Mental Health Month reminds us that behind every smile is a story, and behind every person may be a silent struggle that we cannot see.

Let us choose empathyโ€”to listen without judgment, understand without assumptions, and offer kindness when someone needs it most. Sometimes, a simple โ€œHow are you?โ€, a listening ear, or a kind word can make someone feel seen, valued, and less alone.

May we continue to create a community where everyone feels safe to speak, seek help, and be understood.

Mental health is everyoneโ€™s concern. Letโ€™s choose empathy, kindness, and compassionโ€”not just this month, but every day.

Listen. Understand. Care. Connect.

A certificate can carry a name. An award can carry a title. But neither can tell the whole story of the years, the sacrifices and the days that came before the applause.

That story took center stage at TANAW 2026: Honoring Outstanding Personnel and Loyalty Awardees, held October 3 at Teatro Ilocandia, Mariano Marcos State University, as the Schools Division of the City of Batac (SDCB) paid tribute to personnel whose work has helped keep the wheels of education turning.

For Maโ€™am Thelma S. Ruguian, named Outstanding School Head โ€“ Category 2 (Secondary), the recognition was never a one-person achievement. โ€œI am humbled and honored to be recognized as the Most Outstanding School Head (Category 2) in the Division. This award is not just mine but a reflection of the hard work and support of our teachers, learners, parents and stakeholders.โ€

Rather than resting on the recognition, Ruguian sees it as another reason to keep moving. โ€œIt inspires me to continue leading with passion, faith and dedication for the betterment of our school.โ€

That sentiment found a parallel in the words of Sir Wilfredo E. Bonagua, named Outstanding Teaching Personnel โ€“ Category 2 (Master Teacher)โ€”a recognition that came to him for the second time.

For Bonagua, being recognized again is not a license to rest on oneโ€™s laurels. โ€œI feel honored, grateful, and humbled to be recognized as the Most Outstanding Teaching Personnel. Receiving this award for the second time is not only a great honor but also a responsibility to continue doing my best for my learners, my colleagues and my school.โ€

The second award, he said, is not a reason to coast. It is a reminder to keep raising the bar. โ€œIt reminds me that I should never become complacent, but continue to learn, innovate and serve with dedication and compassion.โ€

The awards may have been handed out onstage but the real work happened long before the lights came on. It happened in classrooms and corridors. In lesson plans and meetings. In conversations with learners. In problems that needed solving and responsibilities that could not simply be passed on. It happened on the days when nobody was watching.

That is why TANAW 2026 was more than an awarding ceremony.

It was a pause in the race, a chance to look back and recognize the people who have carried their share of the load.

Joining Ruguian and Bonagua among the recognized personnel were Maโ€™am Jollibelle C. Franada and Sir Joefrey C. Bataan, Outstanding School Heads โ€“ Category 1 (Elementary); Maโ€™am Jaquelyn P. Mendoza and Sir Angelo M. Bangcud, Outstanding Non-Teaching Personnel โ€“ Category 2; while Maโ€™am Gillian Karl B. Sinang was named a finalist for Outstanding Teaching Personnel โ€“ Category 1.

The Division likewise honored its CSC Length of Service Awardees, whose years in government service tell a quieter but equally compelling story of people who stayed the course, weathered the demands of public service and continued to show up. Because in education, longevity is not merely about how long one has stayed. It is about what one has done with the years.

And perhaps that is the real meaning of TANAW.

For the awardees and loyalty honorees of TANAW 2026, the years have done more than pass. They have counted. โ€”GVD

To all our dear teachers of the Schools Division of the City of Batac:

On Teachersโ€™ Day, I want to pause for a moment, not as your Schools Division Superintendent, but as someone who appreciates the work that you do.

Every day, you walk into your classrooms carrying more than lesson plans, reports, and responsibilities. You carry the hopes of your learners, the expectations of their families, and the responsibility of shaping the future of our community.

And sometimes, the most meaningful thing a teacher does is simply looking at a learner who is struggling, losing confidence, or ready to give up and saying, โ€œKayam dayta!โ€

Those words may seem simple, but to a child who is struggling to believe in himself, they can mean the world. They can be the little push that makes a learner try again, stand up after a failure, and believe that tomorrow can be better. That is what teachers do.

You light the way when the road is unclear. You plant seeds whose fruits you may never get to see. You give your time, your patience, your energy, and, many times, a piece of your heart. And for that, thank you.

Thank you for every lesson explained. Thank you for every paper checked long after the school day has ended. Thank you for every learner you encouraged, every child you listened to, and every dream you helped keep alive.

Thank you for being the voice that says, โ€œKayam dayta!โ€ especially when a learner no longer believes that he or she can.

The impact of a teacher cannot always be measured by grades, awards, or test scores. Sometimes, your greatest success is a former learner who comes back years later and says, โ€œMaโ€™am, Sir, because of you, I believed I could.โ€ That is your legacy.

To every teacher in every school of Batac City, agyaman kami unay.

May you never forget that what you do matters. The seeds you plant today may become the shade under which an entire generation will someday stand.

On behalf of the Schools Division Office of the City of Batac, my heartfelt gratitude to all of you.

