𝙋𝙞𝙤𝙣𝙚𝙚𝙧𝙞𝙣𝙜 𝙩𝙝𝙚 𝙋𝙖𝙩𝙝 𝙩𝙤 𝙖 𝙈𝙤𝙧𝙚 𝙎𝙘𝙞𝙚𝙣𝙩𝙞𝙛𝙞𝙘 𝙋𝙪𝙧𝙨𝙪𝙞𝙩 𝙤𝙛 𝙏𝙧𝙪𝙩𝙝

Chairman of the Commission on Higher Education (CHED) Technical Panel for Forensic Science, 𝗗𝗿. 𝗥𝗮𝗰𝗾𝘂𝗲𝗹 𝗙𝗼𝗿𝘁𝘂𝗻, who is also one of only two forensic pathologists in the Philippines, visited the University of the Cordilleras last May 26, 2026 as the university presented its application to offer the 𝗠𝗮𝘀𝘁𝗲𝗿 𝗼𝗳 𝗦𝗰𝗶𝗲𝗻𝗰𝗲 𝗶𝗻 𝗙𝗼𝗿𝗲𝗻𝘀𝗶𝗰 𝗦𝗰𝗶𝗲𝗻𝗰𝗲 (𝗠𝗦𝗙𝗦) 𝗣𝗿𝗼𝗴𝗿𝗮𝗺.

Dr. Fortun was given an introduction and overview of the university, the College of Criminal Justice Education (CCJE), and the proposed MSFS program which were facilitated by the Vice President for Academic Affairs, Dr. Ariel Nimo Pumecha, Dean of CCJE, Dr. Robino Cawi, and Director of the Global Engagements Office, Dr. Christian T. Pascual, respectively. A detailed tour of the laboratories in the university was also conducted including the Forensic DNA Laboratory, Polygraph Room, Crime Scene Room, and more. Following the tour, the CHED Panel conducted a comprehensive review and provided institutional recommendations for the proposed program.

This is a massive step for the university and the field of forensic science in the Philippines as this could possibly be the first program of its kind in the country. By pioneering this graduate degree, the University of the Cordilleras aims to strengthen the criminal justice system by producing a new breed of graduates that are equipped with advanced scientific tools and skills as well as courtroom expertise.

This is a step in the right direction, a step towards a more scientific pursuit of truth, and a step towards a more just society. 📚⚖️

Proving her consistency and brilliance in presenting their research, 𝗘𝘀𝘁𝗲𝗹𝗹𝗲 𝗚𝗲𝗺 𝗠. 𝗣𝗼𝗸𝗹𝗶𝘀 bagged again the 𝗕𝗲𝘀𝘁 𝗣𝗿𝗲𝘀𝗲𝗻𝘁𝗲𝗿 𝗔𝘄𝗮𝗿𝗱 (𝗜𝗘𝗘𝗧 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗖𝗮𝘁𝗲𝗴𝗼𝗿𝘆) during this event, where she also received the same award for the Undergraduate Category during the 3rd CCJE Research Forum last July 10, 2026.

These achievements are not only a testament to our students' dedication and excellence, but also a bold statement of what Forensic Science brings to the academic table. 𝘼𝙣 𝙄𝙢𝙥𝙖𝙘𝙩 𝙩𝙝𝙖𝙩 𝙍𝙞𝙥𝙥𝙡𝙚𝙙 𝙏𝙝𝙧𝙤𝙪𝙜𝙝 𝙀𝙫𝙚𝙧𝙮 𝙍𝙤𝙤𝙢

This 31st day of July 2026 marks a very important milestone for the University of the Cordilleras as the month-long 𝗕𝗮𝗹𝗶𝗸 𝗦𝗰𝗶𝗲𝗻𝘁𝗶𝘀𝘁 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 𝗼𝗳 𝘁𝗵𝗲 𝗗𝗲𝗽𝗮𝗿𝘁𝗺𝗲𝗻𝘁 𝗼𝗳 𝗦𝗰𝗶𝗲𝗻𝗰𝗲 𝗮𝗻𝗱 𝗧𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆 comes to an end.

