Pampanga State University (Pampanga State U) and Sekolah Menengah Pertama Tahfidz Al Manshurin (SMPTAM) of Indonesia held an exploratory online meeting on August 4, 2026 to discuss a prospective institutional partnership under the Southeast Asian Ministers of Education Organization (SEAMEO) SEA-Teacher Programme, with SMPTAM set to serve as the receiving institution and Pampanga State U as the sending institution for future teacher interns. The meeting, conducted via Google Meet at 7:00 AM Indonesian time (7:00 AM WIB) and 8:00 AM Philippine Standard Time, was attended on behalf of Pampanga State U by Dr. Mildred M. Crisostomo, Director of the Office for International Partnerships and Programs; Dr. Marcial Bonnie M. Salac, Coordinator of the College of Education (COE) International Partnerships and Programs Unit; and Assoc. Prof. Julius Ceazar G. Tolentino, Area Chairperson.

The discussion centered on establishing the groundwork for a formal partnership agreement that would allow Pampanga State U pre-service teachers to be deployed to SMPTAM for their teaching internship under the SEA-Teacher Programme, a SEAMEO initiative that provides opportunities for pre-service teachers in Southeast Asia to gain international teaching experience and cross-cultural exposure in partner schools across the region.

During the meeting, representatives from both institutions exchanged information about their respective academic calendars, teacher education curricula, and institutional requirements to assess the feasibility and alignment of a potential exchange arrangement. Pampanga State U's delegation, led by Dr. Crisostomo, presented an overview of the university's College of Education programs and its growing portfolio of international linkages, while also outlining the support mechanisms Pampanga State U has in place for outbound and inbound teacher interns.

Dr. Salac, representing the COE International Partnerships and Programs Unit, discussed the operational and coordination aspects of the proposed partnership, including logistics for future intern placements, communication protocols between the two institutions, and mechanisms for monitoring and evaluating intern performance during deployment.

Assoc. Prof. Tolentino, in his capacity as area chairperson, provided input on academic and curricular considerations relevant to the teaching areas that would be involved in the internship exchange, ensuring alignment between Pampanga State U's teacher education competencies and the instructional context at SMPTAM.

Both parties expressed mutual interest in formalizing the partnership and agreed to continue discussions toward the development of a Memorandum of Understanding (MOU) or Memorandum of Agreement (MOA) that would serve as the foundation for future teacher intern exchanges under the SEA-Teacher Programme. Follow-up communications and subsequent planning meetings are expected to move the partnership toward implementation.
