The new municipal building served as the temporary station for 188 students randomly coming from the six elementary schools in Baras—Baras Elementary School, Santiago Elementary School, Paenaan Elementary School, Pinugay Elementary School, St. Dr. Avelina Teston Llagas, former Director of the Bureau of Secondary Education, Department of Education, explained to Mayor Roberto G. Ferrera, that it was
a national policy that every municipality should establish a secondary school. After which, she urged the Sangguniang Bayan to pass a resolution regarding the said policy. Dr. Llagas, a well-known and respected educator, together with Benilda R. Ferrera, Master Teacher in Science and a teacher in Baras Elementary School; SBM Carmelita O. Robles, Chairman of the Committee on Education; Mr. Glicerio A. Castañeda, a retired Division Supervisor in Industrial Arts and a former elementary school principal; Mrs. Maximina O. Anabo, a retired Physics teacher from Rizal Technological and Polytechnic Institute, Morong, Rizal; Mr. Eugenio Castañeda, an elementary school principal; Mrs. Lucia T. Llagas, also a retired elementary school principal; and Atty. Florante F. Diñozo, Administrative Officer III of the Division of Rizal were the members of the Committee. SBM Carmelita O. Robles requested Congressman Emigdio Tanjuatco, Jr. to file a bill which was subsequently approved by the Congress for the establishment of a National High School in the Municipality of Baras, Province of Rizal. On May 10, 1997, the School Selection Committee headed by Dr. Llagas carefully selected teachers to handle the first batch of enrollees. Among the pioneer teachers were Mrs. Cecilia L. Ruiz, Ms. Annabelle B. Golla, Mrs. Carolmina D. Agudo, Mrs. Nerissa R. Dalumpines, Mr. Ferdinand D. Angkahan, and Mr. Reynante V. Flandez headed by Mrs. Gloria E. Decena who served as the Officer-in-Charge. Dr. Llagas and Mr. Castañeda collaborated in securing the acquisition of needed textbooks and educational equipment. Atty. Diñozo headed the committee in procuring desks and other necessary teachers’ items for Baras National High School. On August 19, 1997, Mrs. Ruiz was designated by the School Committee as Teacher-in-Charge of the school, and her designation was followed by a special order issued by Schools Division Superintendent, Dr. Edith A. Doblada. On February 15, 1998, the groundbreaking ceremony was witnessed in celebration of the first day of construction of Baras NHS school buildings, namely: the Ynares Building donated by Gov. Casimiro Ynares, Jr. consisting of 10 classrooms, the Tanjuatco Building from Cong. Emigdio S. Tanjuatco, Jr. with six classrooms, and the Bureau of Design (B.O.D) Building also with six classrooms. With the untiring support of the committee, Mrs. Ellen Gonzales as Monitoring supervisor, all the major and minor problems were carefully handed. In 1999, Mr. Flandez was appointed by the Division office as the Teacher-in-Charge of Baras National High School. Baras NHS was transferred to its permanent site at Sitio Malalim, Brgy. San Juan with a total land area of 50,000 sq. meters. The new site was donated by the Municipal Government of Baras through the fund allocated by the Provincial and National Government. On September 2001, Mr. Morado B. Digma was appointed by the DepEd Division Office in Rizal as the Principal. As an experienced administrator and educator, he was able to exercise his knowledge in developing the school facilities, strengthening the relation of Parent-Teacher Association (PTA) and students’ organizations, uplifting the school’s teaching status, and building a better relationship among faculty members and the involvement of the community for the attainments of the school’s vision and mission. In December 2, 2003, Mr. Ronaldo C. Rio was assigned the principal of Baras NHS. His commitment and dedication to the school is beyond comparable. Though a disciplinarian, he still remained an approachable person. He makes firm decisions in every school undertaking. He has many plans for the school with regards to academic aspects and the school’s physical facilities. One of his projects that materialized is the construction of the covered court and covered pathway through the help and support of the Rizal Provincial Government under Gov. Casimiro Ynares. The school canteen funds was also maximized to the school’s priorities. As of now, the school is stable in all aspects be it academic or non-academic phases. On November 16, 2006, Dr. Maribeth R. De Dios was appointed as the principal of Baras NHS. It is during her time that the school represented the Division of Rizal in the Regional Science Park Competition held February 5, 2006. Dr. Mercedita L. Cu was assigned Teacher-in-Charge of the school on June 16, 2007. Like the previous school heads, she also has legacy to leave, and this includes maintaining the construction of the school canteen kitchen, the two-cubicle comfort rooms intended for the use of freshmen and sophomores, and the EMIS Center. The school also garnered academic honors like being Champion in the 2007 Division Quiz Bee in Population Education; 3rd Place in the Regional Search for the Best Science Park, and most of all, the realization of Pinugay’s dream of having a public secondary school. Baras- Pinugay National High School started its operations during Dr. Cu’s term. At present, Baras National High School has 29 teachers, four of which are assigned in Baras- Pinugay National High School, and 1,045 students including the 98 students from Baras- Pinugay National High School. Seven years after, in August 4, 2010, a man of integrity and words returned from his journey from Malaya National High School and from Morong National High School to continue his plans for Baras National High School. Mr. Rio returned to serve his hometown with pride. His main goal is to inculcate in the minds of students as well teachers the importance of discipline. In July 2, 2012, after almost two years of serving his hometown, Mr. Rio is reassigned to Pililla National High School. A woman of courage in terms of public service took over his place as the School Head, Mrs. Cleotilde D.R. Mosqueda. Mrs. Mosqueda was very much busy in continuing the development of the school in terms of its facilities, such as the construction of a two-story, single classroom building now being used as Computer Laboratory and classroom of Grade 8-A. One of her most memorable quotations is “Public service before personal interest.” In September 2013, Dr. Mosqueda was reassigned in other school, leaving Baras NHS with an ambiance of being “the school in a garden”. On September 2013, Dr. Marlene R. Nepomuceno, a native of Malaya, Pililla, Rizal began being the School Head of Baras NHS, carrying the challenge of continuing the efforts pushed forth by the previous principals in developing and maintaining discipline in the school. With her, facing the school’s challenges every day are the 32 members of the faculty, 982 students, and five utility personnel all enjoying the aura and nature of the ‘school in the garden.’
At present, the school is supervised by one of the Division’s best leaders, Mrs. Noralyn I. Carigo.