The closing program was held at the UC Theater where the university’s Balik Scientist, 𝗗𝗿. 𝗘𝗹𝗺𝗲𝗿-𝗥𝗶𝗰𝗼 𝗘. 𝗠𝗼𝗷𝗶𝗰𝗮, presented his report encompassing all the engagements he conducted during his stay at the university. This includes numerous seminars and lectures for students and professionals, a GC-MS Workshop in preparation for the university's procurement of the instrument, forensic science syllabi enhancements, and the development of the Master of Science in Forensic Science, which could possibly be the first in the Philippines.

Ms. Jessa Fe Dulnuan from the Forensic Science Department and Ms. Denzel L. Alalag from the Medical Science Laboratory Department shared their testimonials about the Balik Scientist Program, highlighting how it transformed their vision for the future of forensic science and how it reminded them of their shared purpose.

On behalf of the whole forensic science community, we extend our heartfelt gratitude to Sir Elmer-Rico E. Mojica for selflessly sharing his invaluable expertise and eye-opening real-world insights in analytical and forensic science. He did not only impart this scientific knowledge but also the importance of science in different fields and how we should stay dedicated in advancing these technologies for a better future. May you always be reminded that your impact definitely rippled through every classroom, laboratory, and office you entered.

As part of the 𝗗𝗢𝗦𝗧 𝗕𝗮𝗹𝗶𝗸 𝗦𝗰𝗶𝗲𝗻𝘁𝗶𝘀𝘁 𝗣𝗿𝗼𝗴𝗿𝗮𝗺, the University of the Cordilleras College of Criminal Justice Education (UC-CCJE) held the "𝗖𝗖𝗝𝗘 𝗥𝗲𝘃𝗲𝗿𝘀𝗲 𝗣𝗶𝘁𝗰𝗵𝗶𝗻𝗴 𝗮𝗻𝗱 𝗥𝗲𝘀𝗲𝗮𝗿𝗰𝗵 𝗜𝗱𝗲𝗮𝘁𝗶𝗼𝗻 𝗦𝗲𝘀𝘀𝗶𝗼𝗻" on July 29, 2026, at the UC Legarda Campus.

The morning session featured the reverse pitching itself, where partner agencies, including the 𝗕𝗖𝗣𝗢, 𝗕𝗙𝗣, 𝗥𝗔𝗖𝗨, 𝗖𝗛𝗦𝗢, 𝗣𝗗𝗘𝗔, 𝗥𝗙𝗨, 𝗖𝗜𝗗𝗚, 𝗗𝗘𝗡𝗥, and 𝗡𝗕𝗜 presented their real-world operational challenges. Visiting Balik Scientist 𝗗𝗿. 𝗘𝗹𝗺𝗲𝗿-𝗥𝗶𝗰𝗼 𝗘. 𝗠𝗼𝗷𝗶𝗰𝗮 from Pace University, New York City then synthesized these issues, identifying common themes to help faculty narrow down major research priorities.

In the afternoon session, CCJE faculty participated in a research ideation workshop to formulate targeted proposals that directly address the agencies' identified needs.

Through this initiative, UC-CCJE continues to strengthen industry-academia linkages to produce demand-driven research that serves public safety and the wider community.

The lecture brought together UC Forensic Science interns, Medical Laboratory Science students, and their faculty members for an enriching discussion on the latest analytical technologies transforming forensic investigations and clinical diagnostics. The event concluded with an engaging question-and-answer session, giving participants the opportunity to interact with the speaker and gain deeper insights into the evolving landscape of forensic and clinical sciences.

Through initiatives like the DOST Balik Scientist Program, the University of the Cordilleras continues to strengthen scientific learning by connecting students with global expertise and advancing innovation in education and research.

On Monday, July 27, 2026, first-year Forensic Science students at UC Legarda explored the vital role of analytical instrumentation during the seminar "𝗧𝗵𝗲 𝗦𝗰𝗶𝗲𝗻𝗰𝗲 𝗕𝗲𝗵𝗶𝗻𝗱 𝗘𝘃𝗶𝗱𝗲𝗻𝗰𝗲: 𝗔𝗻𝗮𝗹𝘆𝘁𝗶𝗰𝗮𝗹 𝗜𝗻𝘀𝘁𝗿𝘂𝗺𝗲𝗻𝘁𝘀 𝗶𝗻 𝗠𝗼𝗱𝗲𝗿𝗻 𝗙𝗼𝗿𝗲𝗻𝘀𝗶𝗰𝘀".

