a designated physical precinct available for students without access to internet-capable devices. The physical precinct will operate from 8:00 AM to 8:00 PM at the Faculty of Teacher Education Building.
The General and Technical Guidelines for this USSC Special Election and Plebiscite have been thoroughly prepared and reviewed by the Board, detailing the provisions on voter eligibility, data privacy compliance, voting procedures, canvassing protocols, and transparency mechanisms, all in accordance with the SEB Code and the Data Privacy Act of 2012
