RE: PNoy can only claim to have started those PPP Projects that his Administration successfully awarded

I am getting sick and tired of all these Dilawans always trying to discredit President Rodrigo Duterte whenever he finishes an Infrastructure Project and insists that former President Benigno Aquino III (also known as PNoy or AbNoy Panot) should be credited for it instead.

Hence I have decided to come out with this Post about PNoy’s failed Public-Private Partnership (PPP) Projects, which I think should be appropriately called instead as “PNoy’s ‘Palpak’ (Failed) Projects (PPP)”.

‘PPP’
AbNoy started his PPP Program around the start of his Term also, and by the time he left office in 2016, his Administration was able to generate around 60 Projects. However, out of 60 Projects, only 12 or 20% was awarded during his Administration.

The rest, the 48 Projects or 80% which were NOT awarded during his time should not be credited as started by him anymore, they were nothing but plans when he left Office.

Now what were those 12 PPP Projects that were awarded? They are as follows:
* Daang-Hari SLEX Link Road (Muntinlupa-Cavite Expressway) Project
* Automatic Fare Collection System (AFCS)
* PPP for School Infrastructure Project Phase I
* 2nd Phase of the NAIA Expressway Project
* PPP for School Infrastructure Project Phase II
* Modernization of Philippine Orthopedic Center Project
* Mactan-Cebu International Airport Passenger Terminal Building
* LRT Line 1 Cavite Extension and Operation & Maintenance Project
* Southwest Integrated Transport System (ITS) Project
* Cavite-Laguna Expressway (CALAX)
* ITS South Terminal Project
* Bulacan Bulk Water Supply Project.

Outside of these 12 Projects, AbNoy cannot claim credit to have started them, it’s just one of his “Naisipan ko yan!’ (I thought of that!!) delusions.

Note that even if the PPP Project was awarded, it doesn’t mean that it was successful. One of those 12 Awarded Projects, the Modernization of Philippine Orthopedic Center Project turned out to be a failure after the winning Bidder Megawide Construction Corp. rescinded the Contract in November 2015 after the Government failed to turnover the possession of the Project Site.

‘Delayed PPP’
Out of the 12 Awarded Projects above, only a grand total of THREE (3) were completed when he stepped out of Office, and these are:
* Daang-Hari SLEX Link Road (Muntinlupa-Cavite Expressway) Project
* Automatic Fare Collection System (AFCS)
* PPP for School Infrastructure Project Phase I

And don’t tell me that these Projects really take a long time to complete there were MANY Projects which AbNoy intended to finish by 2016 but didn’t, and these are:
* School Infrastructure Project Phase 2
* Ninoy Aquino International Airport Expressway
* Modernization of Philippine Orthopedic Center Project
* Integrated Transport System
* NLEX-SLEX Connector Road
* NAIA Terminal 1 Rehabilitation
* Tarlac-Pangasinan-La Union Expressway (TPLEX)
* Mactan-Cebu International Airport New Passenger Terminal project
* Panglao Airport

‘Damage Control’
With the PPP being a miserable failure, AbNoy’s Propaganda Team came up with the idea of coming up with a Webpage titled, “Aquino Administration Projects to be completed during the next Administration” listing all if not most of the 48 PPP Projects which his Administration had NOT been able to award.

It’s a pathetic attempt to label those Projects as “by AbNoy”. So Filipinos, take note, beware of the Dilawan Propaganda about PNoy’s Palpak Projects.
