CLSU's UGADO GFPS Joins NCCA's "KABARO" Gender Advocacy Summit in Valenzuela City

VALENZUELA CITYโ€” Mercedita M. Reyes, director of the Central Luzon State University (CLSU) University Gender and Development Office (UGADO) and GFPS Christine L. Saturno and Marimar B. Fuentes, were one of the guests invited to "KABARO: Katha, Katawan, Kasarian," a national summit on gender awareness, sensitivity, and advocacy held on August 20, 2026 at Casa de Polo, Poblacion, Valenzuela City.

The one-day event was put together by the National Commission for Culture and the Arts (NCCA), through its Program Management Division and Philippine Cultural Education Program (PCEP), together with Koro Bulakeรฑo and the Valenzuela City local government. It was funded through NEFCA under Board Resolution No. 2026-180.

The summit's title draws on the Tagalog term "kabaro", historically used in heterosexist discourse as a pejorative label for q***r and gender non-conforming Filipinos. Organizers said the program was designed to recuperate the word as a marker of solidarity, collectivity, and belonging, pairing it with "kasarian"โ€” a term rooted in "sari" ("class," "kind," or "type") โ€” to evoke an expansive, culture-based understanding of gender and sexuality grounded in indigenous and archipelagic frameworks.

Program organizers framed the event as part of a broader effort to align cultural education with the goals of the 2025โ€“2030 Philippine Cultural Education Plan, which seeks to embed decolonial, rights-based, and inclusion-oriented approaches into cultural programming nationwide, in step with Global Citizenship Education and Education for Sustainable Development principles.

UGADO GFPS's presence at the summit shows CLSU UGADO's continued involvement in national efforts on gender and development. She joined a wider group of GAD coordinators, LGU representatives, educators, cultural workers, and community and youth leaders from across the country.

Cabanatuan City โ€” Pinangunahan ni Mark Bryan Gusi ng University Gender and Development Office (UGADO) ang talakayan tungkol sa pagkakapantay-pantay ng kasarian para sa 25 kabataang sumasailalim sa rehabilitasyon sa Bahay Pag-Asa Residential Care Center dito noong Agosto 17, bahagi ng seminar na "Kaalaman para sa Kinabukasan" ng Central Luzon State University (CLSU).

Kumatawan si Gusi bilang resource speaker para sa mga kalahok na may edad 8 hanggang 17 na kasalukuyang nasa ilalim ng sistema ng hustisya.

Sa kanyang talakayan, idiniin ni Gusi na sa kabila ng kanilang kasalukuyang kalagayan, mayroon pa rin silang pantay na karapatan tulad ng sinumang iba pa na magbago sa buhay at mangarap โ€” isang mensaheng naglalayong patibayin ang kanilang dignidad at pananaw sa mga posibilidad habang naghahanda sila para sa muling pagsasama sa kanilang mga pamilya, paaralan, at komunidad, at isa ring sumasalamin sa patuloy na mandato ng UGADO na itaguyod ang paggalang, pagkakapantay-pantay, inklusyon, at hindi diskriminasyon sa mga extension work ng CLSU.

Ang sesyon ay bahagi ng mas malawak na seminar na inorganisa ng Center for Climate Change and Environmental Management (CCCEM) ng CLSU, na kinabibilangan din ng isang aktibidad tungkol sa kagalingang pangkaisipan na pinangunahan ni Dr. Peachy G. Domingo, at magpapatuloy sa Agosto 28 na may mga sesyon tungkol sa agham ng klima, matematika, at pangangalaga sa kalikasan. Isinagawa ngayong araw, Agosto 17, 2026, ang pormal na paglagda ng Memorandum of Agreement (MOA) sa pagitan ng Central Luzon State University Gender and Development Office (CLSU UGADO) at Everlasting Child Development Center ng Brgy. Rang-Ayan, bilang bahagi ng Adopt-A-School Extension Program.

Dumalo sa nasabing seremonya sina Hon. Erwin M. Almuete, Punong Barangay; Ms. Michelle D. Niegos, Child Development Worker; Dr. Mercedita M. Reyes, Direktor ng CLSU-UGADO; at Ms. Loreta P. Sugue, Assistant ng CLSU GAD-CDC.

Bagamaโ€™t bago pa man ang pormal na seremonya, nilagdaan at pinagtibay na ito ng University President ng CLSU, Dr. Evaristo A. Abella.

Layunin ng programang ito na mapalakas ang ugnayan ng pamantasan at komunidad, partikular ang pagbibigay ng suporta at mga programang makatutulong sa kapakanan at edukasyon ng mga bata.

Ang inisyatibong ito ng CLSU-UGADO ay patunay sa patuloy na pagsulong ng gender-responsive, child-centered, at community-based na mga programa para sa isang maunlad na kinabukasan.

The CODI Summit 2026, themed โ€œTindig Babaylan, Pang-aabusoโ€™y Wakasan!โ€, is being held today, August 13, at the SMX Convention Center Aura in Taguig City and is the first-ever summit organized by the Philippine Commission on Women (PCW).