Happy Teachersโ€™ Day, our dear teachers!

Keep inspiring. Keep believing. Keep lighting the way. And whenever the road gets difficult, remember the words you have given so many of our learners: โ€œKayam dayta!โ€ Because today, those words are for you, too.

Kayam dayta, Maโ€™am. Kayam dayta, Sir.

And we believe in you, just as you have believed in generations of Batac learners.

ANSELMO R. ALUDINO

The road to becoming an Eagle Scout does not begin with the badge. It begins with preparation.

This was the message that brought Scouting leaders from across Region I together as the Boy Scouts of the Philippines (BSP) conducted its Advancement Seminar-Workshop on September 26โ€“27, 2026 at the Badoc South Central School SPED Center in Badoc, Ilocos Norte.

The two-day regional gathering brought together Outfit Advisors and Circle Managers from the different Schools Divisions of Region I, including participants from La Union, Ilocos Sur, Ilocos Norte, and other parts of the region, to strengthen their capacity to implement the Scouting advancement program in their respective units.

Representing the Schools Division of the City of Batac were 12 personnel from the Division Office and its secondary schools.

The seminar-workshop forms part of the BSPโ€™s 2026 Performance Evaluation Scorecard, which sets an advancement target of 20 percent of registered scouts to higher ranks through the concerted efforts of local councils and regional coordinating offices.

More than a seminar, the gathering put advancement into practice. Participants worked with the Reports on Advancement and Merit Badge Application Forms, sharpening their understanding of the processes that adult leaders must master before they can effectively guide their scouts through the ranks.

For Schools Division Superintendent Anselmo R. Aludino, who also serves as Regional Commissioner for Community Based Scouting, advancement is a journey that must be built deliberately. He laid out the path through PERA โ€”Preparation, Examination, Review and Award โ€” emphasizing that every rank earned represents a process of learning, discipline and continued growth.

โ€œAdvancement starts with preparation,โ€ Aludino said, setting the tone for a vision that goes beyond increasing the number of scouts who move up a rank.

The aspiration, he said, is to see more young scouts reach the Eagle Scout rank, likening them to eagles that rise higher as they grow in competence, character and leadership.

Regional Director Imelda C. Samson placed equal weight on the community surrounding every scout. Scouting, she reminded the participants, cannot be carried by young people alone. The support of parents and unit leaders, together with their interest and cooperation, can shape a scoutโ€™s experience and achievements.

But it was Samsonโ€™s closing message that left the strongest mark on the gathering. After thanking the participants for courageously taking on the two-day training, she reminded them that they would return to their respective schools and communities carrying lessons that must be passed on to the scouts they serve.

Then came a promise that brought emotion to the room. โ€œAsahan ninyo na sa unang makakapag-Eagle Scout, pupunta ako sa awarding.โ€ Samson delivered the words with tears in her eyes.

It was more than a promise to attend an awarding ceremony. It was a declaration of faith in the young scouts who are still somewhere at the beginning of the trail and in the leaders whose hands will guide them along the way.

The message is clear, again, prepare the leaders, advance the scouts and build the Eagles.

Because long before an Eagle Scout takes flight, someone must first teach the young scout how to spread his wings. -GVD

The Schools Division of the City of Batac through the Curriculum Implementation Division spearheaded an orientation on the Open High School Program (OHSP) at the City of Batac National High School (CBNHS) Poblacion on September 26, 2026. The activity was conducted for the teachers, non-teaching personnel, and school head of CBNHS Poblacion, as it is the school in the division offering this flexible learning program. The division-led initiative aimed to further equip the campus workforce with updated legal knowledge, management tools, and teaching strategies to effectively support identified learners at-risk of dropping out.

Transforming classrooms into dynamic spaces for discovery, 40 public school teachers completed a Learning and Development initiative titled "Empowering Teachers in Managing Classroom Structure for Meaningful Exploration." Organized by the Curriculum Implementation Division (CID) of SDO Batac and held on September 12, 19, and 26, 2026, the program aimed to move away from rigid, traditional setups to fostering active student collaboration.

Rooted in Philippine Professional Standards for Teachers (PPST) 2.3.2, the training focused on enhancing educators' skills in managing safe, secure, and flexible classroom layouts. Beyond physical spatial design, the sessions integrated Social-Emotional Learning (SEL) principles and strategies for building inclusive classrooms, ensuring that every learner feels safe, valued, and empowered to engage in meaningful individual or small-group exploration.

The interactive workshops were expertly guided by a distinguished pool of resource speakers: Dr. Joefrey Bataan, Dr. Mark Anthony Diculen, Mr. Glen Jayson Franco, Mr. John Resty Arellano, Mrs. Adelaida Manglal-lan, Mr. Aiken Jay Respicio, Dr. Lovely Jane Durante, Mrs. Jollibelle Franada, and Mr. Ryan Ramos. Through hands-on collaboration, they provided participants with practical, empathetic approaches to turn ordinary rooms into welcoming environments that nurture both academic and emotional growth.

ASDS Arnel S. Bandiola emphasized that by bridging spatial management with SEL and inclusivity, SDO Batac continues to lay a strong foundation for shaping empathetic, critical-thinking young explorers across local schools. - GOL
