CHUMS employs a decentralized organizational structure with operational practices and procedures that distinguish between the university pedagogical and business aspect, and inculcates best practices with proven operational principles for efficient delivery of services to its clients. The provincial, regional, and national public view CHuMS as an entity of the University in which achievement is primary, performance is high, educators accept responsibility for student learning, administrators and support services personnel exist to complement the relationship between teachers and students. Concomitantly, public confidence in MMS improves. To train and develop Physical Education practitioners equipped with the necessary relevant knowledge, skills, and attitude in order for them to contribute to the development of PE, recreation and sports as a discipline and to enable them to practice efficiently in the academe or industry;
2. To promote health, fitness
and wellness through the formulation, implementation, monitoring and evaluation of sports and wellness programs within MMS and in collaboration with other stakeholders;
3. To revitalize Ilokano culture and through the performance arts such as dances, music, theater, arts, among others;
4. To conduct research and extension activities via different modes;
5. To partner with other instrumentalities in the promotion of health, fitness, wellness, cultural identity, and love for the Ilocano and Filipino heritage.
