BPSU, in coordination with the Commission on Higher Education Regional Office III (CHED RO III), conducted a Regional Quality Assessment Team (RQAT) on-site monitoring and evaluation visit for the College of Educationโs undergraduate and graduate programs on September 16, 2026, at the second floor of the University Library, Main Campus.
The evaluation covered 4 undergraduate programs and 9 graduate programs, as well as the universityโs Common Areas, Student Affairs and Services, Gender and Development, and Tuition and Other Fees.
BPSU COED, although with minimal yet doable deficiencies, was commended for its achievements over the past and present years. The University Library was likewise recognized for its excellent facilities, which exceed the minimum capacity requirements. Additionally, the team acknowledged the various student activities being organized, which provide opportunities to showcase and further develop their skills and talents.
In her opening remarks, University President Dr. Ruby B. Santos-Matibag expressed her appreciation to the RQAT for serving as a partner of the institution in upholding the quality of education provided by BPSU, which contributes to the continued development of the youth.

Your visit today is especially meaningful because it focuses on a field that carries a profound responsibilityโpreparing the teachers who will shape the minds, character, and aspirations of future generations,โ Pres. Santos-Matibag said.
The president also underscored that engagements such as the RQAT visit provide opportunities to further strengthen BPSUโs teacher education practices, which may eventually benefit graduates as they impart their knowledge and skills to future learners and the communities they
Serve.
The programs were evaluated by the RQAT members, namely Dr. John Ivan S. Cleofe, CHEDRO III Education Supervisor II; Dr. Arnold V. Damaso, CHEDRO III Education Supervisor II; Mr. Jericho M. Manuel, CHEDRO III Education Program Specialist II; Dr. Ruben E. Borja II, Chancellor of Bulacan State University (BulSU); Dr. Jovita E. Villanueva, OIC-Dean of the College of Professional Teacher Education (BulSU); Dr. Cecilia H. Teodoro, Graduate Programs Coordinator from Holy Angel University; and Dr. Olivia P. Almario, Dean of the College of Teacher Education from La Consolacion University-Philippines.
The gathering was also attended by several BPSU key officials, including Vice President for Academic Affairs Dr. Jaime M. Forbes; Vice President for Administration; Vice President for Finance Dr. Neil D. David; Graduate School Dean Dr. Ariel A. Bongco; College of Education Dean Dr. Leandro T. Olubia; Balanga Campus Director Dr. Sisenando C. Masangcap Jr.; Dinalupihan Campus Director Prof. Digna M. De Guzman; Abucay Campus Director Dr. Walter G. Valdez; and the respective program heads.
This RQAT visit was conducted pursuant to CHEDโs ACHIEVE Agenda, particularly the pillars of Advanced and Accessible Lifelong Learning and Effective and Efficient Public Service, as well as CHED Memorandum Order (CMO) No. 15, Series of 2019.