As part of the DOST's Balik Scientist Program, Pace University Professor 𝗗𝗿. 𝗘𝗹𝗺𝗲𝗿-𝗥𝗶𝗰𝗼 𝗘. 𝗠𝗼𝗷𝗶𝗰𝗮 led the seminar and demonstrated how advanced analytical techniques, chemical precision, and scientific rigor strengthen modern forensic investigations. Beyond introducing advanced analytical instruments, the seminar inspired students to think more critically about the role of science in uncovering the truth and reinforced the importance of accuracy, integrity, and innovation in the pursuit of justice.

What better way to wrap up the week than by expanding our horizon and having a new purpose?

This is exactly what happened at the UC Auditorium last July 24, 2026. Participants from across the country gathered together to be part of the Department of Science and Technology's 𝗕𝗮𝗹𝗶𝗸 𝗦𝗰𝗶𝗲𝗻𝘁𝗶𝘀𝘁 𝗣𝗿𝗼𝗴𝗿𝗮𝗺, hosted by the University of the Cordilleras through the College of Criminal Justice Education and College of Nursing and Allied Health Sciences.

The morning session, led by 𝗗𝗿. 𝗘𝗹𝗺𝗲𝗿-𝗥𝗶𝗰𝗼 𝗘. 𝗠𝗼𝗷𝗶𝗰𝗮, the university's Balik Scientist from Pace University, New York City, focused on Al-Assisted Chemometrics and Advanced Data Analytics in Forensic Science. The talk introduced emerging AI technologies and highlighted how they can aid in advancing forensic science and chemistry to achieve justice.

The afternoon session delved into Sustainability, Water Quality, and Citizen Science: Empowering the Community Through Hands-on Environmental Monitoring. This was headed by 𝗗𝗿. 𝗠𝗼𝗷𝗶𝗰𝗮 together with 𝗠𝗿. 𝗥𝗮𝗹𝗽𝗵 𝗟𝗮𝘂𝗿𝗲𝗻 𝗔𝗹𝗼𝗺𝗶𝗮 from University of the Philippines Los Baños and 𝗠𝘀. 𝗛𝗮𝘇𝗲𝗹 𝗝𝗼𝘆𝗰𝗲 𝗠. 𝗥𝗮𝗺𝗶𝗿𝗲𝘇 from the University of the Philippines Diliman. A session that centered on the importance of water sustainability through small yet impactful citizen initiatives. They also conducted a workshop testing numerous water sample from different sources to check their safety for community use.

This two-part event brought together UC faculty members, students, non-teaching staff, and representatives from various Criminology and Forensic Science institutions across the Philippines, as well as officials from several barangays in Baguio City.

More than just a seminar-workshop, the event exemplified the power of shared knowledge, collaboration, and collective action—demonstrating that when science and communities come together, meaningful and lasting change becomes possible.

In line with the Department of Science and Technology 𝗕𝗮𝗹𝗶𝗸 𝗦𝗰𝗶𝗲𝗻𝘁𝗶𝘀𝘁 𝗣𝗿𝗼𝗴𝗿𝗮𝗺, 𝗗𝗿. 𝗘𝗹𝗺𝗲𝗿-𝗥𝗶𝗰𝗼 𝗘. 𝗠𝗼𝗷𝗶𝗰𝗮 — the university's 2026 Balik Scientist from Pace University, New York — conducted a very insightful two-day lecture for 2nd Year Forensic Science students taking up Forensic Instrumentation.

Day one illuminated the realm of spectroscopy, exploring how different spectroscopic techniques differ from each other as well as when to use such techniques. On day two, the focus shifted to chromatography, diving into how diverse structural mechanisms separate intricate chemical mixtures to expose vital forensic clues.

Without a doubt, this engagement deepened the student's grasp of chemical analysis and instrumentation—reinforcing that when analytical precision meets scientific rigor, justice is served.
