Congratulations Batch 2020! Please accept my warmest congratulations to you, our dear graduates and completers, to your committed teachers, to all our dynamic school administrators, to all our supervisors and personnel who worked hard till the end of the school year and to your parents who closely guide and support in your educational undertakings.
We, in the DepEd family are very grateful for allowing us to become part of your life. We take great pride and pleasure in witnessing how the self-conscious schoolers who entered in our schools seven or ten or twelve years ago have metamorphosed into young competent adolescents of character.
We are aware that you have much to learn to become successful in every endeavor that you would want to pursue, but we are confident enough that the education you have acquired from our schools shall have prepared you well to be able to hurdle the challenges that will come along your way.
Our dear graduates and completers, always internalize our DepEd core values of Maka-Diyos, Makatao, Makakalikasan at Makabansa which are highly emphasized in our educational banner program, “Eto, Batangueno Disiplinado, Magkatuwang Tayo”. These values shall surely serve you well in all your actions and decisions.
I challenge you that for everything you will do, always aim for excellence with unquestioned integrity and humility. You have the power to create positive change to create value, not only for yourself but for others in your community and country. So, dare to make a difference in this highly technological world.
Always bear in mind that to make a difference in someone’s life, we don’t have to be brilliant, famous, or rich. What we just need is to have a grateful heart that cares.

QUARANTINE ADVISORY
Executive Order No. 2HIM2-10
Series of 2020
WHEREAS, pursuant to Section 15, Article 2 of the 1987 Philippine Constitution and Section 16, the General Welfare Clause, of the Local Government Code of 1991, local government units are empowered to promote health and safety within their territorial jurisdictions;
WHEREAS, Coronavirus Disease 2019 (COVID-19) is a highly infectious viral infection which can cause disease ranging from common colds to various respiratory diseases such as Middle East Respiratory Syndrome (MERS-Cov) and Severe Acute Respiratory Syndrome (SARS-CoV);
WHEREAS, Coronavirus Disease 2019 (COVID-19) may be transmitted through human-to-human and animal-to-human;
WHEREAS, as of 14 March 2020, the Department of Health (DOH) has confirmed 98 cases of Coronavirus Disease 2019 (COVID-19) in the Philippines, three of which are from Batangas Province;
WHEREAS, as of 14 March 2020, the Department of Health (DOH) has confirmed 8 mortalities of Coronavirus Disease 2019 (COVID-19) in the Philippines;
WHEREAS, the Department of the Interior and Local Government Memorandum Circular No. 2020-023, dated 06 February 2020, aims to enjoin all local government units to effectively intensify information education campaign against Coronavirus and implement programs, projects and services that will promote the health and well-being of every Filipino;
WHEREAS, a Memorandum from the Executive Secretary of the Office of the President, dated 13 March 2020, was issued on the Stringent Social Distancing Measures and Further Guidelines for the Management of the Coronavirus Disease 2019 (COVID-19) Situation;
NOW THEREFORE, I, HERMILANDO I. MANDANAS, Governor of Batangas Province, by virtue of the powers vested in me by law, do hereby promulgate this Executive Order:
SECTION 1. Suspension of Classes – Classes and school activities in all levels, both public and private, in Batangas Province, shall be suspended until April 14, 2020; provided that concerned Local Government Units (LGUs), with supervision of Department of the Interior and Local Government (DILG) and assistance from the Philippine National Police (PNP), shall be responsible for implementing measures to ensure that students remain in their homes during the class suspension;
SECTION 2. Mass Gatherings
2.1 Social gatherings shall be prohibited. Planned or spontaneous events where the number of people of attending could strain the planning and response resources of the community hosting the event (e.g. cockfighting, e-sabong, e-games, computer shops, regular bingo, bars, parties, movie screenings, and the like) shall be prohibited during said period;
