UPSILON PHI SIGMA – NEGROS ISLAND REGION

Leading with Purpose. Serving with Heart. Building a Legacy Together.

The Upsilon Phi Sigma Negros Island Region proudly presents its distinguished roster of regional officers and members of the executive and legislative body—individuals who have answered the call to lead, not for recognition, but for the greater good of the Upsilonian family.

Drawn from different professions, communities, and walks of life, these leaders are united by one enduring purpose: to uphold the ideals of Honor, Excellence, Leadership, and Service while nurturing a fraternity and sorority that continues to transform lives and communities.

At the helm of the Executive Branch is Regional Chairperson UPS Alme Rhumyla G. Nicor-Mangilimutan, PhD, whose visionary leadership and unwavering commitment inspire hope, collaboration, and progress throughout the region. Standing beside her are Executive Vice-Chairperson UPS Niel L. Ningal, PhD, Regional Vice-Chairperson for Negros Oriental Affairs UPS Ryan Philip Lim, and Regional Vice-Chairperson for Negros Occidental Affairs UPS Mamerlo Sausi -leaders dedicated to ensuring that every voice is heard, every chapter is strengthened, and every Upsilonian is empowered to become the best version of themselves.

Supporting the region's mission are Regional Treasurer UPS Gina Prongco Lertido, Regional Secretary General UPS Sherlyn Marie Ablao-Pabonocan, and Regional Auditor UPS Josefino "Joefe" C. Ballados. Through their integrity, diligence, and faithful stewardship, they remind us that organizations thrive not only through grand visions but through the quiet commitment to doing what is right, even when no one is watching.

Providing wisdom and legislative guidance is Chairman of the Board UPS Franklin H. Pag-ong, CE, whose experience and foresight help chart the course of the region with prudence and clarity. Serving alongside him as members of the Board of Directors are UPS Nonito T. Guanzon, Ed.D., UPS Riche Mitchell T. Anabo, UPS Jyan Rome A. Bascar, PhD, UPS Tomas L. Katalbas III, UPS Gerryl B. Opada, and UPS Joe Marie C. Laurente. Together, they stand as guardians of our traditions and architects of our future—ensuring that the values upon which Upsilon Phi Sigma was founded continue to flourish in the generations to come.

Yet beyond the titles and responsibilities lies something far greater: a family bound by a shared commitment to serve. These officers are mentors who guide, friends who encourage, and leaders who inspire others to rise. They understand that the true measure of leadership is not found in authority, but in the lives uplifted, the opportunities created, and the hope ignited in others.

As one Negros Island Region, we embrace the responsibility of strengthening brotherhood and sisterhood, empowering young leaders, fostering unity among chapters, and extending our hands to communities in need. We honor the sacrifices of those who came before us while courageously preparing the path for those who will follow.

May this roster serve as more than a presentation of names and positions. May it be a powerful reminder that when people of character unite with a common purpose, extraordinary things happen. May it inspire every Upsilonian to lead with conviction, serve with compassion, and pursue excellence without compromise.

For leadership is not about being above others—it is about walking beside them, believing in them, and helping them discover the greatness within themselves,

As we continue writing the story of Upsilon Phi Sigma in the Negros Island Region, let us do so with grateful hearts, steadfast resolve, and an unwavering commitment to our timeless ideals.

“We inherit a proud legacy. We embrace a noble responsibility. Together, we build a brighter future."

UPSILON PHI SIGMA – PHI MU CHI CHAPTER

On June 12, 2026, the brothers and sisters of the Upsilon Phi Sigma – Phi Mu Chi Chapter of La Carlota City College conducted a meaningful community service activity in Brgy. Baliwagan, San Enrique, Negros Occidental. The gathering brought together members of the community and the Upsilonian family in a celebration of joy, fellowship, and shared purpose.

The activity was filled with laughter, teamwork, and enthusiastic participation from the children, whose smiles reflected the warmth and sincerity of the occasion. As participants proudly waved their flags, the event became a symbol of unity, hope, and the strong bonds that connect individuals through service and compassion.

Though modest in scale, the outreach left a lasting impact on everyone involved. It served as a reminder that true leadership is not measured by position or recognition, but by one’s willingness to uplift others through acts of kindness and generosity. Through initiatives such as this, the Phi Mu Chi Chapter continues to embody the core values of brotherhood, sisterhood, volunteerism, community engagement, and social responsibility.

As Upsilonians, we remain committed to the belief that even the simplest acts of service can create meaningful change.
