Visayas State University (VSU) is set to expand its infrastructure development with three significant projects aimed at enhancing its academic and institutional facilities. This initiative comes as the university continues to strengthen its campus infrastructure, adding to the five ongoing construction projects already in progress.

The meeting was spearheaded by the VSU Management Technical Inspectorate (MTI) for Infrastructure Projects, ensuring that all preparatory measures are in place for seamless ex*****on. Engr. Marcelo T. Abrera, Jr., Head of Infrastructure Project Development and Chairperson of the VSU MTI, led the discussions alongside MTI members Engr. Marlon G. Burlas, Ar. Elvin A. Cabaรฑero, and Engr. Eric E. Sajulga. Also in attendance were PMAJ Edgar T. Octaviano from the Security Office and Engr. Sean O. Villagonzalo, Director of the University Information and Communication Office.
Representatives from the projectโs end-users were also present, including Dr. Maria Vanessa E. Gabunada, FHSS Dean; Dr. Jerry D. Imbong, DPSS Faculty; Mr. Jade Barachiel D. Bantasan, DALL Faculty; and Ms. Genevive Villamor, DOH Science Research Assistant. Additionally, representatives from the three contracting firms responsible for the constructionโLimar Construction, Red Axe Builders, and Kamari Constructionโparticipated in the meeting.
Key discussions focused on ensuring the quality of work, addressing project implementation concerns, enforcing university policies on campus safety and security, and managing contractor facilities, including water and electrical supply. The team also deliberated on the Constructorโs Performance Evaluation System (CPES) to uphold high standards throughout the construction process. Potential issues raised by both end-users and contractors were addressed to mitigate delays and streamline project ex*****on.
These infrastructure developments are expected to greatly benefit students, faculty, and researchers by providing facilities that support academic and institutional growth. With all initial preparations completed, construction is set to commence in the coming days, marking another milestone in VSUโs commitment to advancing its infrastructure and services.

The construction of the PAGASA Synoptic Station Building at Visayas State University (VSU) is set to commence following a successful Pre-Construction Meeting held on March 27, 2025, at the OVPPD Conference Room. The meeting was organized by the VSU Management Technical Inspectorate (MTI) for Infrastructure Projects, signifying the formal launch of the initiative.
Engr. Marcelo T. Abrera Jr., Head of Infrastructure Project Development and Chairperson of the VSU MTI, presided over the meeting. It was attended by MTI members Engr. Marlon G. Burlas, Ar. Elvin A. Cabanero, and Engr. Eric E. Sajulga, along with key stakeholders such as PMAJ Edgar T. Octaviano from the Security Office, Mr. Charlindo S. Torrion, Head of the Department of Meteorology, and representatives from the Department of Science and Technology - Philippine Atmospheric, Geophysical and Astronomical Services Administration (DOST-PAGASA), including Ms. Ma. Anjelica G. Toledo and Mr. Gaspar B. Salaguste. Also present were representatives from the contractor, ROCK 101 Construction and Supply.
The โฑ5.9 million construction project, to be implemented by DOST-PAGASA, was awarded to ROCK 101 Construction and Supply. The project encompasses the construction of a synoptic station building, observerโs quarters, a powerhouse, a perimeter fence, as well as a gate and signage. The project is slated for completion within 150 calendar days and aims to enhance meteorological research and weather forecasting capabilities at VSU.
During the pre-construction meeting, the contractor was briefed on critical project aspects, including university safety policies, construction timelines, and implementation strategies. The construction plan was reviewed in detail, and any clarifications were addressed to ensure a smooth ex*****on of the project.
Once completed, the new facility will significantly bolster VSUโs weather monitoring efforts through the Department of Meteorology, contributing to improved local weather forecasting and climate resilience for both the university and surrounding communities.
With preparations finalized, construction is set to commence, marking a major step forward in advancing meteorological research and forecasting at VSU.
