Every time a typhoon or days of heavy rain hit, the same communities are left dealing with the consequences. Families evacuate with whatever they can carry. Workers lose income because they cannot get to work. Students miss classes. Farmers lose crops. Small businesses close. Homes are damaged, sometimes beyond repair. And in the middle of all of this, people die.
This is not a new problem. Communities have been flooding for years, and people already know which roads become impassable, which neighborhoods go vulnerable, and which families are forced to evacuate. We cannot keep acting surprised every time it happens. If these risks are already known, then prevention should have been planned long before the water reached peopleโs homes.
Billions of pesos in public funds are allocated for flood control, yet people are still asking why they are left wading through floodwater every time severe weather arrives. A project should not be considered successful simply because it was funded, constructed, or reported as completed. Kung bilyon ang binigay, dapat ramdam ng tao ang proteksyong kapalit nito.
And when that protection is nowhere to be found, the public deserves answers. Saan napunta ang pondo? Maayos ba ang pagkakagawa? Tama ba ang naging plano? Napapanatili ba ang mga proyekto? At higit sa lahat, sino ang mananagot kung ang mga serbisyong dapat pumipigil sa baha ay hindi ginagawa ang trabaho nito?
Hindi sapat na sabihan ang mga Pilipino na maging matatag. Hindi resilience ang paulit-ulit na paglilikas dahil baha nanaman. Hindi resilience ang pagkawala ng isang linggong kita dahil hindi makapasok sa trabaho. Hindi resilience ang pagsisimula ulit matapos tangayin ang pinaghirapan ng isang pamilya. At lalong hindi resilience ang pagdadalamhati sa isang buhay na hindi na maibabalik.

Nakikiisa kami sa mga pamilyang naglilikas, mga manggagawang nawawalan ng kita, mga estudyanteng naaantala ang pag-aaral, mga magsasakang nawawalan ng ani, at mga pamilyang nawawalan ng mahal sa buhay.
Hindi dapat normal ang ganitong buhay. Hindi dapat ang taumbayan ang laging nagbabayad para sa problemang matagal nang alam ng mga nasa pwesto.
