SSC is the autonomous, democratic and nationalistic student council of the University of Baguio The council was composed of the SSC Representatives.
The history of the student council of the University of Baguio can be traced back since the establishment of UB, then Baguio Tech, as a vital part of the educational process. It has, however, no remaining records as to the details of the SSC. The Supreme Student Council indeed has been an undying part of the process of transformation. The remaining documents, as per records of the Office of Studen
t Affairs, are the files of the 2005 – 2006 Supreme Student Council. The Sanguniang Barangay was composed of the Governor, Vice Governor, Secretary, Treasurer, Auditor, P.R.O., 4th, 3rd, 2nd and 1st year Mayors and Vice Mayors and 2 year level councillors per level. The SSC was composed of a Prime Minister, Deputy Prime Minister, Executive Secretary, Treasurer, Auditor and Business Managers, all under the EXECOM. The remaining representatives compose the council. It also included representatives from University-wide organizations such as the UBASS, Pathways to name a few. This council achieved its mark in history for being active in the Tuition Fee Increase Consultation, being imputed as responsible for provoking violence during the TFI consultation. The effects of which led to it being dissolved by the administration. Its very essence as an autonomous organization of students was decided by the administration. Following its dissolution, the entire student council was overhauled. The Sanguniang Barangay had a few ramifications which include its being made simple. The SSC representatives and year level mayors and vice mayor (which composed the Parliament) was removed. The highest student organization was called as the Council of Governors (COG). The members of COG are the Governors of each college. Among the Governors, they select their Prime Minister, Deputy Prime Minister, Executive Secretary, Treasurer, Auditor and PRO. The remaining members compose the council. The 2006-2007 COG was headed by the Governor of College of Business Administration and Accountancy. It functioned based on the accepted principles and rules of its members. One of its major activities includes support to the UB debating team during the 8th National Debating Championship held at and hosted by the University of Baguio. The COG continued to exist as a de facto organization of the University. Although it was recognized by the institution through the Office of Student Affairs (OSA), it operated without a constitution and by-laws. The 2007-2008 Council of Governors aside from its participation to University activities, had been able to draft the Constitution and by-laws of the student body. It brought out during the Tuition Fee Increase Consultation the unanimous demand of the members of the COG to reform the student body and restructure the COG back into the Supreme Student Council (SSC). Among the reasons propounded was the lack of a fundamental charter to govern the student body, to centralize the organizational structure and further strengthen the student body of the University. Thus the emergence and return of the SSC, its charter provided for a representative and parliamentary form of council. The EXECOM officers remained except that of the PRO whose powers were assigned to the Executive Secretary. It was a council that facilitated the birth of a Central COMELEC, Composed of a Chairman and four commissioners. The first COMELEC organized to conduct a centralized and general elections of the SSC and SB. It was also the council that began instituting the role of the student body to support student activities aimed at advancing the welfare of the students without prejudice to the autonomy of the student council in its conduct of its own activities. It stand by the principle that the student council would support the mission and vision of the university, uphold the fundamental rights of the students, advance the welfare and ideals of the studentry and ensure justice and good faith in the conduct of its activities. The last COG had a strong and united spirit. It was headed by the SSC representative of the College of Liberal Arts. The first central COMELEC organized by the COG successfully and peacefully conducted its election under the 2008 Constitution and by-laws of the SSC. The turnout of voters was remarkably high indicating a growing awareness of the students toward campus leadership and participation. The SSC elected as Prime Minister for the second term, the representative from the College of Liberal Arts, the college of Law, Dentistry, Accountancy and Teacher Education composed the other members of EXECOM. The role of SSC was to become an organization which would effectively set the standard for student organizations to following the conduct of activities and projects. It served as a strong foundation during the transition stage. The introduction of the Supreme Student Council as a new brand of student organization in the university has been the advocacy of the council: to show the SSC as the highest student organization of the University. It was a council that exercised executive, legislative, and judicial functions all concentrated in that whole body. At the end of school year 2008–2009, the SSC acting and responding on the issues it experienced during the transition stage, amended the 2008 Constitution and By-Laws of the SSC and paved way for the birth of the three-department – two-levelled student body. As learned from the transition stage, the student body was organized to have three departments namely EXECOM composed of the Prime Minister, Deputy Prime Minister, Executive Secretary, Minister of the Interior, Minister of Finance, and Minister of Audit, who shall be elected by the representatives. The SSC was restructured to have two SSC representatives per college to enable the institutionalization of the Parliament of the Ubians, composed of the remaining members not elected to EXECOM and the University-wide organizations accredited by the Office of the Student Affairs. The parliament is headed by the Speaker, Secretary General, the Assistant Secretary, the Committee Chairpersons and members. It was organized also for the creation of the third department that is the Student Tribunal which shall come from the recommendations of the College Student Councils, screened by the Parliament and appointed by the Prime Minister. The SSC was also organized into two levels, the highest of which is the SSC supported by the basic level which is the CSC. The Sanguniang Barangay was organized into and called as the College Student Council. Its procedures was also established thus creating the CSC EXECOM composed of the Governor, Secretary, Treasurer, Auditor, P.R.O. and other officers as may be deemed necessary and duly appointed by the Governor. It shall also have a CSC Legislative Wing which shall be composed of the Vice Governor, Year level Councillors and presidents of their respective college-based organizations. The commissioner on elections was also expanded into an eleven-member commission per college headed by a COMELEC Chairman, and the different college electoral boards. Presently, the SSC is headed by the representative of the College of Law. The SSC continues to grow in response to its experiences; it continues to be the vanguard of the interests of students and continues to support the mission and vision of the University. Amidst the cynically articulate and the organizational challenges, the Supreme Student Council struggles to assert its principles in its rightful place in this imperfect world.
