RA 11650 | The Inclusive Education Act for Learners with Disabilities

Republic Act No. 11650, a Philippine law designed to institutionalize inclusive education and comprehensive services for students with disabilities. This legislation mandates the creation of Inclusive Learning Resource Centers in every municipality to provide specialized support, such as Individualized Education Plans and multidisciplinary assessments. It requires all schools to ensure equitable access to quality instruction while prohibiting the denial of admission based on a student's physical or mental condition. The act also establishes a framework for inter-agency cooperation, funding, and specialized teacher training to foster a whole-of-community approach to learning. Ultimately, the law seeks to empower these learners toward independent living and full participation in national development.
