The UB College of Law's SALIGAN (Saknungan ng mga Lingkod Katarungan) conducted a Public Legal Orientation titled Legal Orientation on Procurement Laws, Rules, and Procedures for Barangay officials and staff of Barangay San Agapito, Isla Verde, Batangas City, last November 15, 2025.
Spearheaded by law student practitioners Princess Leah G. Banaag and Emmanuel A. Calaluan, the orientation sought to enhance the knowledge of Barangay officials and staff on procurement laws, with particular focus on Republic Act No. 12009, the New Government Procurement Act, and its Implementing Rules and Regulations.
Participants were guided step-by-step in completing required forms and understanding the persons and organizations responsible for their submission. The session also covered key provisions of procurement law, including procurement planning, the appropriate mode of procurement and its procedures, and prohibited acts.
Through this activity, UB College of Lawโs SALIGAN reaffirms its commitment to upholding transparency and accountability, exemplified through honest and accurate procurement practices at the barangay level. UB College of Lawโs SALIGAN conducted a lecture on Violence Against Women and Children (VAWC) in Agoncillo College Inc., Agoncillo, Batangas.
This initiative, forms part of the studentsโ project under the Clinical Legal Education Program. It signifies a step toward realizing the constitutional promise of access to justice for all.
Law student practitioners, Maria Katelina Marsha D. Baril and Ysabelle B. Mangubat, tackled the purpose of RA 9262, the acts punished by the said law, the liability imposed on those who violate the same, and the remedies to be availed of (such as protection order) in cases of abuse or violence.
The implementation of the program was made possible through the invaluable partnership with International CaldeTaal, LGU Agoncillo, PNP Agoncillo, Agoncillo College Inc., as part of the Lecture Series on Justice, Safety, and Strength through Republic Act 9262 and the Anti-Online Sexual Abuse or Exploitation of Children (OSAEC) Law), reflecting unwavering commitment to protecting women and children and empowering communities through awareness and education.

The University of Batangas College of Law โ Lipa City Campus, under its Clinical Legal Education Program (CLEP), in partnership with the Municipal Government of Mabini, Batangas, held an orientation-seminar regarding coastal resource management to coastal law enforcers, โBantay-Dagatโ for the management, conservation and protection of marine fishery resources. It was held on November 5, 2025, at the Tourism Building, Anilao Port, Mabini, Batangas.
The project titled, โPagsasanay at Pananagutan: Pagtibayin ang Ordinansa 031-2023 Mabini Integrated Coastal Management (ICM) Code of 2023โ as a backbone of eco-friendly tourism, aim to strengthen a well-founded knowledge of โBantay-Dagatโ as Fish Warden to adopt the concept of integrated coastal management in a comprehensive and holistic approach covering the ridge-to-reef environment to achieve sustainable food security, livelihood opportunities through fishery and tourism development, solid waste management and safeguard small and marginalized fishermen.
Law student practitioners, Rose Ann C. Hatulan and Cristina E. Reandelar, headed the seminar on the ICM Code to educate the participants, to provide information on prohibitions and penalties, cascade regulated activities in Municipal Water and Management Zones such as Marine Protected Areas (MPAs), Fishery and Multi-Use Zone, Tourism Zone and Dive Sites and Industrial Zone.
As part of the requirements of โBantay-Dagatโ for deputization, each participant is to be equipped to act as BFAR's Fish Warden, to augment the enforcement power for environmental preservation and rehabilitation for present and future generations.

Last November 14, 2025, two law students from the University of Batangas โ Lipa City Campus joined the community of Brgy. Bagong Pook, Malvar, Batangas, for a seminar that aimed to be insightful and empowering. The discussion focused on the rights and benefits granted to PWDs under Philippine laws and other legislations.
Participants were engaged in discussions, ranging from the Magna Carta for PWDs to recognizing everyday practices that promote inclusion. Law Student Practitioners, Dirk Dominic L. Lupac and Audrey B. Reaรฑo, led the engagement that wanted to open doors to heightened awareness, empathy, and positive action regarding PWD rights.
The UB law community, through UB SALIGAN of the clinical legal education program, continues to support and commit to building a more inclusive society.

UB College of Law's SALIGAN (Saknungan ng mga Lingkod Katarungan) held a Public Legal Orientation titled " sa Cyberspace: Pag-unawa sa Cybercrime Prevention Act of 2012 (RA No. 10175)" involving Grade 12 Senior High School ICT and HUMSS students from Anselmo A. Sandoval Memorial National High School.
Facilitated by law student practitioners Ray-Anne B. Lopez and Joycephine Marie D. Rodriguez, the session aimed to equip students with practical knowledge about the growing threats of cybercrime in today's digital age. The orientation discussed the prevalence of cybercrimes and the corresponding law enforcement under RA No. 10175. Emphasis was placed on safeguarding personal information and practicing cautious social media behavior.
With this initiative, UB SALIGAN continues to bridge the gap between complex legal statutes and the community, proving that legal literacy is the first line of defense against cybercrimes.

The University of Batangas College of Law - Lipa City Campus, in partnership with the Municipal Government of San Antonio, Quezon and the Cooperative Development Authority (CDA), successfully held a seminar-orientation for the association of Solo Parents of San Antonio, Quezon, October 27, 2025.
This Clinical Legal Education Program (CLEP) initiative involved a Pre-Registration Seminar-Orientation on Cooperatives Registration with the CDA. It also provided vital information on on the Expanded Solo Parents Welfare Act
The said seminar is a prerequisite to the official registration with the CDA of the association composed of solo parents, as a producer cooperative in San Antonioโthe first in the town!
Law student practitioners, Carlo A. Katigbak and Dexter Solis, delivered public service and extended free legal aid as facilitators and speakers.

The University of Batangas College of Lawโs SALIGAN conducted a seminar on the Katarungang Pambarangay Law (KPL) on October 25, 2025, for the barangay officials of Barangay Balibago, Lian, Batangas.
The project, titled "Barangay na Mapagbago Tungo sa Pagpapatibay ng Katarungang Pambarangay Law", was a significant part of the law student practitioners' undertaking under the Clinical and Legal Education Program (CLEP-I). This emphasizes the College of Law's commitment to advancing the constitutional guarantee of access to justice for all by strengthening the local mechanisms, such as the Katarungang Pambarangay system (KP System) that serve as the primary legal gateway for communities.
To communicate the subject matter, law student practitioners Joshua Denise L. Famadico and Dranreb A. Lozada headed the discussion, focusing on the re-orientation of the KP System, within and outside the scope of the law, the processes concerning mediation, conciliation, and arbitration, and the corresponding liability in case of non-appearance of a party.

The University of Batangas College of Law, under its Clinical Legal Education Program (CLEP), conducted a seminar entitled "Project PASADA: A Project for Advocacy, Support, and Awareness on Drivers' Accountability and Rights" on October 25, 2025, held at the Municipality of Balete, Batangas
The activity was designed to educate and empower public drivers by raising awareness of their legal rights, duties, and responsibilities on the road. The seminar emphasized the crucial role of drivers as partners in ensuring road safety, promoting discipline, and contributing to the overall welfare of the community.
The event was facilitated by law student practitioners Juvie R. Cara and Arvie Jariz Payo-Torino, as part of the objectives of the Clinical Legal Education Program to extend free legal assistance and advocacy to the public
Through Project PASADA, the UB Law community continues to strengthen its mission of bridging legal education and public service, fostering a culture of awareness, accountability, and social responsibility among community members.