The summit serves as a meaningful multi-sectoral gathering of stakeholders committed to strengthening the implementation of the Committee on Decorum and Investigation (CODI) and promoting safe, inclusive, and gender-responsive institutions.

The event provides a venue to assess the current state of CODI implementation, share lived experiences and institutional practices, and identify concrete and actionable strategies to improve CODI systems nationwide. Representing Central Luzon State University (CLSU) are CODI Chair Mercedita M. Reyes and CODI Vice Chair Atty. Jay B. Villafria, Jr.

Their participation reflects CLSUโ€™s continuing commitment to strengthening its CODI mechanisms and advancing a culture of respect, safety, equality, and accountability within the university community.

The CODI Summit 2026 underscores that preventing abuse requires collective action, empowered institutions, and courageous individuals who are willing to speak up and act toward a safer and more inclusive society.

The CLSU University Gender and Development Office (UGADO) conducted its Midyear Review and Assessment last Monday, August 10, 2026, at Undan Hall, Center for Hybrid Rice Innovation and Mechanization (CHRRIM).

The event gathered 44 participants from various academic, research, and non-academic units across the University, who came together to review and assess GAD accomplishments for the first half of the year (Januaryโ€“June).

The program featured the presentation of GAD Accomplishment Reports covering the Academic Affairs Program, Research, Innovation, and Extension Program, General Administration and Support Services, and University Business Affairs Program, culminating in a GAD Regular Meeting.

Dr. Mercedita M. Reyes, Director of UGADO, delivered the Director's Message during the opening program. She highlighted the importance of the midyear review in ensuring that GAD programs across the University remain responsive, inclusive, and aligned with institutional goals. She encouraged participants to see the activity as an opportunity to strengthen collaboration among units and identify areas for improvement in the second half of the year, reaffirming CLSU's commitment to becoming a more gender-responsive institution for the benefit of its students, faculty, and staff.

This midyear gathering reflects CLSU and UGADO's continuing commitment to mainstreaming gender and development across all units of the University.

TINGNAN | PAGDIRIWANG NG NUTRITION MONTH

Matagumpay na idinaos ng CLSU-Gender and Development, Child Development Center (GAD-CDC) ang pagdiriwang ng Nutrisyon Month na may temang โ€œNutrisyon at Kalikasan, Ating Pangalagaan,โ€ ngayong ika-30 ng Hulyo 2026, sa CLSU Multi-Purpose Gym.

Layunin ng programa na palawakin ang kamalayan ng mga mag-aaral at kawani sa kahalagahan ng wastong nutrisyon at pangangalaga sa kalikasan bilang pundasyon ng isang malusog at masiglang pamayanan.

Nagsimula ang programa sa isang parada ng mga mag-aaral sa loob ng CLSU bilang bahagi ng pagdiriwang. Opisyal namang binuksan ni Gng. Loreta P. Sugue, GAD-CDC Assistant, ang programa at ang pagtanggap sa mga mag-aaral at magulang. Sa kanyang mensahe, mainit niyang binati ang mga g**o, panauhin, at mga mag-aaral na dumalo sa pagdiriwang. Binigyang-diin niya na ang Nutrition Month ay nagsisilbing paalala na ang wastong nutrisyon ang pundasyon ng mabuting kalusugan at produktibong pamumuhay.

Naging matagumpay at kapanapanabik ang programa sa pamamagitan ng ibaโ€™t ibang aktibidad. Tampok dito ang headdress presentation, food fair, at special number mula sa bawat seksyon. Ang iba't ibang aktibidad ay hindi lamang nagbigay ng kasiyahan kundi nagpalawak din ng kaalaman at kamalayan ng mga kalahok tungkol sa kahalagahan ng wastong nutrisyon at pangangalaga sa kalikasan.

Nagbigay naman ng pasasalamat si G. Abejay Selda, Parent and Teachers Association ng GAD-CDC, sa pakikiisa, pakikibahagi, at suporta ng lahat upang maging masaya at matagumpay ang pagdiriwang. Binigyang-diin din niya ang importansya ng pagkain ng wasto at pangangalaga sa kalusugan.

The University Gender and Development Office (UGADO) successfully underwent an ISO audit on June 29, 2026. The audit was conducted by Mr. Kerwin C. Gapultos. Demonstrating its continued commitment to Sustainable Development Goal (SDG) 5: Gender Equality, UGADO presented its gender-responsive programs, policies, and initiatives that promote equal opportunities, safe spaces, and an inclusive university environment.

The audit reviewed the Office's procedures, processes, and records to ensure compliance with the University's Quality Management System and ISO standards.

Present during the audit were Dr. Mercedita M. Reyes, Director of the University Gender and Development Office; Ms. Joyzel V. Gabuyo, Office Document Controller; and Mr. Mark Bryan T. Gusi, Head of the Planning and Monitoring Division.

The auditor recognized UGADO's efforts in integrating gender equality into its operations and ensuring compliance with quality management standards. This achievement reflects the University's dedication to continuous improvement and its commitment to fostering a gender-fair and inclusive academic community.