2.2 Social distancing. Essential work-related meetings, religious activities, dining in restaurants and the like, may continue so long as strict social distancing, defined as the strict maintenance of a distance of at least one (1) meter radius between and among those attending is maintained during the entirety of the event. The Department of Trade and Industry (DTI) and Department of Labor and Employment (DOLE) shall ensure that private establishments in operation strictly maintain social distancing in their businesses;
SECTION 3. Transport and Security
3.1 Public transport (land and sea) within Batangas Province is still operational and shall serve passengers going to and from neighboring provinces for work, provided that:
a.1. For Sea public transport: passengers are cleared from triage by Maritime Industry Authority (MARINA);
a.2. For Sea private transport: passengers are cleared from triage by Philippine Port Authority (PPA);
b. For Sea and Land public transport: passengers shall provide proper identification and work ID as pre-requisite for issuance of transport ticket. There shall be no selling of tickets for non-workers going to and passing through Batangas Province;
c. For Land public transport: Pursuant to Department of Transportation Task Group Guidelines for the Management of Emerging Infectious Disease, the following public utility vehicle (PUV) Operators and drivers shall observe the following passenger limit:
UV Express should not be more than 6 passengers, including driver, and one seat apart; and
Public Utility Jeepneys (PUJs), Public Utility Buses (PUBs), and Bancas should not be more than half of their regular capacity, including driver and conductor, and one seat apart.
3.2 Upon arrival of private vehicles, the LGUs, together with Barangay Health Emergency Response Teams (BHERTs) are responsible in monitoring the travelers among others. BHERTs shall report to their respective City or Municipal Health Officers (C/MHOs) and the Provincial Health Office;
3.3 All individuals with history of international travel, most especially in the COVID-19 affected countries, shall inform the concerned barangay officials of their arrival and voluntarily subject themselves into a 14-day home quarantine period. Likewise, BHERTs shall be vigilant in performing their functions. Non-cooperation of concerned officials and individuals shall be penalized by R.A. 9271, otherwise known as the “Quarantine Act of 2004” and R.A. 11332, otherwise known as the “Mandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern Act.”
3.4 The Bureau of Immigration shall submit the list of incoming individuals from other countries on a daily basis to the Provincial Health Office, using the prescribed template issued by the latter;
3.5 Transport of basic and lifeline commodities such as, but not limited to, food, medicines, medical supplies, gas, fuel, and the like, shall not be hampered. Further, movement of cargo to and from Batangas Province shall continue;
SECTION 4. Tourist Destinations – Mass gatherings, as well as tourists and tourist-related activities, in beaches and resorts within Batangas Province are prohibited. Further, hotel operations shall continue, provided that the hotel guests shall fill up a Health Declaration Card and present their passport. The hotel management is responsible for safekeeping of the said document for the purpose of possible contact tracing;
SECTION 5. Work Arrangements
5.1 Alternative working arrangements, including, but not limited to, compressed work week (Monday to Thursday, pursuant to Civil Service Commission (CSC) Resolution No. 2000481, thru Memorandum Circular No. 7, series of 2020), will be implemented in the Executive Branch, provided that health and emergency frontline services shall continue in full operation;
5.2. Flexible work arrangements shall be encouraged in the private sector. For this purpose, the pertinent advisories and guidelines of the DOLE and DTI shall apply. All manufacturing, retail and service establishments are advised to remain open. In all cases, strict social distancing measures are required to be observed by their respective managements;
SECTION 6. Hoarding. Merchants and traders are strictly warned against hoarding and increasing prices of basic commodities during this state of calamity. The Department of Trade and Industry (DTI) is tasked to monitor and implement these prohibitions;
SECTION 7. Cities and municipalities with confirmed cases of COVID-19 may impose community quarantine protocols in their respective jurisdictions, provided that all provisions stated in this Executive Order are strictly implemented;
SECTION 8. The aforementioned Executive Order shall be subject to daily monitoring and re-assessment.
SECTION 9. Effectivity. This Executive Order shall take effect on March 15, 2020, 12:01 a.m. to April 14, 2020, 11:59 p.m.
