When every second matters, preparedness is more than knowing what to do. It is knowing how to respond, how to work together, and how to care for one another when it matters most.
At Paciano Rizal Elementary School, we conducted a simulation exercise on responding to an active attack incident as part of our continuing efforts to strengthen school safety, emergency preparedness, and coordinated response.
More than simply demonstrating procedures, the simulation brought together different aspects of emergency responseโfrom LOCKOUT and LOCKDOWN procedures, law enforcement response, medical assistance, Mental Health and Psychosocial Support (MHPSS), student-parent reunification, post-incident debriefing, to continuity planning.
Each part of the exercise was prepared to show how one response connects to another.
Because in an emergency, it is not enough to know what to do.
People need to know their roles.
Responders need to know how to coordinate.
And the school community needs to know how to move forward together.
What you see in this 8-minute video represents hours of preparation behind the scenesโplanning scenarios, coordinating with different groups, preparing participants, conducting briefings and rehearsals, making adjustments, repeating scenes, and working together until each part came together.

A simulation like this gives a school community the opportunity to do more than memorize emergency procedures.
It allows us to practice, observe, identify gaps, improve coordination, and learn from the experienceโbefore we ever have to face a real emergency.
It also reminds us that school safety does not end once the immediate danger has passed.
There is medical care.
There is emotional and psychological support.
There is family reunification.
There is debriefing.
There is recovery.
And there is the responsibility to keep essential school services moving forward.
Preparedness is a process, not a one-day activity.
We may never know when an emergency will happen. But we can make sure that when the unexpected comes, we have practiced enough to respond with greater clarity, coordination, and care.
Because the goal is not to expect the worst.
The goal is to be ready for it.
We prepare today, so we can protect tomorrow.
